CALL TO ORDER Co-Chair Schmidt called the meeting to order at 9:30 a.m. WELCOME TO NEW MEMBER The Commission welcomed new member Sarah Anderson. Cherry Hills Village Art Commission July 27, 2020 -1- ITEMS REMOVED FROM CONSENT AGENDA None UNFINISHED BUSINESS City Hall Permanent Sculpture Co-Chair Schmidt reported the installation of Gusto had gone well. City Clerk Gillespie asked for direction from the Commission on the plaque for Gusto, particularly about including information about the video. The Commission agreed to include a QR code in the bottom left corner of the plaque just above the square in the CHVAC logo. City Clerk Gillespie indicated she would research if a QR code would function on a plaque and how much it would increase the cost of the plaque. Susan Cooper Art Donation City Clerk Gillespie explained during staff’s work with Ms. Cooper on the art donation agreement it was discovered that there had been a misunderstanding regarding Ms. Cooper’s plans to repair the artwork. She indicated after discussion with Ms. Cooper the following language was agreed upon for the draft art donation agreement “The Donor has agreed to make repairs to the Art during her lifetime at no cost to the City, not to include replacement of material. If damage to the Art results in the need for replacement of materials then the City and the Donor will discuss terms of payment.” She stated staff had requested that Ms. Cooper submit a revised art donation application for the Commission’s consideration. She noted any payment for replacement of materials would come from the Commission’s budget. Commissioner Hall asked if the change in valuation effected the City. City Clerk Gillespie replied it would change the cost of insurance but very minimally. Commissioner Finger noted insurance companies sometimes required art to be reevaluated every five years. Commissioner Finger moved, seconded by Commissioner Anderson, to approve the revised Art Donation Application from Susan Cooper and recommend that City Council approve the Art Donation Agreement with Susan Cooper. The motion passed unanimously. Cherry Hills Village Art Commission July 27, 2020 -2- Next Art Show Commissioner Finger reported three submittals had been received for the next art show and noted the deadline was August 3rd. She indicated she and Director Sager would review all the submittals after the deadline and determine which pieces would be in the show. She stated if there were a lot of pieces chosen for the show then Duke Beardsley’s painting would be moved again, and if not then the show would just be on the wall between the front doors and Council Chambers. Project with Cherry Hills Land Preserve Commissioner Finger reported there was no progress on a project with the Cherry Hills Land Preserve (CHLP). She suggested the item be removed from future agendas until the CHLP contacted her. Liaison Assignments The Commission updated the liaison assignments. NEW BUSINESS Virtual Fundraiser Co-Chair Lynch noted former commissioner Gay Warren had participated in a virtual fundraiser. Commissioner Smith indicated she had participated in a virtual fundraiser for Cherry Hills Village Elementary School which was half live auction and half bid for donated items. Commissioner Finger suggested including the CHVAC donation envelope in the Crier. Director Sager replied she would ask her Council liaison for the Crier as normally the only donation envelopes placed in the Crier were for the Crier. Co-Chair Lynch suggested distributing the public art maps and encouraging residents to explore the City’s public art and also solicit donations to support CHVAC. Commissioner Smith suggested donors names could be published in the Crier. Director Sager suggested donation envelopes could be mailed to the CHVAC’s invitation list. Cherry Hills Village Art Commission July 27, 2020 -3- Co-Chair Lynch noted any cost could be covered by the 2020 budget. Commissioner Hall suggested information about Gusto and a link to the video could be added to the mailing. Commissioner Smith suggested giving donors a sticker that states “I support the Arts” with the CHVAC logo. Commissioner Hall indicated she liked that idea. Commissioner Hall and Commissioner Smith agreed to work on the fundraiser. Co-Chair Lynch and Commissioner Finger agreed to update the public art map. 2021 Budget and Projects Commissioner Finger asked if the Commission owed any money on Really in 2021. Director Sager replied they did not unless they wanted to purchase it. Commissioner Finger asked what would happen if a resident wanted to purchase the piece after the loan period ended. Director Sager replied the resident would negotiate with the artist directly. Co-Chair Lynch asked if the CHVAC would receive a percentage of the sale. Director Sager confirmed the Art Loan Agreement stated the City would receive