VILLAGE OF CHAGRIN FALLS ARCHITECTURAL BOARD OF REVIEW FEBRUARY 20, 2024 Meeting Called to Order 8:30 Members Present: Bill Childs, George Clemens, Steve King, Wendy Naylor, Steve Koepf (Absent) Also Present: Dominic Cribari, Joan Andersen APPROVAL OF MINUTES Motion by King, seconded by Naylor to approve the minutes of the February 6, 2024, meeting. Roll Call: Childs-yea, Naylor-yea, King-yea. Motion passed. 1. Delaney 189 Senlac Hills Exterior Alteration-Final Becky Pantuso (Architect) presented these plans. Building and Zoning Inspector Dominic Cribari said that they received approval for the variance for the existing non-conforming setback. Becky said that nothing has changed since the preliminary approval. Summation-motion by Childs, seconded by Naylor for final approval of plans as presented. Roll Call: King- yea, Childs-yea, Naylor-yea. Motion passed. 2. Smith/Ward 155 South Main Exterior Alterations-Preliminary King read the Historical Significance Report and said that because the house is more than 100 years old it meets the standards of a “Historically Significant Property.” The proposed changes #1-8 have an adverse effect on the design and historical significance of the house. By removing the historic materials from the site, it does not follow the “guidelines” for “preservation of features”, “replacement of features”, and “compatibility”. The proposed change #9 has less of an adverse effect as it is in the rear of building. The proposed changes #10-12 have no adverse effect as it is removing non-historic additions to the site. Motion by King, seconded by Naylor to receive the HSR report. Roll Call: Childs-yea, Naylor-yea, King-yea. Tony Majc (Architect) presented these plans. He said that they are proposing demolishing the existing detached garage and want to add an attached garage and a primary suite. They also are extending the porch to wrap around the house and adding a screen porch to the back of the home. They want to change the front entry. Naylor said that the massing of the new porch and the attached front facing garage overwhelm the historic house. Tony said he disagrees with the HSR report, that the addition is in the rear of the home, the garage is forward front facing. He said it engages the house at the rear and the massing at the front of house remains the same. Childs said to look at the roof line and link it with the existing house. He said that on the front entry they should line up the gutters and understate it as much as possible, so it does not overwhelm the existing house. Tony said that they didn’t want to add to the existing house and were trying to keep it compact. He said that the location of the screen porch is so that it can be accessed off the primary suite. Clemens said that the first-floor primary suite can only be viewed from the backyard. Childs said that the front entry should line up with the gutter. Tony said that there is no gutter board height and is lower than the plate. He said the bump out is higher than the porch. Naylor said that the design of the new entry is swallowing and overwhelming the design of the historic house and she agrees with the HSR. Tony said that they could change the single dormer to a pair of dormers. He said that they could match the roof pitch except for the screen porch. King said that it doesn’t look like an old house anymore. Naylor said by moving the front door and adding a front facing garage it takes away from the historic house and what is going on in Chagrin. She said that the Board discourages the doghouse bump out. Clemens suggested adding a new detached garage, making a primary suite addition with matching slopes and adding a covered link to the garage. He said it would eliminate a lot of the overwhelming of the addition. Tony said that they don’t want the half bath and front entry that is separate from the primary part of the house where you walk into it. He said that their client wants the garage attached and is trying to keep the house compact. Tony said that turning the entry at the front corner gives them the opportunity to downplay the front gable. He said that they are trying to retain the historic elements of the house. Tony said to push the garage back and he doesn’t think it’s an unattractive addition to the house. Clemens said that the owner and architect are not addressing the massing and how it’s overwhelming the house. The meeting was open to the public for the demolition of the existing garage. No one was there to speak. Summation-motion by King, seconded by Naylor to table the demolition of the garage until new plans are presented. Roll Call: Childs-yea, King-yea, Naylor-yea. Motion passed. Summation-motion by Naylor, seconded by King to table plans as presented for the following reasons: Restudy to reduce the impact of the large massing: Front entry is projecting out and distracting from character of historic house along with the attached front facing garage: No doghouse on the south elevation of house: Suggestion of detached garage. Roll Call: Childs-yea, King-yea, Naylor-yea. Motion passed. 3. Kaminski 118 May Court Exterior Alteration-Final Eric Kaminski (Homeowner) presented these plans. Building and Zoning Inspector Dominic Cribari said that the original submission required a variance for a front yard setback for the front porch expansion, but they decided to table that for now. Eric said that they removed everything the Board recommended. He said they reduced the porch roof line massing and got rid of the clutter. He said that they are matching the existing foundation with the exposed block look. Summation-motion by King, seconded by Naylor to approve plans as presented. Roll Call: Childs-yea, King-yea, Naylor-yea. Motion passed. 4. 97 Williams LLC 43 West Cottage New Dwelling-Preliminary George Clemens (Architect) presented these plans. He said that they are replacing all the trim to match. They are using an Azak individual historic shingle look that matches the house. The Board went individually to walk the property to look over the project. Summation-motion by Naylor, seconded by King to approve the field change for a new foundation, shingle siding, and trim as presented. Roll Call: Childs-yea, King-yea, Naylor-yea. Motion passed. WALK-INS Delf 164 North Street Bill Delfs said he has an attached garage on his house, and they also have a garage on the property that is collapsing and unsafe. He wanted to remove the garage and needed to know what steps he had to take to do this. He was told to submit the proper construction documents to the Building Department. Mitchell 210 South Franklin George Clemens said that they have a detached garage, and the contractor wants to use 8’ garage doors which will cause the overall height to go up.
