ARCHITECTURAL BOARD OF REVIEW
APRIL 15, 2025
Meeting Called to Order 8:30 A.M.
Members Present: George Clemens, Mike Corcoran, Eric Kaminski, Steve King, Phil Koepf, Wendy

APPROVAL OF MINUTES
Motion by Naylor, seconded by King to approve the minutes of the March 18, 2025, meeting. Roll
Call: Corcoran-yea, Kaminski-yea, Naylor-yea, King-yea. Motion passed.
1. Henry 205 East Washington Exterior Alteration-Preliminary
King read the Historical Significance Report and said that because the house is more than 100
years old the subject property meets the standard of a “Historically Significant Property”. Proposed
change #1 has an adverse effect on the design and historical significance of the house. By removing
the historic materials from the site along with the proposed design it does not follow the
“guidelines” for “preservation of features”, “replacement of features”, and “compatibility”. The
report said that change #2-while the garage is not original it does appear to date between 1920-
1927. The garage is visible when viewing the property from the sidewalk but is setback from the
street. The report said that changes #3 less of an adverse effect and #4 has no adverse effect.
Motion by King seconded by Naylor to receive the HSR report. Roll Call: Kaminski-yea, Corkran-yea,
Naylor-yea, King-yea.
Phil Koepf (Architect) and Ashley Henry (Homeowner) presented these plans. Clemens asked if
bumping out the wall was the issue with the report and Phil said yes. Clemens said that doing that
loses the side-facing gable. Phil said he pushed it back and that the door is not shown in front
elevation. Naylor asked where the bulk of the addition was, and Phil said that the bulk of the
addition is at the back of the house and is not visible to the street. Ashley said the original house
was a duplex. Naylor said that she was good with what they are showing because it is out of the
public site line. She said that they broke up the plane of the side elevation and suggested they line
up the windows in the kitchen area. Kaminski said that if you look at the plans you will see that the
windows are shifted a little over. Clemens said to make the size of the garage dormer bigger and
that it should be symmetrically centered on second floor roof. Phil said that the two things they
talked about regarding the garage were the location of the dormer and the size of the dormer. He
said he made it bigger.
King opened the meeting to the public for the demolition of the existing garage. No one was in the
audience, so the public meeting was closed.
Summation-motion by Naylor, seconded by King for preliminary approval of plans with the following
recommendations: Restudy kitchen windows and recenter dormer on the garage. Roll Call:
Corcoran-yea, Kaminski-abstain, Naylor-yea, King-yea. Motion passed.
2. Miller 39 Lyndale Exterior Alteration-Preliminary
King read the Historical Significance Report and said that the structure does not meet the
standards of a “Historically Significant Property.” Although it is over 50 years old. The report says
that the changes have no adverse effect on the design and historical significance of the house
because the house does not meet the standards of a “Historically Significant Property.” Motion by
King seconded by Corkran to receive the HSR report. Roll Call: Naylor-yea, Kaminski-yea, King-yea,
Corkran-yea.
John Fischer (Architect) and Mary Ellen Miller (Homeowner) presented these plans. John said that
they are replacing the front windows and adding a 10’ by 10’ porch. He said the porch will match the
roof line of the existing house. Clemens suggested they enlarge the porch to make it more
functional. John said they might have to move the window a little if they expand the porch.
Summation-motion by Naylor seconded by King for preliminary approval of plans with the following
comments: restudy front porch to expand it. Final approval of plans for the windows as presented.
Roll Call: Corkran-yea, Kaminski-yea, King-yea, Naylor-yea. Motion passed.
3. Johannessen 498 Solon Rd. New Dwelling-Preliminary
Martin (Architect/Homeowner) and Diana Johannessen presented these plans. Building and Zoning
Inspector Dominic Cribari said that they need a variance for a 30’ front yard setback. He said that
they have had a soil report done but he has not heard back from the engineers yet. Martin said that
it was a challenging site because they have a river at the back and a ravine in the front. He said that
they are trying to preserve the land. Naylor said she thought the front was okay but the front facing
garage doors do not fit with the character of the village. Martin said that most of the house will not
be visible from the street. Martin said they don’t want to push the house further back because of
the river. Clemens said that the front elevation has too many walls and there are two little second-
floor windows. He’s worried about the details of the eaves. Martin brought samples of homes that
are like what they want to build. He said that they are not trying to build a traditional house.
Clemens said to add a rake board. Koepf said that the entry is not bold enough and that there is not
enough definition. He said that the materials are okay.
King opened the meeting to the public for a new dwelling. No one was in the audience, so the public
meeting was closed.
Summation-motion by King seconded by Naylor to table this discussion for the following reason:
The Board requested they bring in a 3-D model of the home. Roll Call: Kaminski-yea, Corkran-yea,
Naylor-yea, King-yea. Motion passed.
4. Schmahl 514 North Street Exterior Alteration-Final
No one was here to present this project so Building and Zoning Inspector Dominic Cribari showed
the Board the window plans. The Board did not like the windows.
5. Foxy Crystals 24 North Main Signage
Jerry Abell (Owner) presented these plans. He said that they are a new business and are planning to
reuse the existing awning with their logo.
Summation-motion by Naylor, seconded by King for final approval of plans as presented. Roll Call:
Kaminski-yea, Corkran-yea, Naylor-yea, King-yea. Motion passed.
6. Neville 14 Water Street Exterior Alteration-Final
King read the Historical Significance Report and said that because the house is more than 100
years old and located within the Chagrin Falls West Side National Register Historic District, the
subject property meets the standards of a “Historically Significant Property”. The report said that
the proposed changes have no adverse effect on the design and historical significance of the
garage. Motion by King, seconded by Naylor to receive the HSR report. Corkran-yea, Kaminski-yea,
Naylor-yea, King-yea.
George Clemens (Architect) and Jordan Mieerdink (Architect) presented these plans. George said
that they are trying to treat this sensitively for the main mass of the garage. He said the rear gable
has a different slope and that they are trying to get as much glass as possible. He said that the back
section has a lower slope. Jordan said that the client wants to clean it up and seal it in its current
condition. George said that they are trying to get as much glass as possible. He said that the back

7. E Italian 13 Bell Street Signage
Eddie Tancredi (Owner) presented these plans. He said that they are adding signage on the building
for better visibility and since they are going to start serving breakfast. He said it is removable vinyl,
and it won’t tarnish or harm the brick. He said it’s a black matte finish with white lettering.

8. Miller 55 Center Street Exterior Alteration-Final
George Clemens (Architect) and Peter Nogay (Architect) presented these plans. George said that
they had found more structural work in the interior of the house. He said that they are replacing
windows. Koepf asked what has changed since they last saw this. Peter said the only thing that
changed was the columns were doubled, and the center of the door had a gable that was changed.
King asked if they were putting a metal roof on and they said yes. George said that it helps
differentiate from everything else.
Summation-motion by Naylor, seconded by Corkran for final approval of plans as presented. Roll
Call: King-yea, Kaminski-yea, Naylor-yea, Corkran-yea. Motion passed.
9. Chagrin History Center 87 East Washington Signage
John Bourissaeu presented these plans. He said that they wanted to honor the work of Don
Barriball. He said that one sign would be above the garage, and one would be a directory one. He
said that they have artifacts from the Church family and the black smith heritage in the community.
Summation-motion by King, seconded by Kaminski for final approval of plans as presented. Roll
Call: Corkran-yea, Naylor-yea, King-yea, Kaminski-yea. Motion passed.
