Town Hall TOWN OF CHAPEL HILL 405 Martin Luther King Jr. Boulevard Community Design Commission Chapel Hill, NC 27514 Meeting Minutes Chair Dixon Pitt Edward Hoskins Vice-Chair Christine Berndt Duncan Lascelles Susana Dancy Volker Mueller Lucy Davis Polly Van de Velde Tuesday, June 26, 2018 6:30 PM RM 110 | Council Chamber Roll Call Michael Sudol, Planning; Amy Ryan, Planning Commission Champion Present 6 - Chair Dixon Pitt, Vice-Chair Christine Berndt, Susana Dancy, Lucy Davis, Volker Mueller, and Polly Van de Velde Absent 1 - Edward Hoskins Secretary reads procedures into the record Approval of Agenda An update on the Blue Hill text amendments was added to the agenda under Reports at the end of the meeting and a courtesy review of the Chapel Hill High School building Elevations was added to the end of the agenda. This matter was approved as amended Announcements Dixon Pitt received a Certificate of Appreciation from the Commission for his service as Chair for the last 2 terms, stepping down from the Commission. Staff Liaison Kay Pearlstein announced her retirement from the Town and therefore her last meeting. Michael Sudol was introduced as the new liaison. Meeting and Staff Updates Petitions Approval of Minutes 1. May 22, 2018 Action Minutes [18-0551] The staff was directed to make the minutes reflect the Summary of CDC Action for the Blue Hill Text Amendments. Page 1 of 3 Community Design Commission Meeting Minutes June 26, 2018 Approved as amended New Business 2. Bike Share Discussion [18-0552] Overall the Commission supported the partial docking option. received and filed Final Plans 3. Liberty Healthcare, Building Elevations, Alt. Buffer, Lighting [18-0553] The Commission tabled the review to a future meeting. This Discussion Item wasforwarded without recommendation 4. Southern Orange County Human Services, Alternate Buffer [18-0554] The Commission approved a mixed, evergreen hedge rather than a fence for the Alternative Buffer. This Discussion Item was approved Aye: 6 - Chair Pitt, Vice-Chair Berndt, Dancy, Davis, Mueller, and Van de Velde 5. Signature Health Care Building Elevations/Lighting [18-0555] A motion was made by Davis, seconded by Dancy, that the Alternative Buffer be approved. The motion carried by consensus. Aye: 6 - Chair Pitt, Vice-Chair Berndt, Dancy, Davis, Mueller, and Van de Velde The applicant was asked to return with the Building Elevations for the porte cochere and storage sheds. A motion was made by Davis, seconded by Dancy, that this Lighting Plan be approved. The motion carried by consensus. Aye: 6 - Chair Pitt, Vice-Chair Berndt, Dancy, Davis, Mueller, and Van de Velde Returning to August meeting. Page 2 of 3 Community Design Commission Meeting Minutes June 26, 2018 Staff provided an update on the Blue HIll Text Amendments. The Commission wanted to add: connecting criteria, context with surroundings, and cohesion between developments.
