MINUTES CITY OF CHEROKEE VILLAGE, ARKANSAS REGULAR CITY COUNCIL MEETING Thursday, June 11, 2026, 6: 00 P. M., CHEROKEE VILLAGE CITY HALL meeting is recorded, videoed and posted on Cherokeevillage. gov) NO VOICE ON VIDEO CALL TO ORDER— Mayor Rose called the meeting to order at 6: 00 PM. PLEDGE OF ALLEGIANCE— Mayor Rose lead the Pledge of Allegiance. MOMENT OF SILENCE - A moment of silence was observed. ROLL CALL, ESTABLISH QUORUM— Roll was called by City Clerk Penny Trumpy, Harrison yes, R Tatum yes, Thompson yes, Martin yes, T Tatum yes, Lowe yes, Rowland yes. Mayor, Clerk present. Zachary McGinnes and Camden Mount law students observed in City Attorneys absence. Absent: Ishmael. Quorum established( 7 present 1 absent) APPROVAL OF AGENDA— Council Member Lowe asked to amend the agenda to include an executive session under New Business# 4. Motioned to amend the agenda by Council Member Martin, seconded by Council Member J Tatum. Motion passed. ( 7 yes, 0 no) PUBLIC COMMENTS/ QUESTIONS ON AGENDA ITEMS ( limit 3 minutes per person) NONE APPROVAL OF MINUTES: May 14, 2026 - Motion by Council Member Harrison to approve May 14, 2026 minutes as written, seconded by Council Member J Tatum. Motion passed. ( 6 yes, 0 no' s, 1 abstained) CORRESPONDENCE: NONE FINANCIAL REPORT: Discussion Sales & Use Tax Street Dept Revenue ON WEBSITE Mayor Rose stated income is still on the upward trend. This is good with prices increasing and means sales tax collected is up. BUDGET UPDATE: - Heather Harrison- Minutes in packet are Aprils. There will be a Budget meeting in July. MAYOR' S REPORT: Skyler Casey and Misty Casey will be attending the Municipal League Conference 6/ 17— 6/ 19 for mandatory Treasurer Training. Mayor Rose will be attending also. The easement for the Fire Stations has been signed and been filed. This completes a 3- year project. Reminder of Election Deadlines for candidates for Open positions are posted on the website, and in foyer. The city has received a total of 32 Foia' s since January 1, 2026. o 18 were received from a Thomas Jackson, o several incomplete request from a Sharon Jones, o others were received from Media companies. o City Clerk Penny& Lt Anthony Wiles have contacted Municipal League, and State Representative Trey Steimel about the repeated request. o Legislation is being worked on to help with this FOIA issue. Money was transferred from the General Account into Savings and the Reserve account to bring them both back to a balance of$ 500, 000 Cherokee Village City Council Meeting June 11, 2026 Page 1  State Representative Trey Steimel said it may be possible for the old hospital to be up for auction in July from Tommy Land— Arkansas Commission of State Lands. o Minium bid to include back taxes and penalties. o More information to come on this subject. Bright Speed is working on Iroquois installing Fiber Optic. Fire Department Pancake Breakfast- July 4th 6: 30 am— Noon— Baseheart Fire Station Tickets are $ 10 for adults& $ 5 for children 8 and under. Tickets can be purchased from Fire Department/ Auxiliary or at City Hall front desk. Increased from $ 5, 000 to $ 10, 000 annually. OLD BUSINESS: 1. ADU Ordinance Update— Jason Lowe— The 911 address is being addressed. Council Member Lowe motioned to table ADU Ordinance until the Ordinance is finalized. Seconded by Council Member J Tatum. Flathead Bridge— ARDOT Report on Website— Mayor Rose - The letter from ARDOT is included in the Council packets on the website. Council Member J Tatum motioned to proceed with the repair and approve up to $ 70,000 for repairs. Seconded by Council Member Martin. Resolution 2026- 01 A Resolution for Cherokee Village to Ratify the Agreement Stated on the Record in Fulton County Circuit Court Case No. 25CV- 25- 100. Mayor Rose— On the website included in Council Packet. Council Member Lowe motioned to approve Resolution 2026- 01, seconded by Council Member Thompson. Propane Bids— Sungas Propane & MFA Oil bids were received.— Mayor Rose a. Sungass i. $ 1. 89 per gallon for 12000 gallons. ii. Set up 10 tanks $ 90 each= $ 900. 00 iii. $.00 tank rental b. MFA OIL i. $ 1. 63 per gallon for 12000 gallons. ii. $ 1. 00 per tank rental= $ 10. 00 c. City Clerk Penny Trumpy would recommend this contract term be from July 1, 2026 to June 30, 2027 due to the timing of getting updated figures from companies and approval by Council. This year' s contract ended June 1. d. Council Member Martin motioned to approve MFA OILs bid for the July 1, 2026— June 30, 2027 year as presented. Seconded by J Tatum. Arkansas Department of Agriculture report on Sequoya Lake Dam.— Mayor Rose. A letter concerning the condition of Sequoya Lake Dam is included on the website in the Council Packet. Thank you, Council Member Thompson and SID Commissioner Tony Stallsmith, for getting clarification on this subject. 4. Executive Session: Mayor Rose and Council Members adjourned into Executive Session to discuss a personal matter at 6: 50 pm and returned to council chambers at 7: 06 pm.
