Meeting Minutes Historic and Architectural Review Board (HARB) April 4, 2024 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire Vice Chair Marilee Peterson, Frank Lilley, David Walski, Ervin Young Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments and Permits; Nat McCormick, Community Design Administrator- Planning Department; Em Jones, Planner – Planning Department and Marvin Hodges, Recording Secretary – Planning Department. Chair J. Maguire called the meeting to order at 5:38 p.m. MINUTES Approval of March 7, 2024 regular meeting minutes, motion to accept minutes made by M. Peterson and seconded by E. Young, (4-0) members present at the time voting for. COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS M. Hodges reported fifteen (15) administrative approvals. ZONING REPORT None OLD AND NEW BUSINESS 1. M. Hodges informed the Board of a personnel change with staff wherein E. Jones will be replacing him as Interim Recording Secretary for the Historic Board effective May 2024. M. Hodges also reported that HARB member G. Martin officially submitted his resignation from several Boards and Commissions in March. His resignation was forwarded to the City Clerk’s office and will ultimately be before City Council to post the Board seat. 2. M. Hodges informed the Board that the PLN-CAPP-2024-015 appeal to City Council for 1232 Stewart Street is scheduled for 04/09/2024. Staff urged HARB representation for the meeting to answer any questions regarding their decision. 3. City Attorney rep A. Lantz elected to add legal and procedural guidance for the end of the agenda. CONSENT AGENDA None REGULAR AGENDA 1301 Ohio Street (PLN-CAPP-2024-043) Original Request • Replace front door to match side door to historic style craftsman door with 6 grid glass • Motion to approve application as submitted made by M. Peterson and seconded by E. Young, all members present voting for (4-0). 1238 Chesapeake Avenue (PLN-CAPP-2024-009) Original Request • Replace existing damaged wooden siding at all elevations of primary structure with vinyl “double 4” horizontal style siding in forest green color 1  • Motion to move application to the end of the agenda at request of the applicant made by J. Maguire and seconded by M. Peterson, all members present voting for (4-0). 1232 Seaboard Avenue (PLN-CAPP-2024-029) Original Request • Remove chimney and enclose main roof with like roof shingles as appropriate • Motion to approve application as submitted made by J. Maguire and seconded by M. Peterson, four (4) members voting for, one (1) voting against. Motion passed. Application approved. 1334 Seaboard Avenue (PLN-CAPP-2024-021) Original Request • Installation of metal roof at front porch from after-the-fact architectural shingles; main roof to remain after-the-fact architectural shingles • Motion to approve the application as presented, made by M. Peterson, no second. Motion failed. • Motion to deny the application as presented, made by F. Lilley and seconded by E. Young, four (4) members voting for, one (1) voting against. Motion passed. Application approved. 1312 Seaboard Avenue (PLN-CAPP-2024-041) Original Request • Install 12' x 20' front yard concrete driveway with an apron • Motion to deny application as submitted made by M. Peterson and seconded by F. Lilley, all members present voting for (5-0). 1110 Rodgers Street (PLN-CAPP-2024-025) Original Request • Replace front door with new historic craftsman style door with 6 grid glass; Like-for-like repainting of second floor front elevation windows • Motion to approve application as submitted made by M. Peterson and seconded by E. Young, four (4) members voting for, one (1) voting against. Motion passed. Application approved. 1435 Seaboard Avenue (PLN-CAPP-2024-002) Original Request • new construction of a two-story single family home; installation of ribbon driveway • Motion to approve application with the amendment to include an approved or craftsman style door made by J. Maguire and seconded by M. Peterson, all members present voting for (5-0). 1437 Seaboard Avenue (PLN-CAPP-2024-003) Original Request • new construction of a two-story single family home; installation of ribbon driveway; gravel drive aisle on Holly Avenue • Motion to approve application with the additional comment that the approved elevation will feature the open gable, front door with an approved craftsman style door, and approved vinyl siding different color from Lot 10 [1435 Seaboard] made by M. Peterson and seconded by E. Young, three (3) members voting for, two (2) voting against. Motion passed. Application approved. 1238 Chesapeake Avenue (PLN-CAPP-2024-009) Original Request • Replace existing damaged wooden siding at all elevations of primary structure with vinyl “double 4” horizontal style siding in forest green color • Motion to approve application with the amendment to include beaded corner block in color white Certainteed brand made by J. Maguire and seconded by D. Walski, all members present voting for (5-0). PUBLIC INPUT LEGAL GUIDANCE A. Lantz informed the Board that Legislative Sessions on proposed bills have begun and that he will keep the Board in the know should any issues concerning them come up. 2 ADJOURNMENT: Motion to adjourn was made by J.
