Terri McManus made a motion to approve the Consent Agenda as presented. Jennifer Stafford
seconded. The motion passes.

COMMITTEE REPORT
A. ADMINISTRATION AND FINANCE COMMITTEE
The Committee recommended approval of the fiscal year 2024 Performance Contract and
Budget. All present voted in favor.
OLD BUSINESS
A. ELECTION OF CHAIRPERSON
Terri McManus nominated Brian Cuffie to serve as Chairman. Mark Davis seconded. There
were no nominations from the floor. The motion passed.
REGULAR AGENDA
A. UPDATE ON CAPITAL IMPROVEMENT PROJECTS
Renovations of 216 Great Bridge Boulevard have resumed.
B. VACSB BUDGET PRIORITIES
The Virginia Association of Community Services Boards released budget priorities for the
2024-2026 state budget. They are:
• Workforce Development – funding for recruitment / retention, paid internships, clinical
supervision hours, student loan repayment, and scholarships program.
• Behavioral Health Services (STEP-Virginia) Inflation Pressures – funding for the second
half of the biennium and for inflationary adjustments for the remaining steps.
• School Based Services – funding to conduct a rate study for school-based services for
children with behavioral health service needs.
• Substance Use Disorder (SUD) Services – a 12.5% rate increase for services that did not
receive the permanent rate increase other services received. These are:
➢ Office-based addition treatment (OBAT)
➢ Opioid treatment program
➢ Partial hospitalization program
➢ Intensive outpatient program
• Early Intervention Services – an increase in state general fund dollars for early interven-
tion services.

• Developmental Disability (DD) Waiver Services – funding to conduct a rebase of waiver
service reimbursement rates prior to each biennial budget, funding for additional waiver
services to address the priority-one wait list, and funding for the stabilization of waiver
service providers to ensure there is adequate staff to provide services for additional waiv-
er slot recipients.
• Underage Cannabis Use Prevention Programs – bridge funding until retail sales revenue
is available for prevention and treatment programs.

Lisa Vanlandingham reviewed the financial report which contains data through August 31, 2023.
