ARCHITECTURAL BOARD OF REVIEW
MAY 21, 2024
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, George Clemens, Phil Koepf, Wendy Naylor, Steve King (Absent)
Also Present: Dominic Cribari, Joan Andersen
APPROVAL OF MINUTES
Motion by Naylor, seconded by Childs to approve the minutes of the May 7, 2024, meeting. Roll Call:
Naylor-yea, Childs-yea. Motion passed.
1. Pheasant Run Condo Association Pheasant Run Siding-Field Change
Bruce Baum (Contractor) presented these plans. Bruce said that they are changing the installation from
vinyl to Hardie Board siding. He said it is the same dimension and will match all the details currently on
the homes.
Summation-motion by Naylor, seconded by Childs for final approval for the field change. Roll Call: Naylor-
yea, Childs-yea. Motion passed.
2. Gotlieb 378 Hickory Hill Exterior Alteration-Preliminary
Naylor read the Historical Significance Report which stated that the property at 378 Hickory Hills Road
does not meet the standards of a “Historically Significant Property,” and the proposed changes will not
have an adverse effect on the design and historical significance of the house because it is not historic.
Motion by Naylor, seconded by Childs to receive the HSR report. Naylor noted that overall historic
research on the Hickory Hill development may reveal a historically significant district. Roll Call: Naylor-
yea, Childs-yea.
Gary Neola (Architect) and Melanie and Gil Gotlieb (Homeowners) presented these plans. Gary said that
they are adding a master suite addition to the rear of the house that will blend in with the rest of the
house. He said they are matching all the material on the existing house.
Summation-motion by Childs, seconded by Naylor for preliminary approval of plans as presented with
matching materials of the current house. Roll Call: Naylor-yea, Childs-yea. Motion passed.
Summation-Revised motion by Naylor, seconded by Childs for final approval of plans as presented. Roll
Call: Naylor-yea, Childs-yea. Motion passed.
3. Clark 187 Columbus Street Exterior Alteration-Preliminary
Don Plunkett and Clint Ballase (Architects) presented these plans. Building and Zoning Inspector Dominic
Cribari said that they have a small zoning issue. Don said that they reduced the size of the porch to
eliminate the zoning issue. Childs said that they should keep the porch form pure, simple, and
traditional. Clemens said to show the details on the beam, line up the porch and make it a cleaner look.
Childs and Clemens said to look at doing something with the porch steps.
Summation-motion by Naylor, seconded by Childs to table this discussion for the following reasons:
Restudy porch to adjust roof line and narrow the steps to meet variance requirements: Keep the porch
pure and simple. Roll Call: Naylor-yea, Childs-yea. Motion passed.
4. Lyden 53 East Orange Accessory Structure-Preliminary
Naylor read the Historical Significance Report which stated that the proposed changes to the garage have
no adverse effect on the design and historical significance of the house. Motion by Naylor, seconded by
Childs to receive the HSR report. Childs-yea, Naylor-yea.
George Clemens (Architect) said that they studied working with existing garage but it’s over the site line,
so they decided to build a new garage with a modest living space over it. Childs asked what the material
was, and George said it’s shingle siding. Koepf said his only concern was getting in and out of the garage.
George said that they have a shared driveway and there has never been a problem.
The meeting was opened to the public for demolition of the existing garage. There was no one in the
audience to object.
Motion by Naylor, seconded by Childs to approve the demolition of the existing garage. Roll Call: Naylor-
yea, Childs-yea. Motion passed.
Summation- motion by Naylor, seconded by Childs for final approval of plans as presented. Roll Call:
Childs-yea, Naylor-yea. Motion passed.
5. Carson’s Caramels 49 W. Orange Signage-Final
Joanne Montz (Owner) presented these signs. She said they were putting one sign on the existing post
and the second sign would be on the building. The Board liked the signs.
Summation-motion by Childs, seconded by Naylor to approve the signs as presented. Roll Call: Childs-
yea, Naylor-yea. Motion passed.
6. D’Onfro 55 West Washington Exterior Alteration-Final
Ann Dunning (Architect) and Beth D’Onfro (Homeowner) presented these plans. Ann said that they made
the changes recommended by the Board to the front and back of the house. Clemens suggested aligning
and simplifying the eaves. Ann said that they are trying to match the existing house and that this is the
best solution. Childs said that the concept was good and suggested they minimize the gutter board. Ann
said that they need to have the overhang. Childs said to use a 1/12 pitch on the front and back.
Summation- motion by Naylor, seconded by Childs for final approval of plans with an adjustment to the
rear elevation roof line and front-hipped roof. Roll Call: Naylor-yea, Childs-yea. Motion passed.
7. Imagine Hair 27-29 South Main Signage
Anthony Brodzinski (Sign Co.) presented these plans. Anthony said the sign is a two-sided vinyl sign that
will hang on the existing post. He said they also want to replace the directional sign. He said all signs
would be the same material.
Summation- motion by Childs, seconded by Naylor to approve the signs as presented. Roll Call: Naylor-
yea, Childs-yea. Motion passed.
8. Stecker 81 Hall Street Exterior Alteration-Final
Bill Joyce (Contractor) and David Stecker (Homeowner) presented these plans. Bill said that they took the
recommendation of the Board and pulled the railing in.
Summation-motion by Childs, seconded by Naylor for final approval of plans as presented. Roll Call:
Childs-yea, Naylor-yea. Motion passed.
9. 97 Williams LLC 97 Williams Street Field Change
George Clemens (Architect) presented these plans. He said that they lowered the eaves in the house
since the master bedroom did not have full height there.
Summation- motion by Childs, seconded by Naylor for final approval of plans as presented. Roll Call:
Naylor-yea, Childs-yea. Motion passed.
Walk Ins.
David Novak 82 North Main Street
David said that he wants to purchase the Chagrin Hardware Store and would like to make some changes
to the building. He said that the existing building has some living space on the third and fourth floor. He
said the fourth floor is a small space and he wants to extend that, add a third-floor addition, and then
put a porch on the fourth floor. Koepf said he’s not opposed to him doing that. Naylor said if they are
looking to use state and federal historic tax credits, the State Historic Preservation Office may object to
the number of windows being proposed for the south elevation. David said they want to match all the
details of the existing building.
Mike Caito 68 Ridgewood
Mike said that their client wants to demolish the existing home and build a new home. He said they got
the plans off the internet. The Board said that the house would be better with a painted brick instead of
the stucco look. They need to lower the pitch of the house. They also said that the house should be more
consistent to what is already on that street and in Chagrin Falls. They said that they should look at a
more classic and traditional home.
