VILLAGE OF CHAGRIN FALLS ARCHITECTURAL BOARD OF REVIEW NOVEMBER 7, 2023 Meeting Called to Order 8:30 A.M. Members Present: Bill Childs, Steve King, Phil Koepf, Wendy Naylor, George Clemens (absent) Also Present: Dominic Cribari, Joan Andersen APPROVAL OF MINUTES Motion by Naylor, seconded by Childs to approve the minutes from the October 17, 2023, meeting with revisions to the wording for the submission for 105 May Court. Roll Call: Naylor-yea, Childs-yea, King- abstain. Motion passed. 1. DWBH LLC 146 East Washington Exterior Alterations-Preliminary King read the Historical Significance Report for 146 East Washington Street and said that they found that the structure is not historically significant. Motion by King, seconded by Naylor, to receive the HSR report. Roll Call: Childs-yea, King-yea, Naylor-yea. Rick Siegfried (Architect) presented these plans. He said that the owner wants the building for his family business and that it is a departure from the original architecture. He said that the forms and overhead doors are simple and that they are raising the wall on the second floor and adding the roof edge. Childs said that the massing on the roof is very jarring and stands out. King said that it has an ultra-modern look to it and thinks the modern building is out of place. Naylor thought they did a good job on the shape of the building but thinks the roof line is a bit jarring. She suggested a reverse gable or dormer which is a more traditional form. Koepf asked if they are trying to put gables on the whole roof system. Rick said that right now it’s just a flat roof and it needs to have some height to it. He said that this is a mono pitch roof because it only pitches in one direction. He said that they are cleaning up the masonry on the building. Koepf said the roof is jarring and that the overall composition works on the front elevation, but it is too high. He said they need to get rid of the flat roof and he is struggling with the sloped roof. Rick said the geometry of it is not as complicated as it looks, that it’s just a gable that would run all the way across with the mono pitched roof. He said other than that it’s pretty simple. He said they have maintained all the window openings and added some to get the rhythm going. Summation-motion by Naylor, seconded by Childs to table this discussion for the following reasons: Mono pitch roof is not in keeping with the surrounding historic architecture. Restudy the porch element and the first-floor decorative steel beam. The Board said what is in keeping with the surrounding area is the gable roof and design detail at the gable ends, maintaining the traditional fenestration window pattern headers and 2 / 1 windows which are all add traditional elements and are compatible with the surrounding neighborhood. Removing the front door is acceptable: Liked the detail at the gable end. Roll Call: King-yea, Naylor-yea, Childs-yea. Motion passed. 2. Delaney 189 Senlac Hills Exterior Alterations-Preliminary Becky Pantuso (Architect) and Michael Delaney (Homeowner) presented these plans. Building and Zoning Inspector Dominic Cribari said that they are required to get a variance for an alteration for an existing a non-conforming building setback. Becky said that they took the recommendations of the Board and added side lights to add more presence to the front entry, pulled the pitch down and modified the dormers. She said they also pulled the overhang off the back wall. The Board liked what she did. Summation-motion by Naylor, seconded by Childs for preliminary approval of plans as presented. The Board also recommends approval of the variance. Roll Call: Naylor-yea, King-yea, Childs-yea. Motion passed. 3. 7-Eleven Inc. (BP Building) 20 East Washington Signage-Final Tim Kalwasinski (Sign Co.) presented these plans. He said that they are replacing the existing monument sign with a new one that is slightly larger. Tim said they are also replacing the pumps, canopies, and fascia boards on the canopies and building. Naylor said the proposed sign proportions seem larger than what is being shown. The Board asked if they were changing the canopy roof to a flat roof, and Tim said yes. The Board stated that the owner needs to keep the hip roof edge, breaking it up with a roof eave and gutter fascia keeping it a more traditional form. They also said they need to see how the emblem is going to fit at the end of the canopies. Naylor asked if they were going to need a permit for this and Dominic said that they need one to change the roof. Summation-motion by Naylor, seconded by King to table this discussion for the following reasons: Board requests complete plans for alterations including canopy, signage on building, and pump design. They also said that the Village sign ordinance needs to be reviewed for compliance. Roll Call: Childs-yea, King- yea, Naylor-yea. Motion passed. 4. Ayers 14 ½ South Main Signage-Final No one was here to present these plans. The Board reviewed the sign for the rear door entrance. Summation-motion by Naylor, seconded by King to approve sign version two (2), which is all white with red lettering. Roll Call: Childs-yea, King-yea, Naylor-yea. Motion passed. 5. RSR Chagrin LLC 207 South Main New Dwelling-Final Robert Vitt (Owner) presented these plans. He said based on the recommendations of the Board at the end wall of the garage they moved and adjusted the two windows at the facade. Summation-motion by King, seconded by Childs for final approval of plans as presented. Roll Call: Naylor- yea, Childs-yea, King-yea. Motion passed. 6. Hicks/Honsa 210 South Main Exterior Alterations-Final Dave Jansen (Architect) and Emily Honsa Hicks (Homeowner) presented these plans. Dave said they had received preliminary approval and were here for final approval. He said they are remodeling the existing third floor and adding a bathroom. He said they are adding a shed dormer on the south side of the house to get a master bath. He said that the dormer on the north side matches what already exists. Summation-motion by Naylor, seconded by Childs for final approval of plans as presented. Roll Call: King- yea, Childs-yea, Naylor-yea. Motion passed. 7. Fortis Sports 5 North Franklin Exterior Alterations-Final Dave Jansen (Architect) presented these plans. He said they had received preliminary approval for the plans, but the Board asked them to look at a different window. He said they found one that mimics the existing divider transoms that are already there. He said they are trying to bring the building back as close as possible to the original look. Summation-motion by Childs, seconded by King for final approval of plans as presented. Roll Call: Naylor- yea, King-yea, Childs-yea. Motion passed. 8. Johnson-Rodgers 65 Ridgewood Exterior Alterations-Final Eric Wright (Architect) presented these plans. He said they took the recommendations from the Board and made the changes they requested. He said they adjusted the windows and trim and that the mullions match the height in the rear. He said they matched the roof returns and that they widened the board to get more separation. Summation-motion by Childs, seconded by Naylor for final approval of plans as presented. Roll Call: King- yea, Naylor-yea, Childs-yea. Motion passed. 9. Raftus 106 Church Street Exterior Alterations-Final Becky Pantuso (Architect) presented these plans. She said she took the recommendations from the Board to make things simpler. She said they are maintaining the original windows. Summation-motion by Naylor, seconded by Childs for final approval of plans as presented. They also approved the demolition of the garage. Roll Call: King-yea, Childs-yea, Naylor-yea. Motion passed. WALK-INS 52 Carriage Stone Jonas Kristenssof (Homeowner) presented these plans. He said on the porch they have 4 by 4” beams that they want to wrap and make them 8 by 8” beams. The Board recommended looking at using a Boral type product. He is removing the decorative scallops. The Board stated that the width of column beams needs to match the width of the architrave.
