ARCHITECTURAL BOARD OF REVIEW
October 1, 2024
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, George Clemens, Mike Corkran, Eric Kaminski, Steve King, Phil Koepf,
Wendy Naylor
Also Present: Dominic Cribari, Joan Andersen
APPROVAL OF MINUTES
Motion by Naylor, seconded by Childs to approve the minutes of the September 17, 2024, meeting.
Roll Call: King-yea, Corkran-yea, Kaminski-yea, Naylor-yea, Childs-yea. Motion passed.
1. Vinci 299 North Street Exterior Alteration-Preliminary
King read the Historical Significance Report and said that the structure does not meet the
standards of a “Historically Significant Property,” although it is over 50 years old. The proposed
changes #1-13 have no adverse effect on the design and historical significance of the house. Motion
by King, seconded by Naylor to receive the HSR report. Roll Call: Childs-yea, Corkran-yea,
Kaminski-recuse, Naylor-yea, Childs-yea.
Eric Kaminski ( Contractor) Joe Vinci (Homeowner) and Josh Cunningham (Architect) presented
these plans. Eric said that they were doing renovations to the 1st floor and the front of the house. He
said that they are knocking out the bedroom, adding a new garage, mudroom and an entry into the
house. He said that the design fits with the other homes in the neighborhood. He said they are
doing the interior renovations and then working on the outside. Corkran asked about the elevation
and Eric said that they are not changing the yard grade in front. George said that the house projects
out and asked if they were leaving the existing structure and the decorative bay. He said to explore
other options for the garage and that he doesn’t like the roof line on the garage. Josh said it is in
keeping with the neighbor’s houses. Childs said that he likes the massing and not to do the bay. He
said to keep it simple and that the windows and columns need to be consistent. Josh said that the
columns are all the same size, and the bay windows are competing. He said the goal is to get light
in the back. King asked what type of windows and Josh said they haven’t decided yet. Eric said they
would probably go with an Andersen or Gel and Boral siding and detailed brackets.
Summation-motion by Naylor, seconded by King to table this submission with the following
comments: Restudy the garage and removal of bay: Consistency in window fenestration pattern:
Restudy window configuration and location: Remove shed roof overhangs with brackets
throughout: Break up south side elevation: Eliminate Bay at rear and replace with French doors:
Restudy rear window fenestration and avoid duality. Roll Call: Childs-yea, Corkran-yea, Kaminski-
recuse, Naylor-yea, King-yea. Motion passed.
2. Haskett 88 Carriage Stone Exterior Alteration-Preliminary
King read the Historical Significance Report and said that the structure does not meet the
standards of a “Historically Significant Property,” although it is over 50 years old. The proposed
changes 1-4 have no adverse effect on the design and historical significance of the house. Motion
by King, seconded by Naylor to receive the HSR report. Childs-yea, Corkran-yea, Kaminski-yea,
Naylor-yea, King-yea.
Becky Pantuso (Architect) presented these plans. She said that they are replacing the deck with a
sunroom and that the footprint of the sunroom is smaller. Childs said to change the window in the
bathroom to a 2 over 2 windows.
Summation-motion by Naylor, seconded by King for preliminary approval of plans as presented with
the relocation and shrinkage of the rear elevation window. Roll Call: Childs-yea, Corkran-yea,
Kaminski-yea, Naylor-yea, King-yea. Motion passed.
3. Barone 139 Solon Rd. Exterior Alterations-Preliminary
King read the Historical Significance Report and said that the structure does not meet the
standards of a “Historically Significant Property,” although it is over 50 years old. The proposed
changes 1-6 have no adverse effect on the design and historical significance of the house. Motion
by King, seconded by Naylor to receive the HSR report. Roll Call: Childs-yea, Corkran-yea,
Kaminski-yea, Naylor-yea, King-yea.
Joe Myers (Architect) presented these plans. Joe said that this is an aluminum sided house with
vinyl windows. He said that they are getting rid of that and going with a more classic bolder trim and
are adding a front porch. Childs said that the massing looks good. He said that the columns should
be 8” and to pull the porch in, to get rid of the middle column and to pull the shed roof in. Childs
said to pull the chimney in and to change the location. He also said to add pilasters and to center
the windows. Clemens said to project the rakes and bring them down to give it more dimension. Joe
said they are going to add rakes and match the detail. He said they were keeping it a flat soffit.
Summation-motion by Naylor, seconded by King for preliminary approval of plans as presented with
the following comments: Make the columns thinner and more proportionate: Remove middle
column: Pull shed roof in at sides: Remove doghouse: Add neighbors houses to site plan: Restudy
window location on garage: Suggest projecting rakes. Roll Call: Childs-yea, Corkran-yea, Kaminski-
yea, Naylor-yea, King-yea. Motion passed.
