CITY OF CHEROKEE VILLAGE, ARKANSAS
CITY COUNCIL MEETING
6: 30 P. M., THURSDAY FEBRUARY 16, 2023

Mayor Rose called the February 16, 2023 City Council Meeting to order at 6: 30 PM. Mayor Rose led
the Pledge of Allegiance and recognized a Moment of Silence.
Roll call to establish quorum was called by City Clerk Penny Trumpy. Council Members present:
Pamela Rowland, Heather Harrison( virtually), Rob Smith, Peter Martin, and Mayor Steven R Rose.
Mayor' s vote is required to make quorum. ( 5 of 8). Absent: Jeff Tatum, Andrew Hefley, Eddie
Ishmael, and Steve Thompson. Attorney Jon Abele was present.
Mayor Rose asked the agenda to be amended by removing New Business item# 5. Council Member
Martin motioned to approve the agenda as amended and approve the minutes from January 19, 2023
and Special Council Meeting February 6, 2023. Seconded by Council Member Smith. Roll Call Vote:
Harrison yea, Smith yea, Martin yea, Rowland yea. Motion passed by majority.
Mayor Rose reported on the Updates on City Business. # 1 The Council Members City emails have a
few glitches that are being addressed. #
2 The new audio system is working very well with a much
improved picture and sound. #
3 The phone systems that were mentioned in January is costing more
upfront than anticipated. We are working on getting bids from Fidelity and Brightspeed (formerly
Centurylink).
Our current phone system is stumbling along. There are several issues with phones not
working, and displays going blank. # 4 At a training class Deanna and Penny talked with a
representative from JTS Financial who is contracted through the Municipal League Health Insurance as
a Broker to handle all city' s insurance needs. There is a sample booklet for Council to look at. # 5
Mayor Rose commend the Street Dept for the work in handling the snow, ice, and flood water from this
winter storm. The Buildings and Grounds Dept did a great job in clearing the walks and parking lots,
and both Departments for providing rides for employees to get to and from work. # 6 Angela the
Administration Assistant of Planning and Zoning will be the the Flood Plane Administrator. If not her
it will be someone appointed by Mayor Rose.
Council Member Martin suggested to let the reports and financials stand as submitted. They do not
need to be voted on. Mayor Rose asked for any discussion. Council Member Smith recognized Chief
Dienst for the magazine article on the City' s Fire Department. A round of applause was given for
Chief Dienst.
Mayor Rose explained to the public that the Police and Fire Dept. financials will look unbalanced due
to the purchase of vehicles that have not been delivered to the City yet.
Council Member Smith motioned to approve the financials to which Council Member Martin stated
there is not a need to approve financials unless there are changes and City Attorney Abele agreed.
Council Member Rowland asked if these items were being tabled or are we not voting on them.
Council Member Martin stated not at this meeting and in the future unless there are changes there is no
need for a vote. This also included all department reports.
Old Business
1. Mayor and Clerks Salary— Tabled to the regular meeting in March due to absences of quorum.
2. Council Protocol for 2023 was amended to remove# 5.

New Business
1. Resolutions 2023- 07— Council Members Principles and Guidelines. Council Member Martin
motioned to table until regular March Council Meeting due to absentees. Seconded by Council
Member Smith. Motion passed ( 5 yea' s)
2. Council Member Martin motioned to accept the Community Service amended budget as
submitted, seconded by Council Member Smith. Roll Call Vote: Martin yea, Smith yea,
Harrison yea, Rowland yea, Mayor yea. Motion passed ( 5 yea' s)
3. Resolution# 2023- 06 Council Member Smith motioned to approve the Amended 2023 Annual
Final Operating Budget, seconded by Council Member Martin. Council Member Martin request
to see the budget and the amended budget to be posted on the City' s website. Council Member
Rowland stated this was discussed at the working meeting and the Council will review the
budget quarterly. Roll Call Vote: Rowland yea, Harrison yea, Smith yea, Martin yea, Mayor
yea. Motion passed ( 5 yea' s)
4. Ordinance No 2023- 02 An Ordinance Specifically Permitting the Mayor of Cherokee Village,
Arkansas, to conduct business with the City of Cherokee Village. First Reading. ( a typo to be
corrected from Highland to Cherokee Village). This is to be added to March' s agenda.
5. Amended to removed. — Ordinance No 2023- 01.
6. Short Term Special Use Permit— Neighborhood Watch Program March 18t' 4- 5 PM— Dave
Gruger and George Jackson. Council Member Smith motioned to approve this permit once
insurance is provided, seconded by Council Member Martin. Motion passed( 4 yea' s)
7. Short Term Special Use Permit— Annual Turkey Shoot— Highland Elks Lodge— March 18,
2023 at 10 AM. Insurance provided. Council Member Smith motioned to approve, seconded by
Council Member Martin. Motion passed ( 4 yea' s)
Comments/ Questions on City Related Business ( limit 3 minutes per person)
Mayor Rose apologized to Mr. Hensch about being missed to speak at the last Council Meeting.
1. Paul Hensch—
Suggested that Council Member Martin submit questions and concerns to
Council Members before Council meeting to help the meetings flow quicker and in respect to
the other Council Members. Council Member Martin stated he questioned some of the budget
figures but his questions have been answered. Discussion between Mr. Hensch and Council
Member Martin concerning the questions he had. Mr. Hensch suggested that Council Member
Martin meet with the budget committee for answers on how the budget works.
Council Member Martin motioned to adjourn, seconded by Council Member Smith. ( 5yea' s) Motion
passed. Meeting adjourned at 7: 05 PM.
