CHXC CHERRY HILLS VILLAGE ART COMMISSION • Minutes of the Cherry Hills Village Art Commission City of Cherry Hills Village, Colorado 80113 Monday, September 30, 2024, 10:00 am at City Hall CALL TO ORDER Cochair Patteson called the meeting to order at 10:04 a.m. ROLL CALL Cochair Patteson, Cochair Fedorowicz, Commissioners Dave Schmidt, Anne Marie Morrow, Benjamin Ortiz-Hill, Julie Mirr and Scottie Iverson were present at roll call. Also present were Emily Black, Parks Project & Operations Manager and Ginny Joseph, Public Works & Parks Clerk AUDIENCE PARTICIPATION There was no audience participation. CONSENT AGENDA Cochair Fedorowicz moved, seconded by Commissioner Ortiz-Hill, to approve the following items on the Consent Agenda: Item 4a Approval of August 26, 2024, Minutes The motion passed unanimously. ITEMS REMOVED FROM CONSENT AGENDA None UNFINISHED BUSINESS Item 5a Art Consultant Chris Stevens Manager Black noted that the City now had a contract with Art Consultant Chris Stevens. Mr. Stevens introduced himself and expressed his excitement to work with the Commission to achieve their goals. Manager Black explained that the contract was scheduled using Project Briefs, which has worked well for the Commission in the past. She suggested a few projects that she believed would be helpful for Mr. Stevens to work on (the Resilience series plaque, the sculpture on loan project, and a future fundraiser) and asked the Commission to select projects so that Mr. Stevens can present the appropriate Project Briefs for approval at the next meeting. Cochair Patteson agreed with these three projects, particularly the plaque and the fundraising event. Item 5b ‘Resilience’ Series Recognition Plague and Fundraiser There was discussion about the plaque price; Mr. Stevens noted it would depend on the size, material, and contents of the plaque. Cochair Patteson asked Commissioner Iverson to update the Commission on the progress with the foundry. Commissioner Iverson replied that she would like to turn that over to the art consultant Chris Stevens. Cochair Fedorowicz informed Mr. Stevens that the Commission wanted something made from the same material Cherry Hills Village Art Commission September 30, 2024 - I - as the sculptures and did not want a commercial look but something more artistic. Commissioner Fedorowicz noted there was a mock-up of the plaque contents. The Commission discussed their ideas for the plaque. • Manager Black will send the donor plaque mockup to Mr. Stevens along with Artist Joe Norman’s contact information. • Commissioner Iverson will provide her contact information for the foundry to Chris Stevens. Cochair Fedorowicz mentioned that getting a plan in place for the 2025 fundraising event should be a priority as well. The Commission discussed past events, ideas for new events and a timeline. Manager Black mentioned to the Commission that future art on loan pieces do not have to be placed where the current piece is and gave them some options. Cochair Patteson mentioned the possibility of having some artist talks in the city as an event and added that she loved Chris Stevens’ idea of a symphony in the park. Cochair Fedorowicz asked the Commission if they wanted to try to host an event before the end of the year and Manager Black replied that it would be challenging to try to plan and execute something as we are going into the holidays. The Commission discussed artists that could be scheduled for an art talk. Commissioner Ortiz-Hill asked if the artists could also bring work for sale at this event where the Commission could earn a percentage of sales. Manager Black replied that yes, it is allowed. Advanced purchase of event supplies and alcohol was discussed by the Commission, and Manager Black explained that alcohol cannot be purchased ahead or stored for special events. The Commission discussed marketing items that could be purchased as well. • Manager Black will add the 2025 fundraiser planning to the next meeting agenda. • Manager Black will provide the map with potential locations to Chris Stevens. • Manager Black will bring calendars with City events to the next meeting. Cochair Fedorowicz asked how much the Bamboo Girl plaque was going to cost and manager Black replied that it should cost $300 to $400. Cochair Patteson brought up the logo redesign and Commissioner Ortiz-Hill said he would begin working on the logo design. Manager Black asked Chris Stevens to bring Project Briefs for the Donor plaque and sculpture on loan projects to the October meeting so the Commission can then discuss ideas for the next sculpture on loan piece. She asked Chris to provide artist suggestions to the November meeting, mentioning that the December meeting is usually canceled due to the holidays. Commissioner Iverson asked about the Scientific and Cultural Facilities District grant that Chris Stevens had mentioned at his interview and Manager Black replied that the Commission did not qualify as it is not a separate agency for the City. Chris Stevens offered to do more research, and the Commission agreed. Commissioner Ortiz-Hill mentioned that a 501c3 organization would need a separate tax id number, separate accounting, etc. • Manager Black will send Chris Stevens the research that the City Clerk performed. Cochair Fedorowicz suggested using some of the remaining budget to purchase and send out mailers to prior donors and others suggested by the Commission to solicit more donations. The Commission agreed and Cochair Fedorowicz suggested discussing the mailers at the next meeting and mailing them out in November listing the next Art Commission event. Commissioner Ortiz-Hill confirmed that the