ROLL CALL
HARB Members Present: Chai Joe Maguire, Vice Chair Marilee Peterson, Ervin Young, Ellsworth Spicher, Frank Lilley,
and David Walski
Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments
and Permits; Nat McCormick, Community Design Manger – Planning Department, and Kevin Finn, Recording Secretary
– Planning Department.
Chair J. Maguire called the meeting to order at 5:30 p.m.
MINUTES
Approval of May 4, 2023 regular meeting minutes, motion to accept minutes made by E. Spicher and seconded by F.
Lilley, all members present voting for.
COMMITTEE REPORTS
None
ADMINISTRATIVE APPROVALS
K. Finn reported sever (7) administrative approval.
ZONING REPORT
C. Rodriguez provided a status update on 1409 Jackson Avenue and 1214 Chesapeake Avenue.
OLD AND NEW BUSINESS
J. Maguire asked the Board if there were any questions regarding the letter of support on PLN-TXT-2023-004 Arboretum,
a text amendment to amend the design guidelines for the Caleb Williamson House at the Arboretum. Seeing none, a
motion was requested.
Motion to approve the letter of support as written made by F. Lilley and seconded by E. Spicher, with all members
present voting for.
K. Finn informed the Board that the applicant for 1400 Seaboard Avenue has appealed the Board’s decision to deny their
application at the May 4, 2023 meeting. That appeal will be heard by City Council at their regularly scheduled meeting on
June 13, 2023. M. Peterson stated that she will be in attendance to answer questions from City Council.

1330 Chesapeake Avenue (PLN-CAPP-2023-045)
Original Request
• After-the-fact installation of wrought iron railings on porch steps.
• Motion to approve the application as presented made by M. Peterson and seconded by E. Young, all members
present voting for.
1130 Decatur Street (PLN-CAPP-2023-053)
Original Request
• Amend PLN-CAPP-2023-040 to alter proposed railing and handrail.

• Motion to accept the railing with the 1-13/16” pickets made by E. Spicher and seconded by F. Lilley, all
members present voting for.
1119 Decatur Street (PLN-CAPP-2023-044)
Original Request
• Install 11 solar panels on roof.
• Motion to deny the application as presented made by M. Peterson and seconded by E. Spicher, all
members present voting for.
1412 Jackson Avenue (PLN-CAPP-2023-047)
Original Request
• Install 17 solar panels on roof.
• Motion to deny the application as presented made by M. Peterson and seconded by E. Spicher, all
members present voting for.

LEGAL GUIDANCE
None
Following Legal Guidance, N. McCormick updated the Board on the Design Guideline update. The Planning Department
met with the consultants in late May to discuss next steps and determined that community engagement will most likely
take place in the early Fall. Planning staff will work with the Board on the best time for them to meet with the consultants
ahead of those community meetings.
C. Rodriquez provided a further update on 1214 Chesapeake Avenue.
F. Lilley requested information on 1121 Rodgers Street, which installed a handicap ramp in the front of the property without
a Certificate of Appropriateness. K. Finn informed the Board that City staff has held a meeting on proposed solutions and
will be present those solutions to the property owner within the next few weeks.
