VILLAGE OF CHAGRIN FALLS ARCHITECTURAL BOARD OF REVIEW MAY 7, 2024 Meeting Called to Order 8:30 A. M. Members Present: Bill Childs, George Clemens, Steve King, Phil Koepf, Wendy Naylor Also Present: Dominic Cribari, Joan Andersen APPROVAL OF MINUTES Motion by Naylor, seconded by Childs to approve the minutes of the April 2, 2024, meeting. Roll Call: Naylor-yea, Childs-yea, King-abstain. Motion passed. Motion by Childs, seconded by King to approve the minutes of the April 16, 2024, meeting. Roll Call: Childs-yea, King-yea, Naylor-abstain. Motion passed. 1. Evergreen Bakery 69 North Main Signage-Final Building and Zoning Inspector Dominic Cribari showed the Board what the sign would look like, including color and dimensions. Summation-motion by King, seconded by Childs for final approval of the sign as presented. Roll Call: Naylor-yea, King-yea, Childs-yea. Motion passed. 2. DWBH LLC 146 East Washington Street Exterior Alteration-Preliminary Rick Siegfried (Architect) and Jeff Helprin (Owner) presented these plans. Rick said that this is going to be the family’s corporate office and storage. He said that they started with a mono-pitch roof and the board didn’t like that, so they changed to flat and then the Board said to add gables. He said that the windows are all original window openings and are still there, they are only adding to them. He said that the siding would be vertical wood siding and the roof would be asphalt shingles. He said they are adding more openings for more usable space. Clemens said that they thought the approach was good and liked the design. Koepf said he thinks it looks nice and breaks up the boxiness of the building. Naylor said that this was much improved and that it works with the new construction in the area with the massing and gable roof approach, and it’s a nice segway into the historic neighborhood. Jeff said that they were trying to get something that represents them and work with the recommendations from the Board. King thought it was a move in the right direction but was still too contemporary. Childs and King said the building was a little jarring for the neighborhood. Childs said he didn’t like the brown. Jeff said that the color of the building is more a gray and that the windows are plain clear glass. Rick said that what they are doing is significantly improving this property. Naylor asked if they were keeping the same footprint of the building, and they said yes. Naylor asked if they painted the building white would it be less jarring to the neighborhood and Jeff said that they would not be willing to paint the building white. Jeff said he thought they did a nice job at blending the old with the new. King said they want to know where they are going with the building and not making it modern. Koepf thought that the design was improved from what is there now. Jeff said that what they are presenting is what represents their family and business. Childs said that they need to study the details. Summation-motion by King, seconded by Naylor to table this discussion for the following reasons: Board is okay with the massing and form, but needs more details on siding materials with consideration of horizontal siding: Need a streetscape of building scaled in; Add details to reduce the contemporary appearance; Details around the windows; Restudy the gable frame. King also wanted it to be noted that the board never required painting the building white since they cannot regulate paint colors. Roll Call: Childs-yea, King-yea, Naylor-yea. Motion passed. 3. Stecker 81 Hall Street Exterior Alteration-Preliminary John Fischer (Architect), Bill Joyce (Contractor) and David Stecker (Homeowner) presented these plans. Bill and John said that they took the recommendations from the board and added a center gable to the front door, added a railing and got rid of the gable. He said they are restoring it to its original look. He said they eliminated the dormer, stepped it down and broke down the side. He said they increased the height of the railing to bring it up to code. Bill said that they did everything the Board recommended. Clemens said that matching the eaves was good and that they should look at the columns on the porch, that they might see that they have too many columns. Summation-motion by Naylor, seconded by King for preliminary approval of plans as presented. Roll Call: Childs-yea, King-yea, Naylor-yea. Motion passed. 4. D’Onfro 55 West Washington Exterior Alteration-Final Ann Dunning (Architect) presented these plans. She said that the variance was granted by the Board of Zoning Appeals. She said that they made some changes to the original plans. Ann said that they brought the porch forward a bit to add living space on the west side of the house. Ann said that they kept the porch the way it was. She said the front of the house will be renovated and the front portion will all be screened in. She said they are adding a galvanized metal roof. Ann said they are adding a long porch and back family room. Childs said to change the shed roof to a flat roof and Ann said that it would be awkward doing that. She said that the front elevation will stay the same and that they are taking the shutters off the front of the house. Ann said that everything on the back remains the same. Clemens and Childs said to make it a hip roof, match the eave. Childs said to add columns between the windows on screen porch. Summation-motion by Naylor, seconded by King to table this discussion and restudy the following things: Add and define details on rake and eave fascia to match existing; match details on porch; Add full return eave with columnated open screen porch; Add pilasters to North elevation of porch; Add hipped roof on the rear. Roll Call: Childs-yea, Naylor-yea, King-yea. Motion passed. 5. Moxi 16 North Main Signage-Final Mark Branivick (Blade Sign Co.) presented these plans. Mark said that the sign will be an aluminum frame painted white with red, black, and yellow letters. He said the sign is the same size as what is currently there. Summation-motion by King, seconded by Naylor for final approve of the sign as presented. Roll Call: Childs-yea, King-yea, Naylor-yea. Motion passed. WALK-INS Sushi Junki 79 West Street Rick Siegfried said that they want to replace the siding on the building that is in bad shape. He said that they will use either Boral or Hardie siding and that the details would be the same. The Board determined that this would be considered a repair and does not need to come before the Architectural Board of Review. Gideon Clark 187 Columbus Street Gideon said that they are adding a porch onto the front of the house. He said they are changing the side entrance door with steps and are adding a mud room. The Board suggested the rake board reach the eave and make sure it’s clean and matches. They said to pull the porch in and make it only 8’ deep and to look at the front setbacks.
