They will be placed on the April agenda. Chair Weis noted that Vice-Chair Lyons would be chairing this meeting. Approval of Agenda A motion was made by Chair Weis, seconded by Hoskins, that the agenda be approved w/ the noted modifications. Approval of Minutes 1. February Minutes [22-0221] A motion was made by Hoskins, seconded by Vice-Chair Lyons, that the February Minutes be approved. The motion carried by a unanimous vote. 2. March Special Minutes [22-0222] A motion was made by Hoskins, seconded by Dancy, that the March Special Meeting Minutes be approved. The motion carried by a unanimous vote. Consent Agenda Page 2 of 7 Community Design Commission Meeting Minutes March 22, 2022 A motion was made by Hoskins, seconded by Chair Weis, that the Consent Agenda be approved as presented. The motion carried by a unanimous vote. 3. Lighting @ Eastgate [22-0223] Minor COA Mod. Commission is asked to receive and consider action on this minor COA modfication. These modifications are listed in the highlighted portion of the attached information. Small scale lighting mods. including exit signage, shop signage and junction boxes. 4. Snooze @ Eastgate [22-0224] Minor COA Mod. Commission is asked to receive and consider action on this minor COA modfication. These modifications elevations and storefront space. 5. Carraway Village Self Storage [22-0225] Final Plans Commission is asked to receive and consider action on this final plans review. The applicant received elevations/lighting approval in Fall, 2021. These elevations include louvers and canopy reports that were not shown in the prior approval. Buildings lights were on the previously approved as part of the photometric plan. A motion was made by Dancy, seconded by Hoskins, that the Carraway Village Self Storage Final Plans modification be approved as part of New Business as noted in the approved agenda. The motion carried by a unanimous vote. 6. Union Grove [22-0226] Final Plans-LIghting Commission is asked to receive and consider action on this final plans review. This project was inspected upon completion and found that the lighting installation did not comply w/ the ordinance. The applicant has taken steps to reduce foot candles at the property line to meet the code requirements (photometrics cannot exceed 0.3fc at the property line). A motion was made by Dancy, seconded by Hoskins, that the Union Grove Final Plans modification be deferred to a later meeting as part of New Business as noted in the approved agenda. The motion carried by a unanimous vote. Applicant was asked to provide the number of fixtures and a cost analysis of Page 3 of 7 Community Design Commission Meeting Minutes March 22, 2022 switching all lights to 3K lighting temperature. Old Business 7. UPlace Redevelopment-Bldg. 4/5 [22-0227] Final Plans Commission is asked to receive and consider action on this final plans review. Actions include approval, approval w/ conditions or deferral to respond to comments/ meet voluntary compliance. A motion was made by Chair Weis, seconded by Hoskins, that UPlace Bldgs. 4/5 be deferred to a later meeting to see a new proposal based on the comments submitted by the commission. The motion carried by a unanimous vote. Commissioner comments included encouraging the applicant to create all glass structures, to consider sloped roofs instead of flat and to consider using additional materials to break up the proposed stucco. 8. Putt Putt [22-0228] Final Plans Update Commission is asked to receive updates and consider action on this final plans review. Actions include approval, approval w/ conditions or deferral to respond to comments/ meet voluntary compliance. Project approved as part of the Consent Agenda as noted in agenda approval. New Business 9. Consider an Application for Conditional Zoning - 107 Johnson [22-0229] Street Commission is asked to receive and consideration a recommendation to Council for this Conditional Zoning application. Project was pulled prior to meeting, no review/action taken. 10. 1100 S. Columbia Street [22-0230] Final Plans Commission is asked to receive and consider action on this final plans review. Actions include approval, approval w/ conditions or deferral to respond to comments/ meet voluntary compliance. A motion was made by Hoskins, seconded by Chair Weis, that 1100 South Columbia Street final plans including elevations and lighting be approved w/ Page 4 of 7 Community Design Commission Meeting Minutes March 22, 2022 the noted condition. The motion carried by a unanimous vote. Black framed windows would be allowed. 11. Homestead Gardens [22-0231] Final Plans Commission is asked to receive and consider action on this final plans review. Actions include approval, approval w/ conditions or deferral to respond to comments/ meet voluntary compliance. A motion was made by Dancy, seconded by Hoskins, that Homestead Gardens final plans including lighting, elevations and screen fencing be approved. The motion carried by the following vote: Chair Weis voiced concern that this project even given its affordable nature did not meet the design standard typically required by the CDC. Pinnacle Self Storage [22-0232] Final Plans Commission is asked to receive and consider action on this final plans review. Actions include approval, approval w/ conditions or deferral to respond to comments/ meet voluntary compliance. A motion was made by Dancy, seconded by Patnaik, that the building elevations be approved as submitted. The motion carried by a unanimous vote. The Commission requested the applicant come back w/ additional information on the lighting plan which was noted could be included on the consent agenda for the April meeting. Concept Plan Reviews 13. Gateway [22-0233] This project has been removed from the agenda, per applicant request. Project was pulled prior to meeting, no review/action taken. 14. Carolina Blue Mini-Mart (Fuel Expansion) [22-0234] Commission is asked to provide comments to applicant. Page 5 of 7 Community Design Commission Meeting Minutes March 22, 2022 The following DRAFT comments were noted. -Commissioners encouraged the applicant to continue to study and improve the proposed site flow. -Commissioners encouraged the expansion of the existing facilities and including EVE spaces. -Commissioner encouraged the softening of the existing and proposed facility w/ extensive landscaping. -Commissioner encourage the applicant to study the proposed uses across the street and consider how that traffic may be impacted or concentrated in this space. Absentee Commissioner Comments Commissioner Levitan Comments [22-0251] Adjournment Next Meeting - Tuesday, Apr. 26 A motion was made by Hoskins, seconded by Patnaik, that the meeting be adjourned at 10:00PM.