a 5% commission on the sale of the piece if it was sold during the loan period. Director Sager noted the draft budget in the packet assumed no additional funds would be added the Art Donation Account in 2020 and also assumed the CHVAC would fund all projects without any carryover from 2020. Commissioner Finger suggested the 2021 draft budget be amended to only include maintenance of current art, a permanent sculpture for John Meade Park, and an annual event as justifiable expenses. She added the Commission could use the Art Donation Account to pay Kendall Peterson. She noted this plan did not include a sculpture-on-loan in 2021. Director Sager noted in the past the Commission had received substantial donations of goods and services from Commissioners for the annual event and the amount in the draft 2021 budget did not anticipate donations. Cherry Hills Village Art Commission July 27, 2020 -4- City Clerk Gillespie noted that the cost of a permanent sculpture for John Meade Park included engineering, installation and plaque costs in addition to the cost of the piece that would be paid to the artist. Commissioner Finger noted the Commission may not have as much work for Ms. Peterson in 2021. Commissioner Hall agreed and noted the Commission should be careful with the Art Donation Account funds as they could not have their normal fundraising event this year. Commissioner Smith asked how much money was normally raised at an annual event. Director Sager replied it varied. Commissioner Finger estimated the 2018 event made about $10,000 and the 2017 event made about $4,000. City Clerk Gillespie confirmed the 2019 event had raised $11,775. Commissioner Finger noted an event at a private home now had to get a special event liquor permit which required a notice posting for 10 days in front of the house. City Clerk Gillespie indicated staff would include an updated draft 2021 budget in the next packet for the Commission’s final review. REPORTS Public Art Commission Chair Village Crier Co-Chair Lynch asked the new members to send a short bio to Director Sager for inclusion in the September Crier. Next Meeting The next Art Commission meeting is scheduled for Monday, August 31, 2020. Reschedule September 28, 2020 Meeting due to Holiday City Clerk Gillespie indicated she would send out a poll to reschedule the September meeting. Cherry Hills Village Art Commission July 27, 2020 -5- Members of the Public Art Commission None City Staff Financial Report Director Sager noted the cost for lighting Really had been added to the financial report. She explained the amount was higher than the lighting for Gusto because staff had to wire the light near Really. Commissioner Finger asked about rolling over unused 2020 funds into 2021. Director Sager indicated she was planning to present a draft budget of $31,000 for the CHVAC to City Council with the explanation that $10,000 was unspent funds from 2020. She suggested the Commission could contact their Council liaisons ahead of the Council budget meeting to explain the request. DISCUSSION Video The first draft of the video for Gusto is complete and will be played at the meeting for the Commission to see. Kendall Peterson of ThereSquared Inc. is seeking direction from the Commission on the video. Plaque At the July 27, 2020 meeting the Commission expressed interest in including a QR code on the plaque for Gusto to link to the video on the City website. Staff has contacted the company the City has used for plaques in the past and have been told a QR code will not work on a plaque and instead they have added a raised bronze pad where a QR code sticker can be placed. There would be no additional charge for the raised pad. Staff notes a sticker would be easier to update in the future if possible, but might not be as aesthetically pleasing. Quincy Avenue City Hall Cherry Hills Village, CO 80113 Telephone 303-789-2541 www.cherryhillsvillage.com FAX 303-761-9386 ITEM: 7c MEMORANDUM TO: THE CHERRY HILLS VILLAGE ART COMMISSION FROM: JESSICA SAGER, DIRECTOR OF FINANCE & ADMINISTRATION SUBJECT: COLORADO THROUGH THE LENS PHOTOGRAPHY EXHIBIT DATE: AUGUST 31, 2020 ISSUE To provide direction to staff and determine logistics for the upcoming Colorado Through the Lens photography exhibit. DISCUSSION The next art show in City Hall will be Colorado Through the Lens. Solicitations for photographers was included in several issues of the Crier. Staff received submittals from seven artists of over 46 photos. Commissioner Kathie Finger received help judging the photos from Samuel James Queen, a Colorado native residing in Denver. Mr. Queen is an award-winning international filmmaker and photographer. His work has shown in the Lincoln Center and the Google headquarters. Mr. Queen has won awards at the New York Film Festival and the Amsterdam Film Festival. After training at the