ROLL CALL
HARB Members Present: Vice Chair Marilee Peterson, Frank Lilley, Gerald Martin, Ervin Young
Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments
and Permits; Nat McCormick, Community Design Administrator- Planning Department; Summer Peebles, Planner –
Planning Department and Marvin Hodges, Recording Secretary – Planning Department.
Vice Chair M. Peterson called the meeting to order at 5:32 p.m.
MINUTES
Approval of January 4, 2024 regular meeting minutes, motion to accept minutes made by F. Lilley and seconded by
E. Young, (3) members present voting for, (1) abstention.
COMMITTEE REPORTS
None
ADMINISTRATIVE APPROVALS
M. Hodges reported three (3) administrative approvals.
ZONING REPORT
None
OLD AND NEW BUSINESS
1. M. Hodges informed the Board that the PLN-CAPP-2023-130 appeal to City Council was approved by Council on
01/23/2024 with slight modifications. The Certificate of Appropriateness was issued by Planning Staff. Following
this was the announcement that Agenda Item #1 had withdrawn their application, and that Public Input was
expected for Agenda Item # 3..

1130 Decatur Street (PLN-CAPP-2024-006)
Original Request
• Reissue PLN-CAPP-2023-040 for a new construction with the inclusion of handrail detailing from PLN-CAPP-
2023-053 “…include railing and handrail to be 1- 13/16" square pickets with 4" top rail to be painted white”
• Application was formally withdrawn by applicant prior to meeting
1238 Chesapeake Avenue (PLN-CAPP-2024-009)
Original Request
• Replace existing damaged wooden siding at all elevations of primary structure with vinyl “double 4” horizontal
style siding in forest green color
• Motion to continue the application to next month’s HARB meeting, made by M. Peterson and seconded
by G. Martin, all members present voting for (4-0).
1334 Seaboard Avenue (PLN-CAPP-2023-153)

Original Request
• After-the-fact installation of metal roof to be replaced with architectural shingle roof, in gray.
• Motion to deny the application as presented, made by G. Martin and seconded by E. Young, all members
present voting for (4-0).
1214 Chesapeake Avenue (PLN-CAPP-2023-161)
Original Request
• Reissue PLN-CAPP-2023-021, to continue to install booster railing and wrought iron railing on front porch steps
and amended to include the painting of the foundation in a color resembling original brick.
• Motion to approve application as submitted made by M. Peterson and seconded by G. Martin, no members
voting for, motion fails.
• Motion to approve the reissuance of PLN-CAPP-2023-021 as originally submitted, amendment to allow
painting of the foundation removed, made by M. Peterson and seconded by F. Lilley, all members present
voting for (4-0).
1210 Hull Street (PLN-CAPP-2023-148)
Original Request
• After-the-fact removal of one 2nd floor wooden window on right elevation; repair/restore five (5) wooden windows
on the front elevation; replace a mixture of three-over-one, one-over-one, and two-over-two wooden windows, 18
in total, on the left, right, and rear elevations with two-over-two vinyl windows, to maintain the same size and
configuration; remove two front porch columns; repaint metal roof, like-for-like in silver; replace cedar shake siding
with double 4.5” Dutch lap vinyl siding, to be Scottish Thistle in color; replace front door with 6-lite craftsman-style
fiberglass door; repair soffit, fascia, and trim on porch and roof, like-for-like.
• Motion to approve the application with the following clarifications:
o 2nd floor wooden window on right elevation to be reinstalled with mirror opaque glazing to replicate
previous style; remove and replace 18 windows in total with 2 over 2 style with historic detailing
as previously approved by [the] Board; historically approved by board (see PLN-CAPP-2023-XXX)
to maintain same size and configuration; remove 2 false front porch columns; repaint metal roof
in approved color; replace existing cedar shake siding with vinyl shingle siding no more than 5”
in historical approved color; replace front door with 6 lite fiberglass craftsman style door; repair
soffit, fascia and trim on porch and roof, like-for-like in approved color; add wrought iron railing
at front steps in historically approved color, made by G. Martin and seconded by M. Peterson, all
members present voting for (4-0).
PUBLIC INPUT
Roger Lee from Coastal Realty spoke about his appreciation to the Board in educating himself and his client regarding the
HARB process. He requested information about the night’s proceedings in the form of the minutes and future meeting
times to relay to his client.
LEGAL GUIDANCE
A. Lantz informed the Board that Legislative Sessions on proposed bills have begun and that he will keep the Board
in the know should any issues concerning them come up.
ADJOURNMENT:
Motion to adjourn was made by M. Peterson and seconded by G. Martin, with all members present voting for (4-
0).
