VILLAGE OF CHAGRIN FALLS ARCHITECTURAL BOARD OF REVIEW JULY 18, 2023 Meeting Called to Order 8:30 A.M. Members Present: Bill Childs, George Clemens, Phil Koepf, Wendy Naylor, Chuck Fazio (Steve King, absent) Also Present: Dominic Cribari, Joan Andersen APPROVAL OF MINUTES Motion by Naylor, seconded by Childs to approve the minutes from the June 20, 2023, meeting. Roll call: Fazio-abstain, Childs-yea, Naylor-yea. Motion passed. 1. D’Onfro 55 West Washington Exterior Alteration-Preliminary Naylor read the Historic Significance Report and said the house at 55 West Washington Street is more than 100 years old the subject property meets the standards of a “Historically Significant Property”. The structure also contributes to the Chagrin Falls West Side Historic District, Ref. No 74001433. The codified ordinance section 1146.04(d)(1-3): Proposed exterior changes #1-10 have an adverse effect on the design and historical significance of the house. By removing the historic materials from the site and altering the configuration it does not follow the “guidelines” for “preservation of features”, “replacement of features”, and compatibility”. Motion by Naylor, seconded by Childs to receive the HSR report. Roll Call: Childs-yea, Fazio-yea, Naylor-yea. Building and Zoning Inspector Dominic Cribari said that they will need a variance for an alteration for a non-conforming front and side yard setback to an alley. He said the front yard needs a 7’ variance to the front for the side patio and a 7’ setback to the side yard to an alley. He said that right now it sits on the property line, and they are pulling it in 3’. Ann Dunning (Architect)and Beth D’Onfro (Homeowner) presented these plans. Ann said that they are keeping everything intact. They are repairing and replacing the existing porch. They are raising the floor within 2” of the first floor of the house. She said they are not going any further than the existing house, they are just bringing the porch out a little. Ann said that they weren’t going any further than the existing porch is today. The Board thought it looked good. Clemens suggested they study fenestration. Summation-motion by Naylor, seconded by Childs for preliminary approval of plans as presented with alterations of a non-conforming building using the existing footprint: The Architectural Review Board recommended a 10’ front yard variance to accommodate porch location pushed forward. They also recommended the side yard setback variance. The Board recommended using the existing footprint for new addition, reuse gable on the porch and that the windows trim detail should match existing. It was also noted that the homeowner said that there is a water problem with this house at the low point of alley. The Board recommended they talk to the Village Engineer about the problem. Roll Call: Naylor-yea, Fazio-yea, Childs-yea. Motion passed. 2. Westendorf 115 East Summit Exterior Alteration-Final Phil Koepf (Architect) and Robin Westendorf (Homeowner) presented these plans. Phil said that there is an existing deck at the rear of the house, and they added a patio below. He said that when they did the porch there was a bank of windows and two doors that align with the columns along the door below. He said the house faces north and west and that they get a lot of heat. They want to add a roof structure onto the existing deck. He said it mirrors the roof on front of house. Summation-motion by Naylor, seconded by Childs for final approval of plans as presented. They said the columns need to align on both levels, along with roof balustrade. Roll Call: Childs-yea, Fazio-yea, Naylor- yea. Motion passed. 3. Turner 59 Stanridge Exterior Alteration-Preliminary George Clemens (Architect) and Lisa Turner (Homeowner) presented this project. George said they were adding an extension onto the existing screen porch. He said they were adding a rhythmic element with larger columns and adding a fireplace. He said that the shingles will match the existing shingles. Summation-motion by Naylor, seconded by Childs for final approval of plans as presented. Roll Call: Childs-yea, Naylor-yea, Fazio-yea. Motion passed. 4. RSR Chagrin 213 South Main New Dwelling-Preliminary Robert Vitt (Owner) presented these plans. He said based on the previous meeting he clarified the roof plans with details about the plant balcony. He said that it is strictly a plant balcony with casement windows. He said it’s supported with rod and turn buckle. Clemens asked what the material of the garage header was, and he said it was a soldier course of brick with a steel channel on the garage. Childs said to add some brackets at the plant balcony. Robert said they would use architectural brackets. Childs and Fazio said to use either horizontal brackets or gun stock brackets. Robert asked how many brackets they wanted him to add on the balcony and they said two wider ones. Clemens said the side elevations are much more successful. Childs said to add horizontal muntins to the sliders to match the existing windows. Summation-motion by Naylor, seconded by Childs for preliminary approval of plans as presented. They said to add soldier course brick at the garage header, addition of two-gun stock brackets below the plant balcony and add muntins to slider doors to match windows. Roll Call: Naylor-yea, Fazio-yea, Childs-yea. Motion passed. 5. Thome 120 East Washington Exterior Alteration-Preliminary Naylor read the Historical Significance Report and said that because the house is more than 100 years old the subject property meets the standards of a “Historically Significant Property”. The structure also contributes to the Chagrin Falls East Side Historic District. The proposed exterior changes #1-3 have no adverse effect on the design and historical significance of the house. The proposed design does follow the “guidelines” for “preservation of features”, “replacement of features”, and “compatibility”. Motion by Naylor, seconded by Childs to receive the HSR report. Roll Call: Fazio-yea, Naylor-yea, Childs-yea. Phil Koepf (Architect) and John & Christine Thome (Homeowners) presented this project. Phil said that he wants the patio on one elevation. He said there is a structure on the west side rear elevation that is the stairs to the basement, and it is falling apart. He said they want to raise the patio and add a covered porch. He said they are keeping the roof structure and adding a chimney. The Board suggested moving the steps going down the basement and adding brackets. John said that the brackets would all match the existing ones. Summation-motion by Naylor, seconded by Childs for preliminary approval of plans as presented. They said to restudy the chimney masonry structure and the basement rear entry. Roll Call: Fazio-yea, Naylor- yea, Childs-yea. Motion passed. 6. Chagrin Film Fest 3 North Franklin Signage-Final Jeff Clark (Easy Sign) and Brian Westbrook (Ohio Awning) presented these plans. Jeff said they are replacing the signboard, panel, and middle section. Brian said they are replacing the existing awning. Summation-motion by Naylor, seconded by Childs for final approval of plans as presented. Replacement of existing awning and new signage. Roll Call: Childs-yea, Fazio-yea, Naylor-yea. Motion passed. 7. Mathe 65 West Washington Field Change Andrew Reynolds (Architect) presented these plans. He said they want to remove the existing wood siding and replace it with a smooth painted Hardie board siding and add a Boral trim to match. He said they ran into a problem when they were trying to insulate the home. The Board recommended exploring different insulation products instead of removing all the existing siding. He also said they are replacing the existing windows with new Marvin aluminum clad windows to match the existing ones. Summation-motion by Naylor, seconded by Childs to deny the proposed removal of siding. Motion to table window submission for the following reason: Board wants to see the dimension drawings of the existing windows and the dimension drawings of the proposed windows and the trim.
