ARCHITECTURAL BOARD OF REVIEW
MARCH 18, 2024
Meeting Called to Order 8:30 A.M.
Members Present: George Clemens, Chuck Fazio, Eric Kaminski, Steve King, Phil Koepf, Wendy
Naylor, Mike Corcoran (Absent)

APPROVAL OF MINUTES
Motion by Naylor seconded by Kaminski to approve the minutes of the March 4, 2025, meeting.
King-yea, Fazio-yea, Naylor-yea, Kaminski-yea. Motion passed.
1. Shanklin 129 Miles Rd. Exterior Alteration-Preliminary
King read the Historical Significance Report and said that the subject property meets the standards
of a “Historically Significant Property”. The proposed design does follow the “guidelines” for
”preservation of features”, “replacement of features”, and “compatibility”. Motion by Naylor, second
by King to receive the HSR report. Roll Call: Fazio-yea, Kaminski-yea, Naylor-yea, King-yea.
Josh Cunningham (Architect) and Don Shanklin (Homeowner) presented these plans. Josh said that
he had brought this project in as a walk-in and the only changes he made was stepping with the wall
in the roof and pulling the eave and raking trim in 6”. He said he did this based on the
recommendations of the Board. He said he accomplished what the HSR and ABR recommended.
Clemens and Koepf said it was a good solution.
Summation-motion by King seconded by Naylor for preliminary approval of plans with the following
comment: The Board approved the new revised architect sheet A-10 dated 3/10/2025. Roll Call:
Fazio-yea, Kaminski-yea, King-yea, Naylor-yea. Motion passed.
2. Carroll 317 Miles Road Exterior Alteration-Field Change
Rick Siegfried (Architect) presented these plans. Rick said that this was a field change. They are
changing a full-size window that is in the shower to a transom window with two wood panels
underneath it. The Board suggested he switch the commode with the shower.
Summation-motion by King, seconded by Naylor to approve field change plans as presented. Roll
Call: Kaminski-nay, Fazio-nay, King-nay, Naylor-nay with the suggestion to switch location of
commode and shower. Motion failed. Building and Zoning Inspector Dominic Cribari said that they
had 10 days to appeal this decision.
3. 26 South Frankin LLC 26 South Franklin Exterior Alteration-Prelim
Adam Rosekelly (Architect) and Todd Goldstein (Tenant) presented these plans. Building and Zoning
Inspector Dominic Cribari said that they need two variances, one for parking since they did two
extra spots and the other for front yard setback since it’s an existing non-conforming building.
Adam said they are putting the front porch back and centering the front door. He said they will use
the stone that’s already there as much as possible. He said that they took the recommendations
from the Board and are changing the railing from an iron rail to a wood rail. He said they are
replacing the staircase on the back with a small lift on the side and will have a tandem parking
spot.
Summation-motion by Naylor seconded by King for preliminary approval of plans as presented. The
ABR Board also recommends approval of the front yard setback variance to allow for front porch
and for the top stair rail not to extend into the sidewalk right of way. Roll Call: Fazio-yea, Kaminski-
yea, Naylor-yea, King-yea. Motion passed.
4. Haskett 88 Carriage Stone Exterior Alteration-Final
Becky Pantuso (Architect) presented these plans. Becky said that the rear plans were already
approved. She said that on the recommendation of the Board they tried to shrink the front entry
overhang. She said that her client does not want the columns. Clemens said that he doesn’t have a
problem with the design but thought the brackets could be heavier.
Summation-motion by Naylor seconded by Kaminski for final approval of plans as presented: Roll
Call: Fazio-yea, King-yea, Naylor-yea, Kaminski-yea. Motion passed.
5. Ashba 105 Bell St. Exterior Alteration-Final
George Clemens (Architect) presented these plans. He said that the final drawings are consistent
with the preliminary ones. Building and Zoning Inspector Dominic Cribari said that all the variances
were approved by the BZA. George said that the changes were impacting the rear of the house, and
it allows views of the rear for his client.
Summation-motion by Naylor, seconded by King for final approval of plans as presented. Kaminski-
yea, Fazio-yea, Naylor-yea, King-yea. Motion passed.
Summation-motion by Naylor, seconded by King for final approval of plans to demolish the existing
garage. Roll Call: King-yea, Fazio-yea, Naylor-yea, Kaminski-yea. Motion passed.
Walk-In 57 Church Street
Fred Wolfe (Architect) and Brandon Young (Architect) presented these plans. Fred said that they
want to add a second-floor addition to the house with a side-facing gable and are adding a shed
dormer on the front elevation. He said that there have been several additions over the years. Naylor
said they are really altering an existing historic house. She said that this is a Greek Revival House,
and you cannot find the historic house in the one they are presenting. Naylor said that they look to
see the historic house in the final design and that it’s gone in these drawings. Clemens said that
this was a tricky house and that they should explore distinct dormers rather than front facing by
adding objects on top of the roof. He said that they are destroying the existing historic home. Fred
said that they had explored doing front facing gables. Naylor said that they will need a Historical
Significance Report which will give them guidance about the original floor plan and that the house
is a Greek Revival. She said that the house is in the West Side National Register Historic District.
Fred said they explored doing front facing gables, but the owners wanted the shed dormers. He said
they are adding an addition above the garage and are changing it into a fitness room. Clemens said
that the massing seems large. Fred said that they explored putting the room next to the garage to
give their client the fitness area. He said that they like the idea of an attached garage. Kaminski said
once they get the front design and massing it will determine what will go on the back. Koepf said
that they need to respect the history of the home. The Board suggested revising the garage design
and that a story and a half is as high as they can go.
Walk-In 205 East Washington
Phil Koepf (Architect) presented these plans. He said that nothing is changing on the front of the
house. He said that they want to take the breezeway off and add a master suite on the second floor
along with a living room and mud room on the first. Phil said they are pushing the kitchen out and
adding a garage with an office above. Clemens said that he is not crazy about the shed dormer and
to work on the front elevation. He suggested adding a man door in the front.
