ARCHITECTURAL BOARD OF REVIEW
JULY 2, 2024
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, George Clemens, Phil Koepf, Wendy Naylor, Steve King (Absent)
Also Present: Dominic Cribari, Joan Andersen
APPROVAL OF MINUTES
Motion by Naylor, seconded by Childs to approve the minutes of the June 18, 2024, meeting. Roll Call:
Childs-yea, Naylor-yea. Motion passed.
1. Riverbend Equities LLC 45 Walnut Street Exterior Alteration-Final
Steve Ciciretto (Architect) and James McClurg presented these plans. Steve said that they did some
tweaking from the last meeting. He said they had a problem with the side porch railing which they
resolved by widening the stairs. He said that it matches the front. He said that they simplified the front
porch roof, pulled the shed roof back and added detail to the south elevation. The Board liked the
changes that they made.
Summation-motion by Naylor, seconded by Childs for final approval of plans as presented. Roll Call:
Childs-yea, Naylor-yea. Motion passed.
2. Brooks 218 North Main Exterior Alteration-Preliminary
Don Walters presented these plans for the Homeowner. He presented two different schematics for this
project. Don said they are adding an addition over the garage and needed to add an entry feature. Don
presented either a gable or shed entry. Clemens said that the gable over the front entry needs to have a
classical beam detail added. Koepf said they need to add a beam to the column first and the drawing
doesn’t show it. Don said the shed dormer has a 7”. Clemens said the post should have a wrapped
column and that the column should be 7 ½ to 9”.
Summation-motion by Childs, seconded by Naylor for preliminary approval of plans as presented. The
Board said to go with schematic A and to add a beam and more substantial columns at the front entry
with shed dormer at the garage. Roll Call: Naylor-yea, Childs-yea. Motion passed.
3. McClure 54 West Washington Exterior Alteration-Preliminary
Naylor read the Historical Significance Report which states that because the house at 54 West
Washington is more than 100 years old the subject property meets the standards of a “Historically
Significant Property”. Codified Ordinance Section 1146.04(d)(1-3): Proposed changes #1-10 have no
adverse effect on the design and historical significance of the house. The proposed design does follow
the “guidelines” for “preservation of features”, “replacement of features”, and “compatibility”. Motion by
Naylor, second by Childs to receive the HSR report. Roll Call: Naylor-yea, Childs-yea.
Becky Pantuso (Architect) presented these plans. Building and Zoning Inspector Dominic Cribari said that
they need a variance for alterations to a non-conforming building on the rear west side of the property.
He said that the new garage would be in the 7’ minimum. He said that it was a total of 6’. Childs said to
lower the ridge and reduce the setback by 3’. Clemens said he likes the fact that it’s back as far as it is.
Summation-motion by Naylor, seconded by Childs for preliminary approval of plans as presented. The
Board recommended removing the variance request for office on the west elevation and
recommendation for approval of the east elevation garage variance. Roll Call: Naylor-yea, Childs-yea.
Motion passed.
4. Brooks 276 North Street Exterior Alteration-Final
Brian Kuck (Architect) presented these plans. He said that this was a field change. They want to take the
patio doors out and replace them with windows.
Summation-motion by Childs, seconded by Naylor for final approval of plans as presented. Roll Call:
Childs-yea, Naylor-yea. Motion passed.
Walk-In 20 South Franklin Methodist Church
Bob Norwick and Jim Henry said that the Church would like to refurbish the exterior doors to both the
bell tower and the sanctuary doors. He said that this building is within the historic district. Bob said that
the sanctuary doors are original from when the Church was built in 1894 and they would like to make
the Church door a little more inviting by adding stained glass windows that would mirror the windows as
are in the sanctuary. Naylor said that she wouldn’t recommend doing that since the doors are character
defining and unique. Clemens suggested boring a peep hole in the door, Koepf suggested adding
cameras. Naylor noted that there is a glass door with ADA access that can be used as an alternative.
Bob said that they are looking to get a historic preservation grant money for the project since the
building is historic. Naylor said that the grants would likely make them follow the Secretary of the
Interior’s Standards. Koepf said the doors are solid and are a part of the fortress of the Church.
