blanket contract via sole source with Thomson Reuters – West for Clear Law
Enforcement Plus and Clear Proflex LPR software applications, to be used by the
ChattanoogaPoliceDepartmentforinterfaceaccesstoproprietary,secure,web-based
investigativepublicrecords,foranamountnottoexceed$75,000.00peryear,witha
three-year term in the amount of $225,000.00.

g. A resolution authorizing the Chief Information Officer to renew Vector Solutions
(formerlyTargetSolutionsLearning,LLC)blanketagreement556370forafive-year
term with an annual spend limit not to exceed $80,000.00 / $400,000.00, for the
complete term which annual renewal provides support, maintenance, and premier
subscription fees for an educational training product used by the Chattanooga Fire
Department and the Moccasin Bend Environmental Center.

h. A resolution confirming Mayor Kelly’s appointment of Robin Derryberry to the
Carter Street Corporation Board, for a term beginning on November 5, 2025, and

i. AresolutionauthorizinganddirectingtheClerkoftheCounciltoadvertiseforpublic
hearing on December 9, 2025, for the deannexation of certain property owned by
Versailles Land and Development Co. LLC, for the tenant,Chick-Fil-ARestaurant,
located at 8883OldLeeHwy.,withintheCityofChattanooga,inHamiltonCounty,
Tennessee, which is currently referenced as Tax Map No. 131-082.18, more fully
described in the attached map.

j. A resolution authorizing the AdministratorfortheDepartmentofParks&Outdoors
to apply for, and if awarded, accept a Healthy and Sustainable Communities Grant
from the U.S. Conference of Mayors and the American Beverage Association to
expand the Every Kid Outdoor Program, in the amount of $200,000.00.
k. A resolution authorizing the AdministratorfortheDepartmentofParks&Outdoors
to apply for,andifawarded,acceptaYouthSportsAccess(NRPA-MuscoLighting)
Grantforthein-kinddonationandinstallationofamini-pitchsystemwithlightingat
EastLakeCommunityCenterParkvaluedat$100,000.00,andtoprovide$20,000.00
