Meeting Minutes Historic and Architectural Review Board (HARB) November 7, 2024 Public Safety Operations Center ROLL CALL HARB Members Present: Chair Joe Maguire, Frank Lilley, Ervin Young, Scott Grinels Staff: Adam Lantz, City Attorney – City Attorney’s Office; Carlos Rodriguez, Code Enforcement Officer – Developments and Permits; Anna Nagorniuk, Senior Planner – Planning Department; Nat McCormick, Community Design Manager – Planning Department; Kevin Finn – Comprehensive Planning Administrator Chair J. Maguire called the meeting to order at 5:32 p.m. MINUTES Approval of September 12, 2024 regular meeting minutes, motion to approve minutes made by E. Young and seconded by J. Maguire, with all members present voting for (3-0). Approval of October 3, 2024 regular meeting minutes, motion to approve minutes made by J. Maguire and seconded by S. Grinels with all members present voting for (3-0). COMMITTEE REPORTS None ADMINISTRATIVE APPROVALS A. Nagorniuk reported four (4) administrative approvals. ZONING REPORT None OLD AND NEW BUSINESS N. McCormick provided the Board with a brief update on the Design Guideline update process and timeline, with opportunity for Board to ask questions. CONSENT AGENDA None REGULAR AGENDA 1417 Seaboard Ave (PLN-CAPP-2024-111) Original Request  After-the-fact replacement of a wooden, half-lite door with steel door with semi-circle lites, to be painted Van Deusen Blue, HC-156  Motion to approve 9-lite, 2 panel door as proposed via email this afternoon with trim molding to be as wide as closely as possible to match window casements made by J. Maguire, seconded by E. Young. Motion failed, 2-2.  New motion to approve for the 9-lite, 2 panel as applied by email this afternoon to include original or most similar hardware for locks and hinges made by J. Maguire and seconded by E. Young, three (3) members voting for and one (1) voting against. 1238 Chesapeake Avenue (PLN-CAPP-2024-144) 1 Original Request  Reissue PLN-CAPP-2024-009 to replace existing damaged wooden siding at all elevations of primary structure with vinyl “double 4” horizontal style siding in forest green color and CertainTeed beaded corner (trim) block in color white.  Motion to reissue the application with no changes as stated made by F. Lilley and seconded by E. Young, with all members present voting for (4-0). 1408 Jackson Avenue (PLN-CAPP-2024-138) Original Request  Reissue PLN-CAPP-2023-082 to install Victorian, turned spindles, 4” by 4”, with a top cap and bottom cap, approximately 3” by 5”, to be painted white.  Applicant brought a sample in person and proposed 2”x 2” porch pickets and 2”x4” chamfered rails inconsistent with the original application.  Motion to deny the application as presented made by F. Lilley and seconded by S. Grinels, with all members present voting for (4-0) 1435 Seaboard Avenue (PLN-CAPP-2024-139) Original Request  Reissue PLN-CAPP-2024-002 for the new construction of a two-story single family home; installation of ribbon driveway and historic approved craftsman style front door.  Motion to approve the current application made by E. Young and seconded by J. Maguire, with all members present voting for (4-0). 1437 Seaboard Avenue (PLN-CAPP-2024-140) Original Request  Reissue PLN-CAPP-2024-003 for the new construction of a two-story single-family home with open gable elevation, approved craftsman style front door and approved vinyl siding color; installation of ribbon driveway; gravel drive aisle on Holly Avenue.  Motion to reissue the COA with no changes made by F. Lilley and seconded by S. Grinels, with all members present voting for (4-0). 1021 Park Avenue (PLN-CAPP-2024-136) Original Request  After-the-fact replacement of wooden 1-over-1 windows, 5 front-elevation windows to be replaced "like-for-like", remaining windows to be replaced with vinyl 1-over-1. Back window on west elevation to be reduced in size; Replace tongue-and-groove front porch boards like-for-like. Paint front porch boards, brick, and stairs HC-117 Hancock Green, railings painted white. Foundation to be painted HC-108 Jockey Hallow Gray.  Motion to accept the application as presented with the 5 front facing windows be replaced with wood, rest of the windows of the house replaced with vinyl; west side rear most window to be reduced in size; front porch tongue-and-groove will be installed 5/4 and width of 2 ½ to 3 inches and replace architectural details to include baseplates; front porch boards to be painted HC-117 Hancock Green, railings painted white, foundation to be painted HC-108 Jockey Hallow Gray made by J. Maguire and seconded by F. Lilley, with all members present voting for (4-0). 1302 Jefferson Street (PLN-CAPP-2024-141) Original Request  Replacement of all siding with PlyGem Mastic Quest Premium Vinyl Siding, Double 4”, (.046 Thickness) to match HC-5 Weston Flax with white vinyl trim; Replacement of siding on curved addition with CertainTeed vinyl board- and-batten Single 8” Cedar Extra Wide Flat Face vertical vinyl siding (.048 thickness) in Colonial White; Remove existing overhead garage doors; Remove existing doors and replace with half-lite 9-lite doors in HC-189 Chrome Green for primary public entrances and solid 6-panel doors in HC-189 Chrome Green for secondary entrances; Replace all existing windows with new double-hung 3-over-1 vinyl windows with applied mullions; Installation of 8 new double-hung 3-over-1 vinyl windows with applied mullions; Installation of flat-roof porticos with square wrapped 9½” x 9½” columns in a simple traditional style at primary public entrances (North elevation); Remove existing window and door shutters; replace shutters like-for-like on 5 windows on original Jefferson Street elevation, in color resembling HC-189 Chrome Green; Existing parged foundation to be painted HC-178 Charcoal Slate; Entrance at South and West elevations to be covered with flat roof portico and round columns in simple traditional style in white and installation of new brick steps and landing; Install new portico in same style as others over existing doors and brick stairs facing Jackson Ave; Existing iron railings to be painted black. 2  Motion to approve the application as presented made by J. Maguire and seconded by F. Lilley, with all members present voting for (4-0). Tax Parcel 1270000004450 (PLN-CAPP-2024-131) Original Request  New construction of a two-story single-family home in four-square style with open gable architectural shingle roof in Black/Charcoal color; installation of full slab concrete driveway on north side of house and walkway from front porch steps to driveway; installation of fiberglass six-panel front door in white, with adjacent wall-mounted lights; covered front porch 22’4” wide and 8’ deep with 8”x8” treated post columns to be wrapped and painted white, 1- 13/16” x 1-13/16” square pickets with 4” top rail to be painted white, and brick skirt wrap; foundation to be masonry skirt with parge; installation of 5” vinyl siding in HC-168 Chelsea Gray; installation of double-hung 1-over-1 vinyl windows.  Motion to approve the application as presented with 2 stipulations, with right side upper and lower double windows have a six-inch space between the two, and windows be two-over-one windows made by J. Maguire, seconded by F. Lilley, with all members present voting for (4-0). PUBLIC INPUT None LEGAL GUIDANCE None ADJOURNMENT Motion to adjourn the meeting made by J. Maguire and seconded by S.
