We prefer if there is a group, a representative be chosen to speak. Audience comments will not be permitted following the public participation portion of the meeting; therefore, we ask that you please review the agenda for any item(s) you may wish to discuss. We have, in the past, had individual’s direct comments to Mayor and Council that were not correct or could not be documented. For that reason, we ask that your information be to the point and factual. MOTION to approve the November/December 2022 Municipal bills/payments, under FY2022, in the amount of $103,978.07. 2. MOTION to authorize the Borough Manager and Redevelopment Authority of Washington County to execute any and all documents for demolition through the LSA $115,000 funded Charleroi Demolition Project Number LS 22- 03 and to select the following properties as alternate properties under the same project, and cost overruns be payable, as budgeted, by FY2023, 01/460.61 Contracted Services: a. 160-018-00-00-0022-00 608 Fifth Street $22,000.00 b. 160-032-00-02-0011-00 113 Lincoln Ave Ext. $12,000.00 c. 160-032-00-02-0010-00 137 Lincoln Ave Ext. $10,000.00 Charleroi Borough Council Business Meeting Agenda Page 1 of 3  3. MOTION to authorize the Borough Manager to enter into an agreement with AccurateNow for employment background checks, and Human Resources support and compliance services with an initial setup fee of $25.00, charge 01/402.30 (Administrative Consulting). 4. MOTION to authorize the Borough Manager to sell the “old” playground equipment from Woodland and Crest Playgrounds, respectively, for scrap, record revenue as 01/389.10 (Misc Revenues Admin). 5. MOTION to appoint to the Water Authority of the Borough of Charleroi. 6. MOTION to authorize the Borough Manager to re-advertise for board appointments (Police Board Civil Service Commission, Planning Commission, Vacancy Board, Zoning Hearing Board – one seat per board), requesting a letter of interest per person per each appointment, and said LOIs (letters of interest) due no later than Tuesday, January 03, 2023, 3:30PM, to the Office of the Borough Manager or his designee, with possible interviews on Wednesday, January 11th, 2023, at or about 6:00PM, and appointment per board made during Charleroi Borough’s regularly scheduled public meeting of Wednesday, January 11th, 2023, at 6:00PM, charge, 01/405.34 (Legal Notices). 7. MOTION to authorize the Borough Manager and Council President to enter into an agreement with Keystone Collections Group, as presented during the December 7 th, 2022, proposal during Charleroi’s regularly scheduled public meeting, for the following services: Delinquent Real Estate Tax, Currant Garbage Fee Collection, Delinquent Garbage Fee Collection, Current Per Capita Tax, Delinquent Per Capita Tax, Current Business Privilege and Mercantile Tax, and Delinquent Business Privilege Mercantile Tax. 8. MOTION to amend the agenda to add items, to be publicly enacted upon, per Executive Session. RESOLUTIONS: 1. MOTION to adopt Resolution 2022-21: FY2023 CDBG Allocation Revision 2.
