HARB Members Present: Chair Joe Maguire, Vice Chair Marilee Peterson, Gerald Martin, Ellsworth Spicher, David
Walski, and Frank Lilley
Staff: Josh Johnson, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments
and Permits; Nat McCormick, Community Design Administrator – Planning Department; Marvin Hodges, Senior Planner
– Planning Department; and Kevin Finn, Recording Secretary – Planning Department.
Chair J. Maguire called the meeting to order at 5:30 p.m.
MINUTES
Approval of October 5, 2023 regular meeting minutes, motion to accept minutes made by G. Martin and seconded by
E. Spicher, all members present voting for.
COMMITTEE REPORTS
None
ADMINISTRATIVE APPROVALS
K. Finn reported seven (7) administrative approval. K. Finn also discussed amendments to an application reviewed last
month for 1414 Guerriere Street for the approved scope of work to meet fire code.
ZONING REPORT
C. Rodriquez provided general updates on the state of several properties within the District.
OLD AND NEW BUSINESS
N. McCormick informed the Board of the current state of the update of the Design Guidelines, with its public survey being
extended until November 15th.

1529 Chesapeake Avenue (PLN-CAPP-2023-124)
Original Request
Install wooden porch handrails, with 2.5” by 2.5” square chamfered edge balusters, with 3.5” by 2.75” top rail and
2.75” by 3.5” bottom rail, all to be painted white.
Motion to approve with minor dimensional deviations to meet modern code standards made by J. Maguire
and seconded by E. Spicher, with all members present voting for (6-0).
1516 Jackson Avenue (PLN-CAPP-2023-134)
Original Request
After-the-fact replacement of six-over-one wooden windows with nine-over-one wooden windows.
Motion to approve with the addition of a 9 fixed-panel dormer window made by G. Martin and seconded
by E. Spicher, with all members present voting for (6-0).

Original Request
Replace damaged, metal roof with architectural shingle roof, in gray.
Motion to continue application to next month to explore alternative materials made by M. Peterson and
seconded by E. Spicher with all members present voting for (6-0).
1345 Jackson Avenue (PLN-CAPP-2023-130)
Original Request
After-the-fact replacement of four, two-over-one vinyl windows with two sliding windows.
Motion to continue application to next month made by J. Maguire and seconded by E. Spicher, all member
present voting for (6-0).
1231 Hull Street (PLN-CAPP-2023-127)
Original Request
After-the-fact replacement of eleven one-over-one wooden windows with nine six-over-six and two four-over-four
vinyl windows; after-the-fact installation of 5’ by 7’ partition on south-facing side porch; replace asbestos siding
with 5” Dutch lap vinyl siding in light grey; replace/install triple 4” vinyl solid soffit on front and south-facing side
porches.
Motion to continue application to next month to enhance the application made by G. Martin and seconded
by E. Spicher, with five (5) members voting for and one (1) member voting against (5-1).
