Meeting Minutes Historic and Architectural Review Board (HARB) January 4, 2024 Public Safety Operations Center ROLL CALL HARB Members Present: Frank Lilley, David Walski, Ervin Young Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments and Permits; Nat McCormick, Community Design Administrator – Planning Department; Marvin Hodges, Senior Planner – Planning Department; Summer Peebles, Planner – Planning Department and Kevin Finn, Recording Secretary – Planning Department. Acting Chair F. Lilley called the meeting to order at 5:32 p.m. MINUTES Approval of December 7, 2023 regular meeting minutes, motion to accept minutes made by E. Young and seconded by F. Lilley, all members present voting for (3-0). COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS K. Finn reported three (3) administrative approvals. ZONING REPORT None OLD AND NEW BUSINESS 1. Design Guidelines Update: N. McCormick provided a brief update on the progress of the Historic District Design Guidelines Update, currently halfway through project and public engagement stating that the Consultants will be presenting before City Council at the February meeting. N. McCormick mentioned that he will also work with Land Bank on their grant approvals. CONSENT AGENDA None REGULAR AGENDA 1307 Holly Avenue (PLN-CAPP-2023-131) Original Request • After-the-fact alterations made to the 2nd floor exterior stairs on the east elevation, to replace existing turned spindles with 2"x2" square spindles to match upper landing and install a 2"x4" bottom rail, to be painted white. • Motion to approve the application as presented, made by D. Walski and seconded by E. Young, all members present voting for (3-0). 1307 Holly Avenue (PLN-CAPP-2023-164) Original Request • Replace first and second floor porch railings with new wooden porch railing with 2”x2” square balusters, with 2”x4” top and bottom rails, to be painted white. • Motion to approve the application as presented, made by E. Young and seconded by D. Walski, all members present voting for (3-0). 1 1307 Holly Avenue (PLN-CAPP-2023-163) Original Request • Remove metal awning on front porch and on 2nd floor landing on east elevation. • Motion to approve the application as presented, made by D. Walski and seconded by E. Young, all members present voting for (3-0). 1334 Seaboard Avenue (PLN-CAPP-2023-163) Original Request • After-the-fact installation of metal roof to be replaced with architectural shingle roof, in gray. • Motion to move the application to the end of the agenda in case of late arrival made by E. Young and seconded by D. Walski, all members present voting for (3-0). • [Once end of meeting was reached] Motion to continue the application to subsequent HARB monthly meeting made by E. Young and seconded by D. Walski, all members present voting for (3-0) 1214 Chesapeake Avenue (PLN-CAPP-2023-161) Original Request • Reissue PLN-CAPP-2023-012, to continue to install booster railing and wrought iron railing on front porch steps and amended to include the painting of the foundation in a color resembling original brick. • Motion to move the application to the end of the agenda in case of late arrival made by E. Young and seconded by D. Walski, all members present voting for (3-0). • [Once end of meeting was reached] Motion to continue the application to subsequent HARB monthly meeting made by F. Lilley and seconded by D. Walski, all members present voting for (3-0) 1110 Rodgers Street (PLN-CAPP-2023-119) Original Request • After-the-fact removal of six (6) windows and install vinyl siding where removed, one (1) on left side and five (5) on rear; replace 18 wooden windows with one-over-one vinyl windows; repair/replace all missing and damaged vinyl siding, like-for-like in a color matching the existing yellow; replace half-lite wooden door with craftsman-style wooden door. • Motion to approve the application as amended with the five (5) windows removed and one to be resized and one (1) window on the left side of the house to be replaced with a 30"x36" vinyl window, made by D. Walski and seconded by E. Young, all members present voting for (3-0). 1210 Hull Street (PLN-CAPP-2023-163) Original Request • After-the-fact removal of one 2nd floor wooden window on right elevation; repair/restore five (5) wooden windows on the front elevation; replace a mixture of three-over-one, one-over-one, and two-over-two wooden windows, 18 in total, on the left, right, and rear elevations with two-over-two vinyl windows, to maintain the same size and configuration; remove two front porch columns; repaint metal roof, like-for-like in silver; replace cedar shake siding with double 4.5” Dutch lap vinyl siding, to be Scottish Thistle in color; replace front door with 6-lite craftsman-style fiberglass door; repair soffit, fascia, and trim on porch and roof, like-for-like. • Motion to continue the application to subsequent HARB monthly meeting made by F. Lilley and seconded by D. Walski, all members present voting for (3-0) PUBLIC INPUT New neighbor from the South Norfolk Historic District in attendance and spoke briefly about the Certificate of Appropriateness process in case they make plans to do work on the exterior of their new property. LEGAL GUIDANCE None ADJOURNMENT: Motion to adjourn was made by F. Lilley and seconded by D. Walski, with all members present voting for (5-0).
