ARCHITECTURAL BOARD OF REVIEW
NOVEMBER 19, 2024
Meeting Called to Order 8:30 A.M.
Members Present: Bill Childs, George Clemens, Mike Corcoran, Eric Kaminski, Steve King, Phil Koepf,
Wendy Naylor.
Also Present: Dominic Cribari, Joan Andersen
APPROVAL OF MINUTES
Motion by Naylor, seconded by King to approve the minutes of the November 5, 2024, meeting. Roll Call:
Childs-yea, Corkran-yea, Kaminski-yea, Naylor-yea, King-yea. Motion passed.
1. 26 South Franklin LLC 26 South Franklin Exterior Alteration-Preliminary
King read the Historical Significance Report and said that the property meets the standards of a
“Historically Significant Property” because the structure is more than 100 years old. The proposed
changes #1-4 have an adverse effect on the design and historical significance of the structure. Proposed
changes #5-8 have no adverse effect and change #7 is unclear if the structure will be repainted. Motion
by King, seconded by Childs to receive the HSR report. Roll Call: Naylor-yea, Corkran-yea, Kaminski-yea,
Childs-yea, King-yea.
Adam Kelly (Architect) and Todd Goldstein (Tenant) presented these plans. Naylor said that Perspectus
had a few comments about the porch design which suggested matching the historic porch roof ridge,
using rusticated stone with a concrete stair and a simplified new door. Todd said that they are okay with
doing what Perspectus suggested. Building and Zoning Inspector Dominic Cribari said that the variances
required are for a front yard setback, they need the whole 30’ because they will be abutting the
sidewalk. He said the existing building façade is only 4’ off the right of way. Dominic said that they are
putting back historically to what it was. Adam said that they are in the process of getting a survey and
once they have that they will know exactly what they can do. He said they are trying to replicate the
1940 porch as much as possible. Clemens and Childs said to line up the beam with the post. Kaminski
said to add a cast iron railing on the front steps. Koepf said to not force the porch, and they need the
survey and site plan. Adam and Todd said they were just looking for the ABR’s input on adding a porch or
not. Corkran said that this property is an eyesore, and he appreciates what they are doing.
Summation-motion by King, seconded by Childs to table this submission for the following reasons: The
ABR approval of design concept to add front porch but need for survey and site plan: Suggest cast iron
rail at front steps: Wood rail at north wing and study of columns and beams. Roll Call: Naylor-yea,
Corkran-yea, Kaminski-yea, King-yea, Childs-yea. Motion passed.
2. Heater 60 High Ct. Exterior Alteration-Final
Dave Jansen (Architect) and Laurel Heater (Homeowner) presented these plans. Dave said that they are
doing an interior remodel, and they want to remove the side window to accommodate the kitchen plan.
He said they are also widening the rear door.
Summation-motion by Naylor, seconded by Kaminski to approve plans as presented. Roll Call: King-yea,
Childs-yea, Corkran-yea, Naylor-yea, Kaminski-yea. Motion passed.
3. Jolic 106 May Court Accessory Structure-Preliminary
Naylor read the Historical Significance Report and said that the property meets the standards of a
“Historically Significant Property” because it’s more than 100 years old, but the proposed changes will
have no adverse effect on the design and historical significance of the house. Motion by Naylor,
seconded by Childs to receive the HSR report. Roll Call: Corkran-yea, Kaminski-yea, King-yea,
Mike Kramer (Project Rep) presented these plans. Building and Zoning Inspector Dominic Cribari said
that they need a variance for a side yard setback and minimum dimension of garage. Mike said that they
are putting the garage exactly where it is. The Board suggested digging a dry wet well for drainage.
King opened the meeting to the public for the demolition, but no one was there to comment. Motion by
King, seconded by Naylor to approve the demolition. Roll Call: Childs-yea, Corkran-yea, Kaminski-yea,
King-yea, Naylor-yea. Motion passed.
Summation-motion by King, seconded by Naylor for preliminary approval of plans as presented with the
following recommendations: Engineered survey drawing showing grade, drainage, and site plan. The ABR
Board also recommends the variance. Roll Call: Corkran-yea, Childs-yea, Kaminski-yea, King-yea, Naylor-
yea. Motion passed.
