ARCHITECTURAL BOARD OF REVIEW
JANUARY 16, 2024
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, George Clemens, Steve King, Phil Koepf, Wendy Naylor
Also Present: Dominic Cribari, Joan Andersen
Organizational Meeting
Nomination of Chairman: Motion by Childs, seconded by Naylor to nominate Steve King as Chairman.
Roll Call: Naylor-yea, Childs-yea, King-abstain. Motion passed.
Nomination of Secretary: Motion by Childs, seconded by King to nominate Wendy Naylor as Secretary.
Roll Call: King-yea, Naylor-abstain, Childs-yea. Motion passed.
APPROVAL OF MINUTES
Motion by Naylor seconded by King to approve the minutes of the December 19, 2023, meeting. Roll
Call: Childs-abstain, Naylor-yea, King-yea. Motion passed.
1. Kristensson 52 Carriage Stone Exterior Alteration-Final
No one was here to present this project.
2. Bell & Flower 86 North Main Exterior Alteration-Preliminary
Steven Mills (Architect) presented these plans. Steve said that they had walked this in at the last meeting
and the only comment from the Board had been that the front windows should be operable. He said
that they switched windows to sliding folding doors. He said they would have a low wall with a sill. King
said that there were two Historical Significance Reports done in 2011 and 2018.
Summation-motion by Childs, seconded by Naylor for preliminary approval of plans as presented: Roll
Call: King-yea, Childs-yea, Naylor-yea. Motion passed.
3. Davis 84 Ridgewood Exterior Alteration-Final
Phil Koepf (Architect) presented these plans. Phil said that the owners are doing an interior remodel, so
they are moving the triple windows and making it a single window. He said that the work is being done
on the rear elevation.
Summation-motion by Childs, seconded by Naylor for final approval of plans as presented. Roll Call: King-
yea, Childs-yea, Naylor-yea. Motion passed.
4. Schron 117 Elm Court Exterior Alteration-Preliminary
George Spade (Architect) and Kurt Schron (Homeowner) presented these plans. Building and Zoning
Inspector Dominic Cribari said that they need a front yard variance for the front porch that meets the 48’
rule. He said they want to expand it and it would exceed 48’ and then it will have to meet setbacks.
Dominic said that there is an 18’ variance. He said it is an alteration to a non-conforming building since it
sits in the front of the setback line.
King read the Historical Significance Report and said that the property at 117 Elm Court meets the
standards of a Historically Significant property because the house is more than 100 years old. He said
that the proposed exterior changes #1-7 have an adverse effect on the design and historical significance
of the house. By removing the historic materials from the site, they do not follow the guidelines for
preservation of features. He said that the proposed exterior changes #8-14 have less of an adverse
effect. Motion by King, seconded by Naylor to receive the HSR report. Roll Call: Childs-yea, King-yea,
Naylor-yea.
Gary said that they are bringing the front to be consistent with historic photos and that the windows are
old, and they are replacing them. Clemens said that he thinks vinyl siding is a mistake on the dormer and
that they should not approve it. He liked the wider front porch and asked if the door was moving. Kurt
said that the door was not moving but the wider porch would make it more symmetrical. Gary said that
they are trying to match the historical report. Koepf said he doesn’t like the railing on the porch. Childs
said they need to study the architrave, to make the columns bigger keeping it lined up. He said to bring
the door down and add pilasters. He said to change the dormer to a clapboard and remove the
doghouse.
Summation-motion by Naylor, seconded by Childs for preliminary approval of plans as presented with
the following comments: Make the architrave larger at porch: Lower the porch by one riser: Maintain the
railing: No vinyl material for dormer, use clapboard siding: Add pilasters at porch wall: Remove
doghouse: The Board recommends Approval of the Variance. Roll Call: King-yea, Naylor-yea, Childs-yea.
Motion passed.