Commission could do end-of-year mailings; Manager Black confirmed. She asked if it would be a letter in an envelope (rather than a postcard); the Commission confirmed that printed letters were fine. • Manager Black will add Donation Mailers to the next agenda. Cherry Hills Village Art Commission September 30, 2024 - 2 - Commissioner Mirr asked if a resident survey had ever been done. Cochair Patteson replied that a survey had been done about a year ago. Manager Black confirmed that it was sent out closer to 2021. Cochair Fedorowicz suggested having a feedback box at the next event. Cochair Fedorowicz asked if there was a way to donate online; Manager Black stated that Clerk Joseph had set up that capability on the website. Commissioner Patteson asked if there could be a QR code on the letter. Manager Black explained some of the security concerns but agreed to look into the possibility. Cochair Fedorowicz requested discussion of paying for a more secure QR code service at the next meeting. Manager Black will include information about QR Codes in the packet for the next meeting Item 5c Artist Directory Update Commissioner Mirr asked if it could be a living document that could be continually updated once it’s posted. Manager Black agreed; she explained that it would be published in the Village Crier and also published on the website; the website can be updated as needed if artists contact staff and request changes. Commissioner Fedorowicz asked if the directory was published in the Village Crier once a year. Manager Black explained that was the goal; the current version was very out of date since it stopped being published during/after the pandemic. She asked the Commission to let staff know about any further changes before staff sends the information to the graphic designer. The Commission discussed whether the directory should be a list of artists the Commission wants to highlight or strictly artists who are residents of Cherry Hills Village; the Commission decided to include artists outside the Village as well without doing anything in particular to distinguish residents from those living outside the Village. Commissioner Iverson asked if a call for artists had been published in the Village Crier and asked what the result had been; Manager Black confirmed that it had been published but no additional artists had reached out. Manager Black stated to publish in the November Village Crier issue, staff needed confirmation about the highlighted artists by October lOt. • The Commission should provide any additional edits or comments on the Artist Directory to staff by October 1 0th • Staff will reach out to Martin Greer to see if he would still like to be included in the directory. The Commission agreed to add Yi S. Ellis to the Artist Directory. Item 5d Possible Hampden Underpass Mural Cochair Patteson suggested that Mr. Stevens work on this project as well; Manager Black cautioned the Commission about their budget. Commissioner Ortiz-Hill suggested incorporating functionality and art and possibly doing a light installation. Commissioner Mirr agreed. Cochair Patteson stated the underpass is dark and scary so the Commission’s idea was to lighten and brighten it; they would have to work with the City of Denver because the City has partial ownership. Manager Black clarified the City does not own the underpass; City of Denver owns the underpass; the City has an agreement with City of Denver to perform basic maintenance such as snow plowing, painting over graffiti, and replacing lights. Cochair Fedorowicz noted there was only electricity on one side of the underpass. Cherry Hills Village Art Commission September 30, 2024 - 3 - Mr. Stevens asked if this has been discussed with the City of Denver yet. Manager Black explained she had reached out to DOTI, who connected her with the Art Program Manager, who was currently in conversation with the Trails Planner about beautification across the trail system; they would reach out once those conversations were further along. She noted that there was not a budget line for this item so the Commission would need to review their budget to reallocate funds in 2025 to complete the project. Cochair Patteson stated she thought Denver should contribute; Manager Black stated the Commission could suggest it, but she was not sure how open Denver would be to the idea. Commissioner Ortiz-Hill stated he thought the Commission should cover the cost; Cochair Patteson disagreed but acknowledged the Commission could also fundraise for the project. Commissioner Mirr asked if a private company could donate towards it and the Commission discussed that option. Cochair Patteson asked that Mr. Stevens start working on the project; Cochair Fedorowicz noted the Commission had assigned Mr. Stevens three projects already so she was hesitant to do that until the Commission knew how it would be paid for. Commissioner Ortiz-Hill asked if he could spearhead the project and propose some ideas that are cost-effective, such as projecting on the ceiling. Cochair Patteson stated this was an important opportunity to have a different type of art and it’s a safety measure. Manager Black noted the existing lighting meets safety requirements. The Commission agreed that they should all visit the tunnel before the next meeting. Manager Black noted she may have additional information from City of Denver by the next meeting. Commissioner Ortiz-Hill asked if there could be a special meeting in two weeks to discuss this and event-planning since sometimes the banter at regular meetings takes quite a while; Commissioner Mirr asked if it could be held over Zoom; Commissioner Patteson asked if time could