Approval of Agenda
A motion was made by Weis, seconded by Lyons, that the agenda be approved.
The motion carried by a unanimous vote.
Announcements
Staff shared that (1) CDC member would need to sign off at 10pm. Meeting
would be required to end, as quorum would no longer be available.
Staff shared that the Downtown Design petition submitted by the CDC was
scheduled to be discussed at a previous meeting of the Council Committee on
Boards and Commissions. Staff was to follow up on the status of this petition.

LUMO Rewrite - Process & CDC Considerations
Since quorum was not present at the time of meeting start, this discussion item
took place first prior to subsequent meeting review.
No action required.
Commission members asked questions and sought clarification on the following
topics.
1. What was the schedule for the proposed project?
2. How are long-range plans and the LUMO re-write brought together?
3. How do we help developer's see the vision of Chapel Hill?
4. How can LUMO help relay the vision of the town?
5. When will the CDC be allowed to input on the next phase?
Old Business
1. University Inn [21-0355]
Applicant/Commission discussion included seeking clarification from staff
on what would or would not pass w/ current code, clarification on buffer
requirements for trees vs. life safety and duke easement concerns, code
requirements for setbacks and height specifications.
The commission relayed thoughts on building heights, articulation and
rhythm.
Applicant relayed their modification of the removal of the design
alternative for the 1-story pass-through.
A motion was made by Weis, seconded by Patnaik, that University Inn be
deferred to the Community Design Commission, due back by 5/25/2021. The
motion carried by a unanimous vote.
2. University Place Special Use Permit Modification [21-0354]
A motion was made by Weis, seconded by Hoskins, to recommend approval
of the block plan, noting specific support for block square footages, specific
uses and the road network. Support was not included for min./max. building
footprints. The motion carried by a unanimous vote.
New Business
3. Chandler Woods - Alternate Buffer [21-0357]
A motion was made by Weis, seconded by Lyons, that this alternate buffer be
approved as submitted. The motion carried by a unanimous vote.
4. Special Use Permit Modification - Timberlyne Offices, 120 [21-0344]

Banks Drive
A motion was made by Weis, seconded by Patnaik, that Timberlyne Offices
be recommended for approval. The motion carried by a unanimous vote.
5. Consider an application for Conditional Zoning District, Putt Putt [21-0346]
Fun Center 2200 Eubanks Road (115/135 Chapel Point Road)
A motion was made by Weis, seconded by Lyons, that this item be deferred to
the Community Design Commission, due back by 5/10/2021. The motion
carried by a unanimous vote.
6. Jay Street Affordable Housing [21-0358]
Applicant was not heard at this meeting (quorum not present)