Loyola Marymount School for Film and Television in Los Angeles, documentary filmmaking began taking him around the world – to Germany, Malawi, South Korea, Australia, Toronto and New Orleans. Mr. Queen’s work often revolves around humanitarian and environmental efforts. Mr. Queen has narrowed the exhibit to 17 photos (see Exhibit A) and has selected three artists for special recognition. Exhibit B includes the remaining photos that were not selected by Mr. Queen to be included in the exhibit. Mr. Queen’s notes for the top three are below: 1. Fox by Alan Lipkin – For some, the silence of snowfall is tranquil. For others it is deadly. With ears perked up, a steady gaze, paw poised to make another silent fall through the white snow, and the muted oranges, browns, blacks and grey of its fur a 1  precise camouflage for its winter surroundings, this photography beautifully captures the precision and stealth of a keen predator. 2. False Summit 3 by Mark Boulding – Mark Boulding’s entire False Summit series is captivating. The repetition of strong composition of vastly differing landscapes draws the viewer in with something always beckoning from just beyond the horizon. 3. Bison by Alan Lipkin – This image is a striking juxtaposition of two ecosystems. In the foreground is the bison, her calf, and a grassland bird living in symbiosis on a vast green plain. In the background rise the skyscrapers of Denver’s 21st century skyline, with a barely visible front line of the suburban roof lines marching further into the plains. This image evokes many questions about where we have come from and where we are heading. Commissioner Finger has suggested the selected 17 photos be added to the Art Commission’s section of the City’s website so residents that cannot attend the exhibit can view and vote for the “People’s Choice” award ribbon. She has also suggested providing a “Best in Show” award ribbon to one of the two artists that were selected for special recognition by Mr. Queen. The ribbons have been priced by the same vendor that assists with the City’s Car Show and are $39 each. There are 10 hanging systems (5 in the entry way near staff and 5 down the hallway towards Council Chambers). Staff has measured the City Hall hanging system and each system can hold 3 photos in a 20” x 24” frame. A 20” x 24” frame would allow for a 16” x 20” photo (including matte). If the Commission prefers a larger photo to be displayed at the exhibit, the frame size could increase to 24” x 36”. It would limit the number of photos displayed on the hanging system to 2 photos per hanging system and the photo size would increase to 20” x 30” (including matte). NEXT STEPS Staff is seeking direction on purchasing the “Best in Show” and “People’s Choice” ribbons and also direction on the frame size. Staff is also seeking direction on the photography exhibit dates and if the Commission would like to hold, and fund, a reception once the exhibit is in place. If the Commission agrees with Mr. Queen’s photo selections, staff will reach out to the artists and advise them of the next steps and exhibit dates. DISCUSSION Due to COVID-19 the Commission decided not to hold its annual in-person fundraising event or in-person dedication event for Gusto in 2020. At the June 29, 2020 meeting the Commission discussed the possibility of holding a virtual event or fundraiser and at the July 27, 2020 meeting the Commission discussed mailing donation envelopes, the public art map, and information about Gusto. Commissioner Hall and Commissioner Smith agreed to work on the fundraiser. Co-Chair Lynch and Commissioner Finger agreed to update the public art map. Staff has located approximately 290 printed donation envelopes the Commission used for a previous fundraiser. Staff has also spoken to the printer for the Village Crier who has stated it would cost approximately $375 to print another 250 cards with envelopes or $405 to print another 500 cards with envelopes. Staff is seeking direction from the Commission if they would like to have additional cards printed for the fundraiser. Staff will email the 2019 invitation list to the Commission for edits. DISCUSSION At the July 27, 2020 meeting Commissioner Finger noted that her insurance company requires an appraisal of artwork every five years. Staff checked with the City’s insurance provider (CIRSA) and was told they have no requirement for appraisals of art. When a piece of art is added to the City’s insurance policy, staff provides CIRSA with the estimated value and that is what CIRSA uses until adjusted by staff. Staff is seeking the Commission’s direction on any future appraisal of City-owned art. The cost of an appraisal would come from the Commission’s budget. However staff has determined that there is not a morning that week or the following week when all CHVAC members are available to meet.
