VILLAGE OF CHAGRIN FALLS ARCHITECTURAL BOARD OF REVIEW SEPTEMBER 5, 2023 Mee ng Called to Order 8:30 A.M. Members Present: Bill Childs, George Clemens, Steve King, Phil Koepf, Wendy Naylor Also Present: Rob Jamieson Absent: Dominic Cribari, Joan Andersen APPROVAL OF MINUTES Mo on by Naylor, seconded by Childs to approve the minutes of the August 15, 2023, mee ng. Roll Call: Naylor-yea, Childs-yea, King-abstain. Mo on passed. 1. Reid 141 West Summit Street Exterior Altera on-Window Changes Steve King read the Historical Significance Report (HSR) and stated that the house at 141 West Summit does not meet the standards of a Historically Significant Property as defined in Codified Ordinance Sec on 1146.05 (a)(1); and, the proposed exterior change has no adverse effect on the design and historical significance of the house. Mo on by King, seconded by Naylor to accept the HSR. Roll Call: Naylor-yea, King-yea, Childs-yea. Mo on passed. Ryan Hume from Window Na on presented these plans for vinyl replacement windows. He stated that the replacement window mun n pa ern will match the exis ng historic windows as advised in the HSR. Summa on- Mo on by Naylor, seconded by King to accept plans as presented with mun n pa ern to match exis ng historic windows. King noted that vinyl windows have a limited life span Roll Call: King- yea, Childs-yea, Naylor-yea. Mo on passed. 2. Delaney 189 Senlac Hills Drive Exterior Altera on – Prelim Rob Jamieson stated a variance is required because the proposed addi on is located in an exis ng nonconforming side yard setback but it is not adding to the footprint. Architect Beckey Pantuso presented plans with a gambrel roof second-floor addi on over the exis ng garage. Childs noted that from a massing standpoint, the exis ng house is horizontal and the addi on is ver cal making it appear as one con nuous large volume. He suggested making the entry wider and more pronounced with a pediment and columns and a wider entry door to balance the massing of the composi on. Clemens stated that the addi on is set back to lessen the impact of the volume. Naylor noted that the neighborhood streetscape pa ern is houses with one-story garage addi ons. Koepf stated that the gambrel roof feature needs to be more defined. The design needs to lighten up the second floor perhaps with the removal of dormers. Childs suggested another op on of a reverse gable off the back of the exis ng garage to allow enjoyment of the back yard and then blend with the exis ng streetscape. Pantuso requested specific guidance from the board. Koepf stated that massing of the addi on should be pushed down and dormers removed to define the gambrel roof. Board reiterated the comments presented. The architect declined request to table submission with comments and asked for a vote on the presented plans. Summa on- Mo on by Naylor seconded by King to approve plans as presented. Roll Call: King-nay, Childs-nay, Naylor-nay. Mo on failed. Summa on- Mo on amended by Naylor seconded by King to deny plans as presented with stated reasons: The massing of the addi on composi on is too big, front entry is out of scale with the door with need to take care of blank space beside the door. Massing above garage needs to be reduced to create a hierarchy between the main house element and addi on which will also allow the house to be er blend with the exis ng neighborhood streetscape. Push massing down and reduce dormers to define the gambrel roof. Another op on is a reverse gable first-floor master suite extending from behind the exis ng garage to blend with the exis ng streetscape. Roll Call: King-yea, Childs-yea, Naylor-yea. Mo on failed. 3. Payne/Ba les 51 Water Street Exterior Altera on-Preliminary Steve King read the Historical Significance Report (HSR) and stated that the house at 51 Water does meet the standards of a Historically Significant Property as defined in Codified Ordinance Sec on 1146.05 (a)(1) and the proposed exterior change has no adverse effect on the design and historical significance of the house. Mo on by King, seconded by Naylor to accept the HSR. Roll Call: Naylor-yea, King-yea, Childs- yea. Mo on passed. Phil Koepf (Architect) and Amy Ba les (Homeowner) presented these plans. A front yard variance is required for the addi on of the 6’ front porch. The architect presented historic images and evidence of a historic front porch at the same loca on and-like appearance. The proposed porch loca on, appearance, and materials are to be compa ble with the historic porch. The architect stated that the property slopes towards the street which also benefits from a smaller porch. Summa on-mo on by Naylor, seconded by King for preliminary approval of plans as presented, recommending a variance to reinstate the historic porch based on historical evidence using compa ble materials. Roll Call: Childs-yea, King-yea, Naylor-yea. Mo on passed. 4. Shivers 269 North Street Exterior Altera on-Window Changes Steve King read the Historical Significance Report (HSR) and stated that the house at 269 North Street does meet the standards of a Historically Significant Property as defined in Codified Ordinance Sec on 1146.05 (a)(1). The proposed changes have an adverse effect on the design and historical significance of the house with proposed solu on of matching the munitn pa ern of Fibrex replacement windows to exis ng historic windows. Mo on by King, seconded by Naylor to accept the HSR. Roll Call: Naylor-yea, King-yea, Childs-yea. Mo on passed. George Clemens (Architect) presented these plans. Koepf expressed concern about window installa on which is occurring a er siding has been installed. Summa on-mo on by Naylor, seconded by Childs to table and request that Fibrex representa ve appear to answer ques ons. Roll Call: Naylor-yea, King-yea, Childs-yea. Mo on passed. 5. Two Founda on 177 East Washington Street Exterior Altera ons-Final Tony Majc (Architect) presented these plans poin ng out minor changes for comment from the Board. Summa on-mo on by Naylor, seconded by King for final approval of plans as presented. Roll Call: King- yea, Childs-yea, Naylor-yea. Mo on passed. 6. Thome 120 East Washington Street Exterior Altera ons -Final Phil Koepf (Architect) and Chris ne Thome (Owner) presented these plans for removal of exis ng pa o and addi on of rear covered pa o. Architect and owner stated they preferred stone chimney material to match stone founda on. Board inquired about safety of surrounding deck. Exis ng historic rear stoop to remain. Summa on-mo on by Naylor, seconded by King for final approval of plans as presented. Roll Call: King- yea, Naylor-yea, Childs-yea. Mo on passed. Walk-In 291 Bell Street Homeowner Steve King presented photos of a new Pella aluminum-clad window mock-up installa on at 291 Bell Street. An issue has arisen due to the depth of the new window as greater than the historic window opening, causing the Pella window to project beyond the historic plane at the exterior and/or interior of the house. The exis ng depth is 3 ¾-4 ¼” and the new window depth is 5”. King requested guidance from the Board. Childs suggested adding a backbend trim to hide the projec on and split the difference between the projec on on the outside and inside of the house. King men oned the interior window trim is 8” decora ve 1857 trim. Naylor and the architects as a whole expressed concern over altering the appearance of a historically significant building to make new windows fit. Mr. Koepf and Childs both asked if Pella measured the exis ng opening before manufacture. When the project was approved by ARB, it was assumed that Sec on 1146.04 (d) (1)-(3) would be followed.