4. Crowley 172 Kenton Exterior Alterations-Final
Jeff Vasicek (Window Rep) presented these plans. He said the current windows are vinyl and they want
to replace the cottage-style windows with equal venting windows that are consistent with the front of
the home. He said they are adding a patio door where the current screened-in area is. He said they are
closing where half of the current patio door is. He said where there are two windows. They are adding a
patio door. He said they are also adding a window in the center since they are adding an office there.
Summation-motion by King, seconded by Naylor to table this for the following reasons: Need drawings
with end and rear elevations. Roll Call: Childs-yea, Corkran-yea, Kaminski-yea, King-yea, Naylor-yea.
Motion passed.
5. Sage & Honey 10 East Washington Signage-Final
Michelle Tomsich and Kaylee Tomsich presented these plans. They said they are adding two new signs for
their new business. One over the door and one on the side wall. They are in the same location as the
previous tenant.
Summation-motion by King, seconded by Naylor to approve plans as presented. Roll Call: Childs-yea,
Corkran-yea, Kaminski-yea, King-yea, Naylor-yea. Motion passed.
6. Jacobs 468 Bell Street Exterior Alterations-Final
Joseph Linek (Architect) presented these plans. He said they had their structural engineer review the
plans. The screen openings are going to become glass. He said they will remove the structure on top
clean it up and reinstall it once the work is done. He said it will look the same.
Summation-motion by King, seconded by Naylor for final approval of plans as presented: Roll Call: Childs-
yea, Corkran-yea, Kaminski-yea, King-yea, Naylor-yea. Motion passed.
7. Carroll 317 Miles Exterior Alterations-Final
Rick Siegfried (Architect) presented these plans. He said that they had already received preliminary
approval for the small addition on a small house.
Summation-motion by King, seconded by Naylor for final approval of plans as presented: Roll Call: Childs-
yea, Corkran-yea, Kaminski-yea, King-yea, Naylor-yea. Motion passed.
8. Pepper Tree Capital 55 East Washington Exterior Alterations-Final
Roberto Vega-Peralta (Architect) presented these plans. He said that the only change was to the back of
the building. He said there are no changes to the front facade. He said they are using a fiber cement lap
siding with Hardie board. Clemens and Childs said that the cornice should relate around the side of the
building. They said to extend the brick and to do a complimentary cornice around the rest.
Summation-motion by Naylor, seconded by King to table this discussion for the following reasons: Need
to continue the façade brick and parapet onto the first two bays of east and west elevation: Continue a
cornice onto remainder of the side elevations. Roll Call: Childs-yea, Corkran-yea, Kaminski-yea, Naylor-
yea, King-yea. Motion passed.
9. Vinci 299 North Street Exterior Alterations-Final
Joe Vinci (Homeowner) and Josh Cunningham (Architect) presented these plans. Josh said they took the
recommendations from the Board and addressed the elevation issues, window system and simplified the
window trim. He said they also showed the elevation shadow lines.
Summation-motion by King, seconded by Naylor for final approval of plans as presented. Roll Call: Childs-
yea, Corkran-yea, Kaminski-abstain, King-yea, Naylor-yea. Motion passed.
Walk-Ins
81 May Court
Mike DeShane (Builder) and Sally Stevens (Homeowner) presented these plans. Mike said they are
rebuilding the front porch using a pressure treated structure with composite decking materials. He said
they are using either an Azak or Boral material with white aluminum and a solid railing. He said they will
put in new footers, move the floor and are using a pressure treated porch. He said they are matching the
details of the columns. The Board said to reuse the existing railings or rebuild to match. Koepf said that
he thought they were losing the character of the porch and to just repair it. The Board said they need
architectural drawings and an HSR report. Dominic said that the HSR report is already being processed.
86 North Main
Rick Siegfried (Architect) and Rick Dewey (Owner) presented these plans. Rick Dewey said that they are
adding a small addition onto the side of the old Rick’s Café. He said that they took the recommendation
from the Board and added retractable awnings on the front and back. He said that the skylight will not
be seen it’s only to add natural light into the building. The Board said to get rid of the brick and
straighten everything out. Naylor said that one of the things they talked about the alleyway being a
character defining part of Chagrin. Corkran said that the two zoning issues are being addressed by Chief
Administrative Officer Rob Jamieson. They said it was beautiful but not historic. Kaminski and Clemens
said that they thought the design is nice and that they are working with existing variance.
