Meeting Minutes Historic and Architectural Review Board (HARB) October 5, 2023 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire, Marilee Peterson, Gerald Martin, Ervin Young, and Frank Lilley Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments and Permits; Nat McCormick, Community Design Administrator – Planning Department; Marvin Hodges, Senior Planner – Planning Department; and Kevin Finn, Recording Secretary – Planning Department. Chair J. Maguire called the meeting to order at 5:30 p.m. MINUTES Approval of September 7, 2023 regular meeting minutes, motion to accept minutes made by G. Martin and seconded by E. Young, all members present voting for. COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS K. Finn reported five (5) administrative approval. ZONING REPORT C. Rodriquez discussed some recent difficulties with contractors performing work without a Certificate of Appropriateness within the Historic District. OLD AND NEW BUSINESS None CONSENT AGENDA None REGULAR AGENDA 1329 Jackson Avenue (PLN-CAPP-2023-107) Original Request • After-the-fact replacement of a ribbon driveway with full slab concrete driveway. • Motion to approve the application as presented made by M. Peterson and seconded by G. Martin, with all members voting for (5-0). 1414 Guerriere Street (PLN-CAPP-2023-115) Original Request • Remove existing underground storage tank along Guerriere Street, install new underground storage tank in south lot with concrete cap. • Motion to approve as presented with the addition of pre-approved fence to obscure the pump accessory made by J. Maguire and seconded by M. Peterson, with four (4) members voting for and two (2) members voting against (4-2). Following a discussion, the motion was withdrawn. • Motion to approve the applications with the following stipulations: to install a 6’ tall brick structure with a running bond pattern be constructed around the pump cabinet, the brick structure be held off the existing structure by a minimum of 2”, and be capped with a metal-like coping to match that of the existing building and have a chain link gate; All visible fuel piping and support rack be painted to match brick; and the 1  alarm and other electrical equipment be located within the brick structure was made by G. Martin and seconded by E. Young, with four (4) members voting for and one (1) member voting against (4-1). 1135 Jackson Avenue (PLN-CAPP-2023-116) Original Request • After-the-fact replacement of fibrous cement tile roof with architectural shingle roof. • Motion to approve the application as presented made by M. Peterson and seconded by G. Martin, with all members voting for (5-0). PUBLIC INPUT None LEGAL GUIDANCE A. Lantz informed the Board that he had relayed the praise for the Department of Public Works regarding the previous installation of the Historic District-specific signage. J. Maguire briefly thanked the Review Board for their participation with the Design Guidelines update, their attendance at the public meeting on September 28th and stressed the importance of their continued involvement as well as sharing information with the surrounding community.
