VILLAGE OF CHAGRIN FALLS ARCHITECTURAL BOARD OF REVIEW MARCH 5, 2024 Meeting Called to Order 8:30 A.M. Members Present: Bill Childs, Steve King, Phil Koepf, Wendy Naylor Also Present: Dominic Cribari, Joan Andersen APPROVAL OF MINUTES Motion by Naylor, seconded by Childs to approve the minutes of the February 20, 2024, meeting. Roll Call: King-yea, Childs-yea, Naylor-yea. Motion passed. 1. Beringer 71 Stanridge Road New Dwelling-Preliminary Joseph Matava (Architect) presented these plans. Building and Zoning Inspector Dominica Cribari said that they needed to go for a variance for a non-conforming property due to the street frontage or front yard setback. Joe said that they are building a single-story home with a second floor over the three-car garage. He said it is a traditional home with painted brick and stone. Childs asked about the roof and windows and Joe said the roof was going to be composite shingles and windows were aluminum clad wood. Childs and Koepf said they liked the design of the house. They thought the massing, composition, window configuration and materials they are using were nice. The meeting was opened to the public for comments about the new dwelling. There was no one to comment about the demolition. Motion by Childs, seconded by Naylor to close the public meeting. Roll Call: King-yea, Childs-yea, Naylor-yea. Motion passed. Motion by Childs, seconded by Naylor for preliminary approval of plans as presented. The Board also recommended granting approval of the variance based on street footage for a non-conforming lot. Roll Call: King-yea, Childs-yea, Naylor-yea. Motion passed. 2. Bencsath 260 Applebrook Drive Window Changes-Final Ernest Demastus (Renewal by Andersen) presented these plans. He said they are changing the windows in the rear of the home with matching casement windows. He said the one window will go from a four- unit window to a three-unit window. Summation-motion by Childs, seconded by King for final approval of plans as presented replacing all windows with Fibrex three-unit casement windows. Roll Call: Naylor-yea, King-yea, Childs-yea. Motion passed. 3. Bower 345 North Main Exterior Alteration-Preliminary King read the Historical Significance Report and said that the house does not meet the standards of a “Historically Significant Property.” It is not listed individually in the National Register of Historic Places. The proposed changes have no adverse effect on the design and historical significance of the house. Motion by King, seconded by Naylor to receive the HSR report. Roll Call: Childs-yea, King-yea, Naylor-yea. Justin Davies (Architect) presented these plans. He said that they are adding a new three-car garage with a family room upstairs and adding a covered patio in the rear yard. He said they are proposing a hallway connection to mud/laundry room with an enclosed covered connection. He said that they are also redoing the landscaping. Childs said that it’s a non-descript composition with a lot going on. He said that the connector is a little weak. Justin said they hope to align everything and that they had tried to raise the garage a little. Childs said to bring it down a little. Justin said the back windows are a challenge and are not compliant for egress. Childs said to pull the dormer out, shed it and make the windows larger. He also suggested doing a side loading garage. Koepf asked if there was something they could do to the original house. He said to take the long roof overhangs off which will bring in more light to the house. He said it is a tough project. Justin said they are trying to bring it all together with the detailing of the house. He said the side low garage works on overall massing and composition and they need to fix accessibility. Childs said to remove the extended roof eaves to match existing house and to get rid of dormers. He also said to bring sketches of the project to the next meeting. Summation-motion by Naylor, seconded by Childs to table plans as presented for the following reasons: Change to side load garage-garage because the garage currently dominates main house on front elevation: Rework overall massing and composition: Better define entry on original house: Review extended roof eaves to match rest of house: Get rid of the dormers and bring sketches. Roll Call: King- yea, Naylor-yea, Childs-yea. Motion passed. 4. Peppertree Capital 67 East Washington New Office Building-Preliminary King read the Historical Significance Report and said that the former Curtis Clinic building at 57 East Washington does meet the standards of “Historically Significant Property.” The attached house with front commercial addition at 67 East Washington Street does not meet the standards of “Historically Significant Property.” The owner proposes making interior/exterior changes to the two existing separate buildings. The Curtis Clinic building is eligible for listing as contributing to the Chagrin Falls Triangle Park National Register Historic District. The proposed changes #1-3 have an adverse effect on the design and historical significance of the structure and do not follow the guidelines for preservation of features. Proposed changes #5-6 have no adverse effect. Naylor said what was interesting about the report was that it was determined that the Curtis Clinic portion is lifted to National Register eligibility beyond the local designation. Motion by King, seconded by Childs to receive the HSR report. Roll Call: Naylor-yea, King-yea, Childs-yea. Roberto Vega-Peralta and Conway Pedron (Architects) presented these plans. Roberto said that they are trying to create an office expansion corridor and give the building a street presence. Childs said that the