be added on to the end of regular meeting. Manager Black explained any meeting of three or more Commissioners to discuss business items needs to be an official noticed meeting with minutes taken, so that it is open to the public. Commissioner Ortiz-Hill stated he understood but could the Commission set another meeting since they need additional time. Manager Black encouraged the Commission to prepare ahead for the regularly scheduled meetings, particularly reviewing packets ahead of time, so that meetings can be as constructive as possible. ITEMS REMOVED FROM CONSENT AGENDA None UNFINISHED BUSINESS Item 5a “Resilience” Series Recognition Plaque and Silent Auction Manager Black stated that, at the last meeting, the Commission agreed that they wanted a plaque that was little more elaborate than the typical donor plaque; she asked Commissioner Iverson if she reached out to the foundry. Commissioner Iverson asked for the sculpture Cherry Hills Village Art Commission August 26, 2024 -1- images and mentioned that the foundry wanted to come down to see the area; she suggested waiting to check with the new art consultant also. Commissioner Morrow suggested making the plaque out of the same materials as the sculptures, in an artful shape that did not match the sculpture figures and using a color to match and the Commission discussed design ideas for the plaque. Item 5b Art Consultant The Commission discussed the other two consultants that expressed interest in the Art Consultant position and next steps for after the interview with Chris Stevens. Chris Stevens arrived and gave the Commission a presentation outlining his experience and work history, past projects and current involvement in the art community. He asked the Commission how they obtained their past art pieces and Manager Black replied that the Commission gave their former art consultant, Kendall Peterson, some direction and she would present suggestions; Joe Norman, the Resilience Series artist, was introduced to the Commission by Cochair Patteson. Commissioner Ortiz-Hill asked about his experience with art on loan and Mr. Stevens replied that he had a great deal of experience while employed at the Curtis Center and Denver International Airport; he asked the Commission what they were looking for in an art consultant. The commission responded that the art on loan project was a large component; adding that they are also interested in help with and expansion and enrichment of the annual art show. Chris Stevens added that, if hired, he would investigate possible funding options for events. The Commission thanked Mr. Stevens, and he left the meeting. After Chris Stevens’ presentation, the Commission discussed their impressions, reviewed the information provided on the other two consultants that had expressed interest, and decided to offer Chris Stevens the position of Art Consultant to the Cherry Hills Village Art Commission; they discussed contract length and decided on a one-year contract. • Manager Black will ask Chris Stevens for his hourly rate and create a contract. Commissioner Iverson moved to hire Chris Stevens as the Cherry Hills Village Art Commission Art Consultant for the period of one year. This was seconded by Commissioner Morrow and Commissioner Schmidt simultaneously. The motion passed unanimously. Item 5c Artist Directory Update Manager Black informed the Commission that Clerk Joseph has started to update the Artist Directory with the changes and additions Commissioner Mirr has provided; the Call For Artists will be published in the September Crier issue with an updated directory published in November after Commission review in September. Cherry Hills Village Art Commission August 26, 2024 -2- Item 5d 2025 Draft Budget Manager Black stated that the Commission reviewed the budget at the previous meeting and no changes were made. Changes to the categories can be made at any time but the Commission will need to approve the amount by making a motion. Cochair Patteson moved to approve the 2025 CHVAC budget subject to final approval by City Council. Cochair Fedorowicz seconded the motion. The motion passed unanimously. Item 7b Art Commission Members No Report Item 7c City Staff (i) Financial Update Manager Black went over the 2025 Draft Budget and the balance of the 2024 budget, adjusting for the $5,000.00 art on loan extension payment. The Commission discussed what to do with the remaining funds. They decided to hold off on any event planning until the new Art Consultant was contracted. (ii) Art Donation by Yoshimoto Saito Manager Black updated the Commission that the Parks team and artist Yoshimoto Saito are both available for sculpture installation on September 4th and 5th. The Commission discussed availability and decided on the morning of the 4th. • Manager Black will email the Commission the exact time once she confirms with Parks staff and the artist. DISCUSSION Per the Commission’s direction at the August meeting, staff has awarded a contract to Chris Stevens (P&S Consulting) in the amount of $10,000.00 for one year, at a rate of $125 per hour. The contract is structured similarly to the previous contract with Consultant Kendall Peterson. When the Commission determines a project that they would like the consultant to work on, the consultant will prepare a Project Brief for the Commission’s approval (Exhibit A). The brief provides an estimate of the cost of the work and a description of the scope of the project. This has served the Commission well in the past, and it ensures that the Commission and the consultant have a shared understanding of the work to be undertaken. Each project requires its own Project