CONSENT AGENDA A. APPROVAL OF THE AGENDA B. APPROVAL OF MINUTES 10-16-2023 Meeting Terri McManus made a motion to approve the Consent Agenda as presented. Jennifer Stafford seconded. The motion passed. A quorum was not present at the start of the meeting. The Consent Agenda was approved once a quorum was present. CIBH MINUTES 11-13-2023 PAGE 1 OF 2  PUBLIC COMMENT None. PRESENTATION, COMMUNITY CRISIS STABILIZATION SERVICES Jessica Chinnici, Licensed Program Supervisor, Community Crisis Stabilization Services, gave a presentation on the Crisis Receiving Center. Construction is nearly complete at 216 Great Bridge Boulevard. The building will house CIBH Emergency Services, CIBH Crisis Intervention Team Assessment Center, and the 24-hour Crisis Receiving Center. The goal of the program is to re- duce the number of people going to the emergency room for crisis services, and to divert indi- viduals from the emergency custody / temporary detention order process when possible. Initially, services will be offered Monday through Friday 8:00 a.m. to 8:00 p.m. Eventually, the program will be open 24 hours a day. The program will serve adults only. COMMITTEE REPORT A. NOMINATING COMMITTEE The Committee presented the following slate of officers: • Chairman – Brian Cuffee • Vice Chairman – Mark Davis • Secretary – Justin Fernheimer The full board will vote on the slate of officers at the December meeting. REGULAR AGENDA A. CAPITAL IMPROVEMENT PROJECTS Construction continues at both 216 Great Bridge Boulevard and 840 Greenbrier Circle. B. VACSB ADVOCACY MESSAGE The Virginia Association of Community Services Board shared information regarding budget priorities and will provide guidance on how to engage with legislators. Their Legislative Conference is January 16 and 17 in Richmond. FINANCIAL REPORT Lisa Vanlandingham reviewed the financial report which contains data through September 30, 2023.
