CITY COUNCIL MEETING
6: 30 P. M., THURSDAY, December 16, 2021

Mayor Stokes called the meeting of the City Council to order at 6: 30 December 16, 2021.
p. m. on,
Mayor led the Pledge of Allegiance, followed by a moment of silent prayer.
Roll was called by City Clerk, Penny Trumpy. Present: Pane Rowland ( Virtual), Chuck Kristopiet,
Carr Hill, Andrew Hefley, Eddie Ishmael, Steve Thompson, Rob Smith, Peter Martin. City Attorney,
Jon Abele Absent.
APPROVAL OF THE AGENDA: The Agenda was amended to include under New Business: Per
Mayor# 4 Confirmation Appointments to P&
Z Commission and Per Mr. Martin# 5 Working meeting.
Mayor asked for approval of the amended agenda all in favor Yay all apposed Nay. Motion to approve
by Mr. Smith and seconded by Mr. Martin. Amended Agenda approved.
PUBLIC COMMENTS ON AGENDA ITEMS:
APPROVAL OF MINUTES:
1. November 18, 2021 — Regular Council Meeting — Motion to approve by Mr. Smith seconded
by Mr. Thompson. Motion passed
2. December 2, 2021 — Special Council Budget Meeting — Motion by Mr. Martin seconded by
Mr. Smith. Motion passed
Correspondence: Retirement of:
1. Johnny Pendarvis— Fire Department
2. Richard Stowers— Fire Department
3. Kelly Ford— Fire Department
4. Donald Sellers, Jr. —Fire Department
All will be recognized at the annual Christmas luncheon. A round of gratitude was given to these
men.
Financial Report:
Motion to approve the December financial report for Audit by Mr. Smith,
seconded by Mr. Kristopeit. Yay' s( 7), Nay' s ( 1) Motion passed.
Mayor' s Report: Mayor:
1.
Mayor met with a representative from a private Engineering Firm hired by ARDOT to work on
the Bridge Construction estimated to be started by early summer. There are trucks hauling
rocks for county bridge project through CV putting a lot of wear and tear on road. Mayor has
contacted State to help minimize this.

2. Christmas Light Contest is underway with winners being announced Monday 12/ 20/ 2021.
3. Mayor received from the Circuit Judge information to recognize Mr. Joseph Hunter for his
participation in helping a deputy subdue a person trying to cause physical harm to the deputy.
4. The new police vehicles could be delivered by the end of 2021.
5. Mayor attended a
meeting concerning Broadband in area. AR Survey code is at City Hall if
you would like to participate in the survey. ( Scan back of AR Card with your smart phone)

Old Business:
New Business:
1. Karen Page — Trails Committee, Roy Echols and James Gilley will be addressing Council.
Plans are in review for Tohi Trail. Roy Echols will submit right of way clearance. A
environmental clearance is still needed. A time frame was presented for the first part of 2022.
James Gilley spoke on what trails can mean to CV. Walking, hiking, biking, and triking as a
way of life to some. This can bring revenue to CV with weekend activities. Roy Echols ask for
commitment for trails. Combine the Trails committee from SID with CV to work together.
There are grants that could be obtained for trails.
2. Appropriation request regarding sick pay — Fire fighters that are retiring that has been with on
the Job for 30 years. Motion to approve sick pay was made by Mr. Smith and seconded by Mr.
Thompson. Roll Call vote: Rowland Yay, Kristopeit Yay, Hill Yay, Hefley Yay, Ishmael Yay,
Thompson Yay, Smith Yay, Martin Yay. Motion passed.
3. Sales Tax Proposal —
a.
Ordinance No 2022- 01 Sponsored by Mr. Smith, Seconded by Mr. Thompson. Mr.
Martin questioned this ordinance being of 2 topics. # 1 Sales, # 2 Use Tax and should be
separate Ordinances. City Attorney prepared this document.
b. Ordinance No 2022- 02 An ordinance calling a special election in City of Cherokee
Village, Arkansas, on the question of levying a one percent sales and use tax within the
city of Cherokee Village, Arkansas: Prescribing other matters pertaining thereto: and
declaringan
emergency. Mr. Thompson question working of 1% or an additional 1%
I Sales and Use tax. If Council wanted to change the % amount it would need to be
changed before February' s Council Meeting.
4. Appointment Planning and Zoning Commission — Mayor recommended Tom Tnimpy to be

appointed. Motion to confirm Tom Trumpy by Mr. Smith and seconded by Mr. Martin. Roll
call vote: Rowland Yay, Kristopeit Yay, Hill Yay, Hefley Yay, Ishmael Yay, Thompson Yay,
Smith Yay, Martin Yay. Motion passed. Next meeting January 2, 2022 at 1 pm.
5. Working Meetings: Mr. Martin would like to see working meetings the Monday before the
Council meetings to discuss agenda items before meeting. Any Council Member is welcome
but not

COMMENTS/ QUESTIONS ON CITY RELATED BUSINESS: ( limit 3 minutes per person)
Kathy Ingles - Ask Council to work with business instead of running them out of Town. The Store ie
the business Kathy is talking about.
Marvin VanDyke — This 2 sons own the business " The Store" Concerning fines and accusations made
against the store.
A storage bus was parked behind the store for 2 weeks. Due to situations he is
moving his business from CV.
Executive Session: Personal — Motion to move into executive session by Mr. Martin and seconded by
Mr. Smith.
ADJOURNMENT: Mr. Martin moved to adjourn the meeting at 8: 41 p. m., seconded by Mr. Smith
Motion passed unanimously.
