CHESAPEAKE LAND BANK AUTHORITY MINUTES OF BOARD OF DIRECTORS MEETING MARCH 6, 2024, 3:00 PM EST The Chesapeake Land Bank Authority Board of Directors Meeting was called to order by Amy Doll Dudash, Chair, at 3:01 PM, Wednesday, March 6, 2024, at 801 Poindexter Street, Chesapeake, VA 23324, present were: Chesapeake Land Bank Authority Directors: Amy Doll Dudash, Alfredo “Joe” C. Josue, John A. Kish, Daniel W. Whitaker, Clyde T. Clark, Jr., and Joseph D. Miles, IV Staff: John M. Harbin, Executive Director Legal Counsel: Robert Kinser, Esq., Basnight, Kinser, Leftwich & Nuckolls, P.C. City of Chesapeake Staff: Nathanial McCormick (Planning), Carlos Rodriguez (Development and Permits), Ben White (Treasurer’s Office), and Wendy Roenker (Treasurer’s Office) Members of the Public: None These minutes constitute the account of proceedings required by the Code of Virginia §2.2-3707 and are prepared in accordance with Robert's Rules of Order 12th Edition. AGENDA ITEMS: (Meeting Agenda is hereby attached as EXHIBIT “A”) A. Chair Amy Doll Dudash called to order the FORMAL SESSION of the Board of Directors meeting at 3:01 PM B. ROLL CALL was conducted by voice and confirmed: Amy Doll Dudash, Alfredo “Joe” C. Josue, John A. Kish, Daniel W. Whitaker, Clyde T. Clark, Jr., and Joseph D. Miles, IV were PRESENT. C. Upon motion by: Daniel W. Whitaker, seconded by, Clyde T. Clark, Jr., the Board of Directors unanimously APPROVED the MINUTES of February 7, 2024 Board of Directors meeting. D. Old and New Business 1. Treasurer’s Report: Clyde T. Clark, Jr. presented the financial reports for the month of December, reviewing the account balances and debits/credits of all the Land Bank’s accounts. 2. Executive Director Report: John M. Harbin reported on: i. Staff activities over the last month. ii. FY25 Budget Request 3. Property Reports: John M. Harbin reported on: i. The status of the Board of Zoning Appeals application for 2112 Liberty Street, Chesapeake, VA 23324. ii. The potential acquisition of properties in the 1300 block of Bainbridge Boulevard, Chesapeake, VA 23324. iii. The potential acquisition of 1317 Poindexter Street, Chesapeake, VA 23324. Upon motion by: Clyde T. Clark, Jr., seconded by Alfredo “Joe” C. Josue, IV, the Board of Directors unanimously AUTHORIZED the Executive Director to negotiate a purchase agreement for 1317 Poindexter Street. iv. The potential acquisition of two City-owned properties located on Emporia Court and Cromwell Court, Chesapeake, VA 23325. Upon motion by: Daniel W. Whitaker, seconded by Clyde T. Clark, Jr., the Board of Directors unanimously AUTHORIZED the Executive Director to negotiate a purchase agreement for City- owned property on Emporia Court and Cromwell Court. v. The potential acquisition of properties in the 300 and 400 block of N Battlefield Boulevard, Chesapeake, VA 23320. Upon motion by: Clyde T. Clark Jr., seconded by Daniel W. Whitaker, the Board of Directors unanimously AUTHORIZED the Executive Director to negotiate a purchase agreement for five parcels under ownership by Marsh View Properties, LLC and one parcel under ownership by AE Investments, LLC.  4. South Norfolk Residential Rehabilitation Grant Program: John M. Harbin reported on the status current grant projects. No grant applications were acted upon. 5. City Staff Updates: Nathanial McCormick reported on the progress to update the South Norfolk Historic and Cultural Preservation Overlay District Design and Procedural Guidelines. Ben White reported that the Treasurer’s Office is fully staffed which allows tax bills to be sent earlier to residents. 6. Legal Updates: There were no updates presented. 7. Additional Discussions: There were no additional items discussed. 8. Public Remarks: There were no public remarks offered. E. Committee Reports 1. Citizen Advisory Committee (CAC): Alfredo “Joe” C. Josue, IV reported that the CAC met on February 15, 2024, and recommended to the Board of Directors property located at 1205 Poindexter Street, Chesapeake, VA 23324. 2. Economic Development Authority (EDA): There were no updates presented. 3. Chesapeake Redevelopment and Housing Authority (CRHA): There were no updates presented. F. Scheduling of Next Board Meeting The next meeting of the Chesapeake Land Bank Authority Board of Directors will be held on Wednesday, April 3, 2024, at 3:30 PM.
