AGENDA ITEM(S) 1. Consider Appointing an Interim Town Manager. [22-0939] The Mayor called the meeting to order at 5:00 p.m. The Mayor read the following statement. "Yesterday, we shared the news that our Town Manager, Maurice Jones, Page 1 of 3 Town Council Meeting Minutes - Final December 14, 2022 has announced his resignation effective December 31st. Maurice has been a steady hand over the past four and half years and we want to begin by thanking him for his dedication and commitment to our community. He leaves the Town in good shape and we are confident that, with help from our dedicated staff, the Town will continue to provide high quality services for our community and meet our strategic goals. We plan to begin our search for a new manager in January. That process is expected to take six to eight months. During the transition time, Town Council has asked Chris Blue to serve as the Interim Town Manager and, we are pleased to share that he has graciously accepted our request. Our purpose here tonight is to formalize that appointment. This decision reflects council's interest in ensuring that our organization has the stability and support necessary so that we can continue the work of the Town as we search for our next town manager. In his more than two decades with the Town, including 12 years as Chief of Police, Blue has been an innovative leader. He brings an extensive community network to the job and a proven commitment to community engagement. At various points in his career, Chris has overseen Parking Services, Building and Development Services, and Town Inspections, in addition to leading the Police Department’s efforts to advance progressive law enforcement. In making this selection, we recognized the unique opportunity before us to select someone who has many years of experience with our organization and who has demonstrated his deep belief in our Town values." Mayor Hemminger then asked for a motion. A motion was made by Mayor pro tem Stegman, seconded by Council Member Berry, that the Council appointed Chris Blue as interim Town Manager. The motion carried by a unanimous vote. Council Member Searing arrived later in the meeting and did not vote. Chief Blue thanked the Council for the appointment, the comments about Mr. Jones and the support for the terrific staff talent. He said that he is looking forward to working with the Council and advancing the Council Page 2 of 3 Town Council Meeting Minutes - Final December 14, 2022 priorities while it searches for a new person to lead us. The Mayor thanked the leadership team and staff for attending and their work for our community. She also thanked Chief Blue for his willingness to step into this role at this important time for Chapel Hill. ADJOURNMENT Council Member Searing arrived at 5:05 p.m. A motion was made by Council Member Anderson, seconded by Mayor pro tem Stegman, that the Council adjourn the meeting. The motion carried by a unanimous vote. The meeting was adjourned at 5:06 p.m. Page 3 of 3
