Meeting Minutes Historic and Architectural Review Board (HARB) July 7, 2022 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire, Vice Chair Marilee Peterson, Gerald Martin, Ellsworth Spicher, and Frank Lilley Staff: Joshua Johnson, Legal Counsel – City Attorney’s Office; Carlos Rodriguez, Code Compliance – Development and Permits; Lucy Stoll, Planning Administrator – Planning Department; Marvin Hodges, Senior Planner – Planning Department, Deegan Tarrillo, Intern – Planning Department, and Kevin Finn, Recording Secretary – Planning Department. Chair J. Maguire called the meeting to order at 5:30 p.m. MINUTES Approval of June 2, 2022 regular meeting minutes, motion to approve minutes with minor clerical change made by M. Peterson and seconded by E. Spicher, all members present voting for. Committee Reports None Administrative Approvals K. Finn reported eight (8) administrative approvals. Zoning Report None Old and New Business L. Stoll introduced herself to the Board as the new Comprehensive Planning Administrator. CONSENT AGENDA None REGULAR AGENDA 1408 Jackson Avenue Original Request • After-the-fact removal and replacement of porch spindles and railings, spindles to be 2.25” by 2.25”; motion to use as defined a “M. West”-style spindles, 4” by 4”, with a top cap and bottom rail, 3” by 5”, in white made by J. Maguire and seconded by M. Peterson, four (4) members voting for and one (1) member voting against. 1412 Jackson Avenue Original Request • Install solar panels on roof; • K. Finn informed the Board that the applicant withdrew the application following the dispersal of the meeting packet and public notices Public Input None 1 Legal Guidance J. Johnson provided the Board with advice regarding the use of email and FOIA, referring to it as a useful tool but it can not be used as a substitute for a public meeting. F. Lilley requested C. Rodriguez elaborate on the grandfathering of historic elements not needing to meet current Building Code and at what point do their replacements require to meet current standards. J. Maguire requested K. Finn provide an update on the Historic District Design Guidelines update, K. Finn stated that the Request for Proposal has been drafted and is being reviewed, the Planning Department estimates the review of the Design Guidelines will start in Fall 2022.
