CHESAPEAKE LAND BANK AUTHORITY
MINUTES OF BOARD OF DIRECTORS MEETING
FEBRUARY 7, 2024, 3:30 PM EST
The Chesapeake Land Bank Authority Board of Directors Meeting was called to order by Amy
Doll Dudash, Chair, at 3:31 PM, Wednesday, February 7, 2024, at 555 Belaire Avenue,
Chesapeake, VA 23320, present were:
Chesapeake Land Bank Authority Directors: Amy Doll Dudash, Alfredo “Joe” C. Josue,
John A. Kish, Daniel W. Whitaker, Clyde T. Clark, Jr. (remote from Richmond, VA for
personal matter), Vonda W. Chappell, and Joseph D. Miles, IV
Staff: John M. Harbin, Executive Director
Legal Counsel: Robert Kinser, Esq., Basnight, Kinser, Leftwich & Nuckolls, P.C.
City of Chesapeake Staff: Nathanial McCormick (Planning), Lloyd Jackson (Economic
Development), Carlos Rodriguez (Development and Permits), and Debra Fagan (Treasurer’s
Office).
Members of the Public: John Kownack (Chesapeake Redevelopment and Housing Authority)
These minutes constitute the account of proceedings required by the Code of Virginia
§2.2-3707 and are prepared in accordance with Robert's Rules of Order 12th Edition.
AGENDA ITEMS:

A. Chair Amy Doll Dudash called to order the FORMAL SESSION of the Board of
Directors meeting at 3:31 PM
B. ROLL CALL was conducted by voice and confirmed: Amy Doll Dudash, Alfredo
“Joe” C. Josue, John A. Kish, Daniel W. Whitaker, Clyde T. Clark, Jr. (remote),
Vonda W. Chappell, and Joseph D. Miles, IV were PRESENT.
C. Upon motion by: Vonda W. Chappell, seconded by, Joseph D. Miles, IV, the Board of
Directors unanimously APPROVED the MINUTES of January 3, 2024 Board of
Directors meeting.
D. Old and New Business
1. Treasurer’s Report: John M. Harbin presented the financial reports for the
month of December, reviewing the account balances and debits/credits of all the
Land Bank’s accounts.
2. Executive Director Report: John M. Harbin reported on:
i. Staff activities over the last month.
3. Property Reports: John M. Harbin reported on:
i. The status of the Board of Zoning Appeals application for 2112
Liberty Street, Chesapeake, VA 23324.
ii. The potential acquisition of properties in the 1300 block of
Bainbridge Boulevard, Chesapeake, VA 23324.
Upon motion by: Daniel W. Whitaker, seconded by Joseph D. Miles,
IV, the Board of Directors unanimously AUTHORIZED the
Executive Director to negotiate a purchase agreement for 1312 and
1320 Bainbridge Boulevard.
iii. Possible next steps to redevelop Authority-owned property with
residential dwellings.
iv. The potential acquisition of properties in the 300 and 400 block of
N Battlefield Boulevard, Chesapeake, VA 23320.
4. South Norfolk Residential Rehabilitation Grant Program:
i. John M. Harbin presented an existing South Norfolk Residential
Rehabilitation Grant Program application at 1423 Rodgers Street,
Chesapeake, VA 23324.
Upon motion by: Alfredo “Joe” C. Josue, seconded by Joseph D.
Miles, IV, the Board of Directors unanimously APPROVED the
South Norfolk Residential Rehabilitation Grant Program
application at 1423 Rodgers Street, Chesapeake, VA 23324.
ii. John M. Harbin presented an existing South Norfolk Residential
Rehabilitation Grant Program application at 1009 Jackson Avenue,
Chesapeake, VA 23324.
Upon motion by: Daniel W. Whitaker, seconded by Alfredo “Joe”
C. Josue, the Board of Directors unanimously APPROVED the
South Norfolk Residential Rehabilitation Grant Program
application at 1009 Jackson Avenue, Chesapeake, VA 23324.
iii. John M. Harbin presented a new South Norfolk Residential
Rehabilitation Grant Program application at 1044 Chesapeake
Avenue, Chesapeake, VA 23324.
Upon motion by: Daniel W. Whitaker, seconded by Vonda W.
Chappell, the Board of Directors unanimously APPROVED the
South Norfolk Residential Rehabilitation Grant Program
application at 1044 Chesapeake Avenue, Chesapeake, VA 23324.
2. City Staff Updates: Nathanial McCormick reported on the progress to update
the South Norfolk Historic and Cultural Preservation Overlay District Design
and Procedural Guidelines.
3. Legal Updates: There were no updates presented.
4. Additional Discussions: The Board discussed challenges facing applicants to
the South Norfolk Residential Rehabilitation Grant Program in finding
qualified contractors to provide estimates and approaches staff can take to
assist applicants and possible revisions to the Program Guidelines.
5. Public Remarks: There were no public remarks offered.
E. Committee Reports
1. Citizen Advisory Committee (CAC): There were no updates presented.
a. Economic Development Authority (EDA): There were no updates presented.
b. Chesapeake Redevelopment and Housing Authority (CRHA): John Kownack
reported that a subgroup of Chesapeake Thrives is forming to find property
suitable for multifamily residential development and requested CLBA
participation. John Kish reported on the renovations of Forest Cove Apartments.
F. Scheduling of Next Board Meeting
The next meeting of the Chesapeake Land Bank Authority Board of Directors will be
held on Wednesday, March 6, 2024, at 3:30 PM.
