ARCHITECTURAL BOARD OF REVIEW
DECEMBER 5, 2023
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, George Clemens, Steve King, Phil Koepf, Wendy Naylor

APPROVAL OF MINUTES
Motion by Naylor, seconded by Childs to approve the minutes from the November 21, 2023, meeting.
Roll Call: King-yea, Childs-yea, Naylor-yea. Motion passed.
1. Leary 56 Water Street Exterior Alteration-Preliminary
Steve King read the HSR report which states that the house at 56 Water meets the standards of a
“Historically Significant Property” because it is more than 100 years old. The report states that according
to Codified Ordinance Section 1146.04(d)(1-3): Proposed changes #1-8 have an adverse effect on the
design and historical significance of the house and by removing the historic materials from the site it
does not follow the “guidelines” for “preservation of features”, “replacement of features”, and
compatibility”. It also said that proposed exterior changes #7-8 have less of an adverse effect as these
changes occur on the rear of the house and are not visible from the street. Proposed exterior change #9
has no adverse effect as these windows are not original to the house, but to the 1940 attic remodel.
Also, these windows are not seen from the street, even when walking north on Water Street. Motion by
King, seconded by Naylor to receive the HSR report. Roll Call: Childs-yea, Naylor-yea, King-yea.
George Clemens (Architect) presented these plans. George said that the porch was added onto the
house in 1913. Naylor said that the period of significance for the National Register Historic District ends
in 1901. George said the porch is built flush with the corner board being the demarcation and he was
trying to maintain the integrity of the sideways facing bay and its symmetry. He said that they are
expanding their master bath and are trying to distinguish at the top between the old and new. He said
they are trying to reuse brackets. Koepf said the brackets look smaller and he said to simplify and make
the brackets smaller. Childs asked how the massing of the hip works and said that things were moving in
the right direction. George said that they decided to go with the smaller brackets.
Summation-motion by King, seconded by Naylor for preliminary approval of plans as presented with
consideration to the following: how to work in hip roof with existing roof: need to specify materials being
used and match existing materials. Roll Call: King-yea, Childs-yea, Naylor-yea. Motion passed.
2. Vittek 50 Philomethian New Dwelling-Preliminary
George Clemens (Architect) presented these plans. He said that the home was destroyed by a fire and
that there is no way to economically replicate the original house design. He said that they are proposing
a one-story Greek Revival style home. He said that they were using Hardie and MeraTEC materials.
Naylor said she likes the structure of the house and that it blends into the adjacent one-story
commercial buildings. George said that they are hoping to use a fiberglass window. The Board suggested
putting an exterior subsill below the exterior windows and to look at larger pane windows. They said to
look at the window muntin configuration and either commit to Greek Revival or Craftsman style.
Summation-motion by King, seconded by Childs for preliminary approval of plans as presented with
consideration to the following: Muntin arrangements and adding a subsill below all exterior windows.
Roll Call: Naylor-yea, King-yea, Childs-yea. Motion passed.
3. Norris 195 South Main Accessory Structure-Preliminary
George Clemens (Architect) presented these plans. George said that the Homeowner is putting in an
outdoor pool in and wants to add an accessory structure next to it with an outdoor area attached. Childs
said to replace skylights with shed dormers. The Board said they like the revised elevation plans of
12/5/2023 the best.
Summation-motion by Naylor, seconded by Childs for preliminary approval of plans as presented with
consideration to the following: Recommend using the A-3 plans dated December 5, 2023: recommend
replacing skylights with shed dormers. Roll Call: King-yea, Childs-yea, Naylor-yea. Motion passed.
4. BP Gas Station 20 East Washington Signage
Tim Kalwasinski (Sign Company) presented these plans. He said that there are going to be no structural
changes to the building. They are repainting the canopy and fascia. He said the poles and canopy
columns will be painted. Building and Zoning Inspector Dominic Cribari said that they are replacing two
signs, the store front one and the street sign. Tim said that the existing sign is 5’7” and they are
proposing a 6’ sign. The Board said to keep the street sign the same height as the existing one.
Summation-motion by Naylor, seconded by Childs for final approval of plans as presented with
monument sign not to exceed overall height of 5’7” from grade. Roll Call: King-yea, Childs-yea, Naylor-
yea. Motion passed.
5. RSR Chagrin LLC 213 South Main Street New Dwelling-Final
Robert Vitt (Owner) presented these plans. He said that they made minor modifications from the
preliminary. He said they added grills to the patio door slider and larger brackets on the front elevation.
He said they added brackets to the cantilever.
Summation-motion by Naylor, seconded by Childs for final approval of plans as presented. They said to
use scroll brackets on left elevation. Roll Call: Naylor-yea, King-yea, Childs-yea. Motion passed.
Walk-In 276 North Street
Brian Kuck (Cissell Architecture) presented these plans. He said that the house is a one-story 1,200 sf
home that sits on a slab. He said they want to add a 400 FT. addition with a master bedroom, bath, and
mudroom. They also want to add a chimney in the house and a front porch and two-car garage. Childs
said to study the porch and suggested a hipped roof instead of the shed dormer. He said to add a rake
roof and restudy massing on sheds.