Brief, to be approved by the Commission. Commissioners should not independently contact Mr. Stevens with additional requests; additional requests for work must be raised with the rest of the Commission first. Staff has identified the following projects that Mr. Stevens could work on for the Commission: • Creating a plaque recognizing the Resilience series donors • Identifying a new sculpture-on-loan piece for 2025-2026 • Event planning The Commission should discuss with Mr. Stevens and determine which projects they would like to request Project Briefs for, to be considered for approval at the next meeting. DISCUSSION Donor Plaque The cutoff date for fundraising contributions that will appear on the donor plaque was May 1, 2024. Now that the deadline has passed, there are approximately 50 donors who will receive recognition on the plaque. At the April meeting, the Commission expressed interest in a plaque that would be located outdoors at the John Meade Park shelter, possibly made of the same material as the sculptures (stainless steel), or using the same company and design as the donor plaque for Charlo. Staff learned that the company that manufactured the Charlo plaque is no longer in business. At the May meeting, the Commission discussed plaques from Recognition Art, Artistic Bronze, and RCB Donor Recognition, but did not like any of the options. The Commission expressed a preference for a stainless steel plaque above all other materials. At the June meeting, the Commission chose a location for the plaque at the corner entrance to the park and narrowed down options for a fabricator. The plaque will be 24”x24” and placed on a wooden post to be consistent with the style of other signs in the park. (Example photos from a different location are provided above and on the following page.) Commissioner Fedorowicz sent the following sites to consider: Dandelion Metalworks, Splano Design, and Plaque Direct. Staff contacted the suggested sites and Dandelion Metalworks and Splano replied that they could not do our project. Staff checked several more Etsy sites, but they did not offer 24”x24” signs. Plaque Direct prices start at $884.00 for 24”x24” for a plain flat aluminum sign with black etched lettering. Staff also contacted Artcraft Sign Company, International Bronze Plaque Company and Gemini Letters Direct. At the July meeting, Clerk Joseph informed the Commission that the two suggested Etsy sellers declined and other Etsy sellers that she checked could not provide a quality plaque as large as 24 inches by 24 inches. The best solution found was a simple, cast aluminum sign with a price starting at $1,400.00. The Commission decided against the cast aluminum sign, expressing their desire for a more artistic design. Commissioner Iverson offered to contact the foundry in Loveland. At the August meeting, the Commission discussed additional design ideas and the possibility of working with a foundry. Clerk Joseph contacted numerous foundries; most worked primarily in bronze. The only location that provides what the Commission is looking for is here in Denver (JW Reffel Metals). Clerk Joseph had an initial conversation with the shop, but they have stopped responding to calls and emails. The Commission should discuss and decide next steps, which can include working with Consultant Chris Stevens on this project. DISCUSSION Starting in 2019, the Commission periodically published a directory of CHV artists in the Village Crier. The list has not been updated since 2022. At the May meeting, Commissioners Mirr and Fedorowicz volunteered to update the Artist’s Directory by contacting each of the artists. A Call For Artists was planned to be published in the July Village Crier issue, so that artists who have recently moved into the City can be added to the list. However, that issue was cancelled and the call could not fit in the abbreviated August issue. Staff published it in the September issue. Based on when those responses will be received (throughout the month of September/early October), staff suggests including the Artist Directory in the November issue of the Crier so that the new additions can be included. Budget There is no cost associated with this item. NEXT STEPS The Commission should weigh in on the attached annotated Directory (Exhibit A). DISCUSSION Earlier this year, the Commission discussed the idea of creating a mural in the underpass for the High Line Canal trail below Hampden Ave. Cherry Hills Village staff performs basic maintenance in the underpass (snow plowing, graffiti removal, changing lightbulbs) per an agreement with the City of Denver, which owns the underpass itself. Staff reached out to Denver’s Department of Transportation and Infrastructure (DOTI) to find out if they would be open to the possibility of a mural. DOTI staff were supportive of the idea and connected us with the Denver Public Art program manager, who will follow up with us following some conversations with DOTI and the Parks Department trail planner. Staff will continue to relay any updates to the Commission and will also connect with the High Line Canal Conservancy if the project progresses. Budget & Next Steps If this project is something the Commission is interested in pursuing, CHVAC will need to review the 2025 budget to reallocate funds. Estimates will need to be obtained to find out what the possible cost would be. The CHVAC should also determine the process they would like to follow to select an artist and commission a piece. Consideration should also be given to the possibility that a mural could become an ongoing expense to the Commission if it needs to be touched up or fixed following vandalism.
