ROLL CALL
HARB Members Present: Vice Chair Marilee Peterson, Scott Davis, Ervin Young, Gerald Martin, Ellsworth Spicher, and
Frank Lilley
Staff: Joshua Johnson, Legal Counsel – City Attorney’s Office; Jim Davidson, Intern – City Attorney’s Office, Carlos
Rodriguez, Code Compliance – Development and Permits; Pamela Witham, Code Compliance – Development and
Permits; Jessica Cosmas, Historical Services Manager – Parks, Recreation, and Tourism; Marvin Hodges, Senior Planner
– Planning Department, and Kevin Finn, Recording Secretary – Planning Department.
Vice Chair M. Peterson called the meeting to order at 5:30 p.m.
MINUTES
Approval of July 7, 2022 regular meeting minutes, motion to approve minutes made by E. Spicher and seconded by
E. Young, all members present voting for.
COMMITTEE REPORTS
None
ADMINISTRATIVE APPROVALS
K. Finn reported nine (9) administrative approvals and informed the Board that 1329 Jackson Avenue as allowed to install
solar panels on the rear roof and they are not visible from a paved, public street and, therefore, did not require a COA.
ZONING REPORT
C. Rodriquez informed the Board that there are fifteen (15) structures currently under violation of working without a COA
and sixty-six (66) properties have outstanding maintenance violations.
Motion to move Old and New Business to after applications have been reviewed made by M. Peterson and
seconded by E. Spicher, all members present voting for.

REGULAR AGENDA
1302 Jefferson Street
Original Request
• Remove metal awning on Jackson Avenue;
• Motion approve application as submitted made by G. Martin and seconded by S. Davis, all members present
voting for.
1300 Jackson Avenue
Original Request
• Remove faux stone and old metal siding on Jackson Avenue and Jefferson Street sides and gables to be replaced
with 8” single lap, traditional matte impression, vinyl siding in white
• Motion to approve 1) Replace “stone like” façade and metal lap siding with 8” white vinyl lap siding and
matching trim at Jefferson Street elevations and gable end, 2) replace metal lap siding and cover existing

wood siding with 8” white vinyl lap siding and matching trim at Jackson Street gable end, covered entry, and
porch header, 3) Remove shutters from Jackson Street elevation, 4) Install ventilated louvers in matching
style and color to original era, 1930s depiction at Jackson Street gable end made by G. Martin and seconded
by S. Davis, all member present voting for.
1222 Hull Street
Original Request
• Replace 9 vinyl windows, like-for-like, and replace 10 wooden windows with vinyl one-over-one, windows, wrapped in
white metal, wrap fascia and frieze boards in white vinyl
• Motion to approve 9 vinyl windows, like-for-like, and replace 10 wooden windows with vinyl one-over-one,
windows, wrapped in white metal, wrap fascia and frieze boards in white vinyl made by M. Peterson and
seconded by E. Spicher, four (4) members voting for, zero (0) voting against, and two (2) members
abstaining.
OLD AND NEW BUSINESS
J. Cosmas and K. Finn informed the Board of the proposed text amendment to the Chesapeake Zoning Ordinance that
would remove the requirement that any exterior alteration to the Caleb Williamson House, located at 624 Oak Grove Road,
require a Certificate of Appropriateness as stated in § 12-732. The Board discussed with City staff both their support and
opposition to the proposed text amendment as well as providing suggestions where the Review Board would still need to
be consulted regarding alterations to the structure. They requested to see a draft of the proposed text amendment prior
to drafting their letter to City Council.
