CHESAPEAKE LAND BANK AUTHORITY MINUTES OF BOARD OF DIRECTORS MEETING JULY 12, 2023, 3:30 PM EST The Chesapeake Land Bank Authority Board of Directors Meeting was called to order by Clyde T. Clark, Chair at 3:30 PM, Wednesday July 12, 12, 2023, at 411 Cedar Road, Chesapeake, VA 23322, present were: Chesapeake Land Bank Authority Directors: Clyde T. Clark, Vonda W. Chappell, Alfredo "Joe" C. Josue, John A. Kish, Daniel W. Whitaker, and Joseph D. Miles, IV Staff: John Harbin, Executive Director Legal Counsel: Robert Kinser, Esq., Basnight, Kinser, Leftwich & Nuckolls, P.C. City of Chesapeake Staff: Nat McCormick (Planning Department) Members of the Public: None These minutes constitute the account of proceedings required by the Code of Virginia §2.2-3707 and are prepared in accordance with Robert's Rules of Order 12th Edition. Clark called to order the FORMAL SESSION of the Board of Directors meeting at 3:30 PM ROLL CALL was conducted by voice and confirmed: Clyde T. Clark, Vonda W. Chappell, "Joe'' C. Josue, John A. Kish, Daniel W. Whitaker, and Joseph D. Miles, IV were Alfredo "Joe" PRESENT. \\lhitaker, seconded by Alfredo "Joe" C. Josue, the Board B. Upon motion by: Daniel W. \Vhitaker, ofDirectors unanimously APPROVED the MINUTES of ofMay 3, 2023 Board of Directors meeting. C. Old and New Business 1. Treasurer's Report: Clyde T. Clark presented the financial reports, reviewing the account balances and debits/credits of all the Land Bank's accounts and advised that the FY23 audit is forthcoming. 2. City Staff Updates: Nat McConnick reported that the Planning Department has started the process to update the South Norfolk Historic and Cultural Preservation Overlay District Design and Procedural Guidelines and provided a flyer on the update process. 3. Legal Updates: There were no updates presented. 4. Additional Discussions: There were no additional discussions. 5. Public Remarks: There were no public remarks offered. 6. Executive Director Report: John Harbin reported on: i.1. Fiscal Year 2024 budget and an associated funding request to the City of Chesapeake. ii. 11. Priorities for the Executive Director. 7. Property Reports: John Harbin reported on: 1. 1. The status of the rezoning for 2112 Liberty Street, Chesapeake, VA 23324 and the potential acquisition of an adjacent property located art 2014 Liberty Street for discussion purposes. ii. 11. The status of the rezoning application of 1337 Commerce Avenue, Chesapeake, VA 23324. iii. 111. The potential acquisition of 1420 Bainbridge Boulevard for discussion purposes. The Board directed staff to research acquisition of adjacent properties. 8. South Norfolk Residential Rehabilitation Grant Program: i.1. John Harbin presented proposed revisions to the South Norfolk Residential Rehabilitation Grant Program Guidelines. Upon motion by: Vonda W. Chappell, seconded by Joseph D. Miles, IV, lV, the Board ofDirectors unanimously APPROVED the revisions to the South Norfolk Residential Rehabilitation Grant Program Guidelines. 11. 11. John Harbin presented a new South Norfolk Residential Rehabilitation Grant Program application at l1224 Stewart Street, VA 23324. Chesapeake, VA "Joe'' C. Josue, seconded by Daniel W. Upon motion by: Alfredo "Joe" Whitaker, the Board of Directors unanimously APPROVED the South Norfolk Residential Residenlial Rehabilitation Rehabililation Grant Program application at 1224 Stewart Street, Chesapeake, VA 23324. D. Committee Reports a. Economic Development Authority (EDA): There were no updates presented. b. Chesapeake Redevelopment and Housing Authority (CRHA): There were no updates presented. c. Citizen Advisory Committee (CAC): Alfredo "Joe" C. Josue reported that the CAC met on May l17, 2023 and made recommendation that the Board of Directors to identify identify "The Lanes" area of Chesapeake as a Target Area of the Chesapeake Land Bank Authority. E. Scheduling of Next Board Meeting The next meeting of the Chesapeake Land Bank Authority Board of Directors will be held on Wednesday, August 2, 2023, at 3:30 PM.
