Minutes: March 08, 2023 PRESENTATIONS / IN ATTENDANCE  N/A PUBLIC COMMENT / PUBLIC PARTICIPATION Individuals or group representatives who have signed in prior to the meeting, shall be a resident or tax paying business owner within the Borough of Charleroi, will have THREE (3) MINUTES of microphone time to address Council during the public participation portion of the meeting. We prefer if there is a group, a representative be chosen to speak. Audience comments will not be permitted following the public participation portion of the meeting; therefore, we ask that you please review the agenda for any item(s) you may wish to discuss. We have, in the past, had individual’s direct comments to Mayor and Council that were not correct or could not be documented. For that reason, we ask that your information be to the point and factual. Although we may not be able to answer your question at this meeting, we will refer your request or recommendation to the proper department for any necessary action. PLEASE OBSERVE APPROPRIATE PUBLIC DECORUM CLOSED TO PUBLIC PARTICIPATION 1. MOTION to approve the March/April 2023 list of expenses and payments in the amount of $139,124.68 as reported. 2. MOTION to accept the $500 offering by Ms. Payton Merlo Koonz for the lot at 608 th Fifth and authorize the Solicitor to prepare all necessary documents, and Borough Manager to execute said documents. 3. MOTION to accept the $500 offering by Mr. Michael Bachinski, Jr. for the lot at 501 Meadow and authorize the Solicitor to prepare all necessary documents, and Borough Manager to execute said documents. MOTION to accept the $500 offering by Mr. William Nut for the lot at 133 Lincoln Avenue Extension and authorize the Solicitor to prepare all necessary documents, and Borough Manager to execute said documents. 5. MOTION to accept the $500 offering by Mr. Allen Granus for the lot at 123 Rear Prospect and authorize the Solicitor to prepare all necessary documents, and Borough Manager to execute said documents. 6. MOTION to authorize the Solicitor to prepare all necessary documents to convey the lot at 118 Fallowfield to CFS Bank, and Borough Manager to execute said documents. 7. MOTION to authorize the Borough Manager to sign the deed and execute all necessary documents for site control of 421 McKean as agreed upon with the Washington County Land Bank. 8. MOTION to authorize payment to the Commonwealth Finance Authority in the amount of $100 for a non- refundable application fee for the Greenways, Trails, and Recreation Program. 9. MOTION to authorize the Borough Manager and Redevelopment Authority of the County of Washington to keep the existing retaining walls located at 133 Lincoln Avenue Extension and 137 Lincoln Avenue Extension erected. 10.
