VILLAGE OF CHAGRIN FALLS ARCHITECTURAL BOARD OF REVIEW FEBRUARY 6, 2024 Mee ng Called to Order 8:30 A.M. Members Present: Bill Childs, George Clemens, Steve King, Phil Koepf, Wendy Naylor Also Present: Dominic Cribari, Joan Andersen APPROVAL OF MINUTES Mo on by Naylor, seconded by Childs to approve the minutes of the January 16, 2024, mee ng. Roll Call Naylor-yea, Childs-yea. Mo on passed. 1. 97 Williams LLC 43 West Co age New Dwelling-Preliminary Naylor read the Historical Significance Report which states that the structure does not meet the standards of a “Historically Significant Property.” It is not listed individually in the Na onal Register of Historic Places and does not possess one or more of four specific a ributes (associa on with significant events, people, dis nc ve architecture, or prehistory. The report says that the design considera ons are offered to enhance compa bility with surrounding structures. Mo on by Naylor, seconded by Childs to receive the HSR report. Roll Call: Childs-yea, Naylor-yea. George Clemens (Architect) presented these plans. Building and Zoning Inspector Dominic Cribari said that they need a variance for the front yard setback. He said that there is a 2/3 rule for adjacent proper es. George said that they are building a new garage. He said that they are ght to the front yard and are not crea ng any other non-conforming issues. He said they will stabilize what is above and are spli ng the lots so both will be 9,000 square feet which meets conforming under 20% lot coverage. He said the house will sit below street level. George stated that the bulk of the siding on the house will have white painted brick with shingles on top. The Board all recommended removing the arch windows. They like the massing and how he breaks up the design to ease the composi on. George said he is working with the slope and trying to stabilize the hill. The mee ng was opened to the public for comments regarding the demoli on. Robert Vi 47 West Co age said he has no problem with the demoli on but asked about the retaining wall and grading plans. Bryan Shwartz 27 West Summit asked for a copy of the HSR report and wanted to know the size comparison to Robert Vi ’s house. George said it was a smaller footprint. Be y Gersick 48 West Co age asked how much taller the building would be and how much the house is moving over. George said it is lower than the street. He said that they are building down and that they are star ng below. Summa on-mo on by King, seconded by Childs to approve the demoli on. Roll Call: Naylor-yea, King- yea, Childs-yea. Mo on passed. Summa on-mo on by King, seconded by Naylor for preliminary approval of plans as presented with recommenda on of support for the variance which allows the builder to remain within the exis ng set back, and removal of arch style windows. Roll Call: Childs-yea, Naylor-yea, King-yea. Mo on passed. 2. 97 Williams LLC 97 Williams Field Change-Final George Clemens (Architect) presented these plans. He said that this is a field change and that the work is in the interior of the house. He said they are not proposing any changes to the house. He said that the founda on wall is falling apart, and they are proposing rebuilding the founda on. He said that the 1st request is to replace all of the founda on and make it new under the house. The 2nd is that the historic siding is under the shingles, and they want to remove the siding to put shee ng on the house and use new shingle siding. Naylor said to put clapboard siding instead of shingle siding. She asked for documenta on of the level of deteriora on and evidence of problems with the house in response to the request for a new founda on and all new siding and trim. Window replacement was previously approved. Summa on-mo on by Naylor, seconded by King to table this submission for the following reasons: Need documenta on of level of deteriora on of founda on, siding and window trim The Board will do individual site visits. Roll Call: Childs-yea, Naylor-yea, King-yea. Mo on passed. 3. Kaminski 118 May Court Exterior Altera on-Final No one was in a endance to present this submission. 4. Leary 56 Water Street Exterior Altera on-Final Cory Brown (Architect) and George Clemens (Architect) presented these plans. Naylor asked about the brackets, and they said that they were the same as exis ng. Summa on- Mo on by Naylor, seconded by Childs for final approval of plans as presented. Roll Call: King-yea, Naylor-yea, Childs-yea. Mo on passed. 5. Vi ek 50 Philomethian Street Exterior Altera on-Final George Clemens (Architect) presented these plans. He said that the only change to the original submission was that they decided they needed to add stairs for the basement, so they added a couple feet. He also said that they are proposing demoli on of the exis ng single family home due to the fire loss. Summa on-mo on by King, seconded by Naylor for final approval of plans as presented. Roll Call: Childs- yea, King-yea, Naylor-yea. Mo on passed. Summa on-mo on by Childs, seconded by Naylor for approval of the demoli on of the exis ng home. Roll Call: Childs-yea, Naylor-yea, King-yea. Mo on passed. Walk In 42 Philomethian Street Peter Goldman said that they want to replace the exis ng windows with Marvin Elevate. He said that they match exactly what is there. Koepf thought it was a great idea and said that they are designed to drop into place. Walk-In 207 Bell Street Susan Sco and Rick Paulson said they want to change the front porch railing. Naylor suggested using turned columns with spindle railings.