all-white structure is very jarring and not part of the streetscape. He said it’s too much of a contemporary feel and looks sterile. He said they need to be conscientious of downtown Chagrin and to look at the scale and detailing of this building. Naylor said that the building is in the transition area between the downtown Chagrin Falls Triangle Park commercial National Register Historic District and the residential East Side Chagrin Falls National Register Historic District making it a challenging site. She said the original exposed brick Curtis Clinic building ties into the masonry commercial downtown, west neighboring commercial office building and plaza shopping center to the rear. The proposed window fenestration pattern creates a symmetrical elongated building instead of a more irregular and broken up pattern and removes the historic bay window. The proposed new gable massing at 67 E. Washington makes the historic Curtis Clinic look like an addition. She suggested using more of a horizontal massing at 67 East Washington Street to relate to the architectural language of the Curtis Clinic building. She said painting the entirety of the building white makes it too contemporary. Conway said they are trying to create two buildings. Koepf said following the hillside take the mass down and get rid of the portico. He said the gable doesn’t work with what they are showing and that they need to define the front entrance. King said to leave the brick alone, the white is too bright. Childs said to break up the massing. Roberto said that they would look at leaving the bay window, create a little more separation and to keep the front entry. Childs said the shift is too modern and super contemporary. Naylor said to keep the height no higher than the existing house gable height and scale it down and suggested exploring alternative materials for 67 E Washington such as clapboard. Roberto said that they would take a better look at the architecture and the neighborhood. The meeting was opened to the public for comments about the demolition of the house at 67 East Washington Street. There was no one in the audience to comment about this. Motion by King, seconded by Naylor to close the public hearing. Roll Call: Naylor-yea, Childs-yea, King-yea. Motion passed. Summation-motion by Naylor, seconded by Childs to table this discussion for the following reasons: Rework the gable design at 67 E. Washington with reference to the existing Curtis Clinic architecture; add a visual front entry respecting the pedestrian character; restudy front gable massing; examine other materials; no white paint; restudy length, massing, and fenestration; redesign rear steps. Roll Call: King- yea, Naylor-yea, Childs-yea. Motion passed. 5. Bowman 276 North Main Street Exterior Alteration-Preliminary King read the Historical Significance Report and said that the house does meet the standards of a Historically Significant Property. The proposed changes #1-5 have an adverse effect on the design and historical significance of the house. The proposed changes #6-10 have less of an adverse effect. Motion by King, seconded by Naylor to receive the HSR report. Roll Call: Childs-yea, King-yea, Naylor-yea. Brian Kuck (Architect) and Phil Bowman (Homeowner) presented these plans. Brian said that he learned from the HSR report that the house was part of twelve homes built by the Chase Bag Company. He said the existing house is 1200 square feet. They are proposing a 370-foot addition on the back of the house with a front porch and a stone chimney. He said they want to remove the existing siding and replace it with fiber siding with boral trim. They are replacing all the windows with aluminum-clad wood windows. They are replacing all the doors and want to relocate the front door; it won’t be facing North Street anymore. They are replacing the roof with asphalt shingles and want to extend the gable rake to protect the walls. Brian said that they had come in as a walk-in and took the suggestions from the Board. He also brought in a scale model of the project. He said they changed the chimney to make it more centered. Childs said to pull the eave down so it’s not so close to the gutter. Childs said the shed on the garage should be a reverse gable. Koepf thinks it’s nicely put together and likes what they’ve done. He said it is a good solution to a very plain house. The meeting was opened to the public for comments about the demolition of the garage. There was no one in the audience to comment about this. Motion by King, seconded by Naylor to close the public hearing. Roll Call: King-yea, Naylor-yea, Childs-yea. Motion passed. Summation-motion by Naylor, seconded by King for preliminary approval of plans as presented with the following comments: Study the garage-need to add a reverse gable; Study the proportions of the Chimney. Roll Call: Childs-yea, Naylor-yea, King-yea. Motion passed. 6. Evergreen 69 North Main Signage-Final No one was here to present this submission. 7. Battles/Payne 51 Water Street Exterior Alteration-Final Phil Koepf (Architect) presented these plans. He said nothing has changed from the original submission on the porch. He said that they were granted the variance. Childs said he likes what he did. Summation-motion by Naylor, seconded by Childs for final approval of plans as presented. Roll Call: King- yea, Childs-yea, Naylor-yea. Motion passed. 8. Norris 195 South Main New Accessory Structure-Final Peter Nogay (Architect) said that they restudied the skylight and added the dormers. He said they added a new garage with a man cave with a covered porch. Summation-motion by Childs, seconded by Naylor for final approval of plans as presented.
