Minutes CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING Thursday, October 20, 2022 6: 30 P. M., 3 CHEROKEE VILLAGE CITY HALL i CALL TO ORDER— Mayor Stokes called meeting to order at 6: 30 pm. PLEDGE OF ALLEGIANCE— Mayor Stokes lead the pledges of Allegiance i MOMENT OF SILENT PRAYER— A moment of silent prayer was observed. ROLL CALL, ESTABLISH QUORUM— Present: Pamela Rowland, Chuck Kristopeit, Jeff Tatum, Eddie Ishmael, Steve s Thompson, Rob Smith, Peter Martin. Absent: Andrew Hefley 1 APPROVAL OF AGENDA—Mr. Martin moved to place items under Old Business# 2 and New Business# 4 to November' s meeting due to Ordinances not being prepared. Motion passed( 7 yea' s). Mr. Martin moved to accepted the i amended agenda, seconded by Mr. Smith. Motion passed( 7 yea' s). PUBLIC COMMENTS/ QUESTIONS ON AGENDA ITEMS( limit 3 minutes per person) Marianne Quick spoke against chickens being permitted in Cherokee Village. The noise that travels across the lakes, would be a factor. Mrs. Quick questions the language of the Chicken Ordinance and asked the Council to vote no on this ordinance. APPROVAL OF MINUTES: September 16, 2022— Mr. Smith moved to approve minutes for September Wh meeting, seconded by Mr. Martin. Motion passed( 7 yea' s) i CORRESPONDENCE: NONE 1 FINANCIAL REPORT& BANK RECONCILIATIONS: Mr. Smith moved to accepted the Financial Report& Bank Reconciliations as submitted, Mr. Ismael seconded. Roll Call Vote: Tatum Yes, Ishmael Yes, Thompson Yes, Smith Yes, Martin abstained, Rowland Yes, Kristopeit Yes. Motion passed( 6 yea' s)( 1 abstained) MAYOR' S REPORT: ARDOT is trying to reconcile property concerning a deed issue concerning City Hall property. The property was stipulated in the deed that the use of the property could only be a grocery store. The process of correcting this deed issue is being worked on. DEPARTMENT REPORTS: See Cherokee Village Web site for reports on File. I ANIMAL CONTROL: On File Mr. Tatum asked if the new truck purchased was being utilized. Mayor reported that the truck is used daily. s COMMUNITY SERVICE: On File DISTRICT COURT: On File Friday 10/ 21/ 22 FIRE DEPARTMENT: On File Burn Ban is in effect. Mr. Smith asked Chief Kai about training on new tools and equipment this past week. Mayor stated that there is another Fire Dept. interested in our old tools/ equipment. The fire truck I has been ordered. PLANNING& ZONING: On File CODE ENFORCEMENT: No Report POLICE DEPARTMENT: On File Police& Fire Depts. will be handing out candy on Halloween night in the city parking lot. STREET DEPARTMENT Newsletter: On File Road side clean up had 179 properties participated. Waste Connections gave the city a discount on the dump fees for the road side clean up. s Mr. Martin moved to accept Department Reports as submitted, seconded by Mr. Tatum. Motion passed. ORDINANCE 2022- XX AN ORDINANCE OF THE CITY OF CHEROKEE VILLAGE, ARKANSAS, AMENDING THE CHEROKEE VILLAGE CITY CODE REGARDING FOWL WITHIN THE CITY OF CHEROKEE VILLAGE, AND FOR OTHER PURPOSES. - PETER MARTIN. Mr. Martin moved to suspend the rules and waive the requirements that an ordinance be read three times on three different days for our consideration of Ordinance number 2022- xx dealing with City code regarding Fowl within the i City, and that the ordinance be brought up for final passage by this council without the necessity of reading the  ordinance. Seconded by Mr. Tatum. Roll Call vote: Tatum yes, Ishmael yes, Thompson yes, Smith yes, Martin yes, Rowland yes, Kristopeit yes, Motion passed. Mr. Martin moved to accept Ordinance 2022- xx dealing with City code regarding Fowl within the City, There was NO second, motion failed due to lack of a second. 2. REZONING FROM COMMERCIAL PROPERTY 1 ( CPI) TO COMMERCIAL PROPERTY 2( CP2) FOR RV PARK— JIM GILLEY/ CHARLIE AKERS. l NEW BUSINESS: 1. PROPOSED SCHOOL MILLAGE- JEREMY LEWIS— HIGHLAND SUPERINTENDENT Mr. Lewis spoke on the millage proposal on the ballet for an 8. 9 millage increase to build a new high school. Mr. Lewis answered questions from the public and provided handouts for the public to read. 2. CITY COUNCIL APPROVAL TO AUTHORIZE TREASURER( DEANNA HEFNER) TO CONDUCT CITY BUSINESS WITH DESIGNATED FINANCIAL INSTITUTION. Mr. Martin moved to authorize Treasurer Deanna Hefner to conduct city business with designated financial institutions, seconded by Mr. Tatum. Roll call vote: Ishmael yes, Thompson yes, Smith yes, Martin yes, Rowland yes, Kristopeit yes, Tatum yes. Motion passed( 7 yes) 3. ARPA FUNDS— BONUS FOR DESIGNATED CITY EMPLOYEES.— JEFF TATUM Mr. Tatum moved to prepare a Resolution to use ARPA Funds for a$ 2500 bonus for all City employees whom have been employed a minimum of 1 year as on November 1 st. The Department Heads can give part time employees a bonus at their f discretion. Seconded by Mr. Kristopeit. Mr. Martin asked Names, amounts can be listed as an attachment. AMENDING ZONING CODES— STORAGE BUILDING— CHARLIE AKERS COMMENTS/ QUESTIONS ON CITY RELATED BUSINESS( limit 3 minutes per person) Mrs. Quick had already spoke. Mr. Martin question a report from Mr. Gilley' s report from the Forestry. Mr. Ishmael clarified this report an as to 1 what the report is for. Discussion on the types of trees and what is being cleared. Mr. Gilley explained the types of wood and value of the trees to the property. Mr. Martin requested the council have a working meeting to clarify job descriptions for the Clerk, Treasurer, and Department heads. ADJOURNMENT: Mr. Martin moved to adjourn, seconded by Mr. Ishmael.