4. White 5 South Franklin Exterior Alteration-Final
Susan White (Owner) and Luke Dautovic (Contractor) presented these plans. Susan said they are
replacing the 2nd floor windows. She said they are exactly like the current ones but aluminum, with
the same grid patterns and they will match the 1st floor ones. Luke said that they are clear glass
windows.
Summation-motion by Naylor, seconded by King for final approval of plans as presented. Roll Call:
Childs-yea, Corkran-yea, Kaminski-yea, Naylor-yea, King-yea. Motion passed.
5. Chagrin Falls Dental 45 East Washington Signage
Gil Macias (Fast Signs) presented these plans. He said they want to put the sign below the second-
floor windows on the white part of the front of the building. Building and Zoning Inspector Dominic
Cribari said that they had seen this before and that there was a question about zoning. He said
Chief Financial Officer Rob Jamieson reviewed the plans and then had confirmed with our Law
Director review them. Dominic said they are allowed to have one sign on the building. He said the
Board can only dictate the placement of it. The Board said that they would not put a sign at that
location because it is placing a sign over an architectural feature of the building. They suggested
putting it on the first-floor parking lot side of the building where it would be more visible.
Summation-motion by King, seconded by Childs to approve the sign as presented with
recommendation to putting sign on the east elevation. Naylor-nay for the following reason: Location
of signage on an architectural feature is not appropriate: Board suggesting putting sign on the first-
floor east elevation between the southernmost windows. Corkran-nay, Kaminski-nay, Childs-nay,
King-nay. Motion failed. Building and Zoning Inspector Dominic Cribari told the applicant he has ten
days to appeal the decision with the Board of Zoning Appeals committee.
6. Miller 110 Pheasant Run Exterior Alteration-Final
Gary Spade (Architect) presented these plans. He said they are doing interior renovations and are
adding a window to the rear elevation. Gary said it’s an egress window. The Board suggested making
it a 1 over 1 casement.
Summation-motion by Naylor, seconded by Kaminski for final approval of plans as presented with a
1 over 1casement window. Roll Call: Childs-yea, Corkran-yea, King-yea, Naylor-yea, Kaminski-yea.
Motion passed.
7. M Italian 12 West Orange Exterior Alteration-Final
Rick Siegfried (Architect) presented these plans. He said that there is a part of the patio that was
not covered with the original roof, and they are extending it.
Summation-motion by Childs, seconded by King for final approval of plans as presented. Roll Call:
Naylor-yea, Corkran-yea, Kaminski-yea, Childs-yea, King-yea. Motion passed.
8. Carroll 317 Miles Road Exterior Alteration-Preliminary
Rick Siegfried (Architect) presented these plans. He said they took recommendations from the
Board and dropped the scale of the addition. The Board said they liked the changes.
Summation-motion by Naylor, seconded by Kaminski for preliminary approval of plans as
presented. Roll Call: Childs-yea, King-yea, Corkran-yea, Naylor-yea, Kaminski-yea. Motion passed.
9. BRW LLC 49 West Orange St. Exterior Alteration-Final
Paul Singler (Owner) and Al Steppler (Contractor) presented these plans. Paul said that they are
proposing replacing all the siding on the building with all Hardie board. Corkran said that they were
supposed to maintain the same style of siding that is currently on the building. Naylor said that
they were supposed to bring pictures of the deterioration of the building siding . She said that the
code talks about requiring a level of deterioration beyond repair to allow complete replacement.
Corkran said that he walked around the building and that he saw a lot of serious deterioration.
Koepf said that these are two of the most historic commercial buildings in the Village and that we
need to save these buildings. He said that the trim around the windows is an integral part of the
windows. Phil said that this should be a preservation project not a siding job. Childs said this is a
bigger project than what they are seeing. Once the siding is removed there is a complex project
involved with incorporating the new siding and existing windows. Kaminski said to replace the
siding with either cedar clapboard or Hardie. Clemens said they need to see all the details. Koepf
said that they should just paint the building and replace only the rotted areas. He said paint would
be less expensive. He said he would love to see them save the building.
Summation-motion by Naylor, seconded by King to table this discussion for the following reasons:
Study a less expensive approach which is to repair and paint the building: Replace the rotted siding
as needed: Repair with like materials. Roll Call: Childs-yea, Corkran-yea, Kaminski-yea, Naylor-yea,
King-yea. Motion passed.
Walk-In 52 South Main
Rick Siegfried said that they would like to change the garage to a two-car side loading one instead of
the front facing that they had proposed previously. He said he doesn’t want to put a tandem garage.
Clemens said he didn’t like how the proposed sketch looks. Corkran thought from a safety
standpoint the garage was a good option. He said that visibility isn’t good on that street. Childs said
to pull it back and Rick said that they were doing that. Naylor said the size of this house calls for a
one car garage. She said you need to downplay the garage.
Walk-In 84 East Washington
Becky said they want to replace two windows with aluminum clad wood ones. The Board was okay
with that.
