CALL TO ORDER
Brian Cuffie called the meeting to order at 5:00 p.m.

The invocation was led by Ed Gonzalez.

B. APPROVAL OF MINUTES 11-13-2023 Meeting
Jennifer Stafford made a motion to approve the Consent Agenda as presented. Justin Fernheimer
seconded. The motion passed.

COMMITTEE REPORT
A. NOMINATING COMMITTEE
The Committee presented the following slate of officers:
• Chairman – Brian Cuffee
• Vice Chairman – Mark Davis
• Secretary – Justin Fernheimer
There were no nominations from the floor. The full board voted to approve the 2024 slate of of-
ficers.
REGULAR AGENDA
A. CAPITAL IMPROVEMENT PROJECTS
Construction at 216 Great Bridge Boulevard is nearing completion. We anticipate being able
to open in February 2024. Construction at 840 Greenbrier Circle has resumed. The goal is to
begin moving in February.
B. STEP-VA PHASE 2
The Department of Behavioral Health and Developmental Services will reconvene a
workgroup with Community Services Board representation to discuss how to reconstitute
System Transformation Excellence and Performance (STEP-VA) Phase 2 and develop next
steps in completing what had already been started.
DIRECTOR’S REPORT
A. MENTAL HEALTH / SUBSTANCE USE SERVICES
The Mobile Harm Reduction program launched Thanksgiving Day. The Prevention and Peer
Support teams provided education and distributed 31 harm reduction bags.
We were awarded an additional $1.6 million from the Department of Behavioral Health and
Developmental Services for the Crisis Receiving Center
B. CARE COORDINATION SERVICES
The Permanent Supportive Housing program received additional funding that will allow us to
serve up to 80 individuals.
C. ADMINISTRATIVE SERVICES
Lisa Vanlandingham, Administrative Services Director, introduced Paul Marone, the new
Fiscal Administrator. Mr. Marone was previously employed by Eggleston Services.

Lisa Vanlandingham reviewed the financial report which contains data through October 31,
2023.
