Phone: 301-715-8592, Meeting ID: 812 5213 0932 Opening Roll Call Staff Liaison: Tas Lagoo Present 5 - Chair John Weis, Vice-Chair Susan Lyons, Edward Hoskins, Scott Levitan, and Megan Patnaik Approval of Agenda A motion was made by Vice-Chair Lyons, seconded by Hoskins, to approve the Page 1 of 4 Community Design Commission Meeting Minutes December 15, 2022 agenda with the addition of a discussion regarding the Blue Hill District. The motion carried by a unanimous vote. Announcements No announcements. Petitions No petitions. Approval of Minutes 1. November Minutes [22-0923] Commission is asked to receive and consider approval of the November meeting minutes. A motion was made by Hoskins, seconded by Patnaik, to approve the minutes of the November meeting. The motion carried by unanimous vote. Consent Agenda A motion was made by Vice-Chair Lyons, seconded by Hoskins, to approve the consent agenda. The motion carried by unanimous vote. 2. Brixx Meadowmont [22-0924] Commission is asked to receive and review building elevations prior to issuance of a Zoning Compliance Permit for construction of an awning. Actions to be considered are (1) approval, (2) approval with conditions, or (3) deferral to meet voluntary compliance requests. approved. New Business 3. Trinity Court [22-0925] Commission is asked to receive and review final plans related building elevations and site lighting for this affordable housing development. Actions to be considered are (1) approval, (2) approval with conditions, or (3) deferral to meet voluntary compliance requests. A motion was made by Hoskins, seconded by Levitan, to approve the submitted elevations and lighting plan with the condition that site lighting use fixtures set to 3000K or warmer. The motion carried by a unanimous vote. 4. UNC Health Eastowne - Concept Plan [22-0926] Commission is asked to review and comment on this concept plan. Following a presentation from representatives of UNC Health, the Page 2 of 4 Community Design Commission Meeting Minutes December 15, 2022 Commission shared comments on the proposed development, as summarized in the attached document. 5. Barbee Chapel Apartments [22-0927] Commission is asked to receive and consider a recommendation to Council on this conditional zoning application. A motion was made by Vice-Chair Lyons, seconded by Patnaik, to formalize and transmit comments on the proposed development. The motion carried by a unanimous vote. CDC comments on the proposed development are summarized in the attached document. Additional Discussion Items Discussion Regarding the Blue Hill District A motion was made by Vice-Chair Lyons, seconded by Patnaik, to request that Town staff provide an update on the status of development in the Blue Hill District during the January, 2023, CDC meeting. Should decorum fail to be restored, the Chair will recess the meeting until a genuine commitment to this public charge is observed.
