Miles, IV, Vice Chair, at 3:29 PM, Wednesday, August 7, 2024, at 411 Cedar Road, Chesapeake, VA 23322, present were: Chesapeake Land Bank Authority Directors: Alfredo “Joe” C. Josue, John A. Kish, Daniel W. Whitaker, Dawn Matheson, and Joseph D. Miles, IV Staff: John M. Harbin, Executive Director Legal Counsel: Robert Kinser, Esq., Basnight, Kinser, Leftwich & Nuckolls, P.C. City of Chesapeake Staff: Nathanial McCormick (Planning) and Ben White (City Treasurer’s Office) Members of the Public: None These minutes constitute the account of proceedings required by the Code of Virginia §2.2-3707 and are prepared in accordance with Robert's Rules of Order 12th Edition. ROLL CALL was conducted by voice and confirmed Alfredo “Joe” C. Josue, John A. Kish, Daniel W. Whitaker, Dawn Matheson, and Joseph D. Miles, IV were PRESENT. C. Upon motion by: Joseph D. Miles, IV, seconded by, John A. Kish, the Board of Directors unanimously APPROVED the MINUTES of July 10, 2024 Board of Directors meeting. D. Old and New Business 1. Treasurer’s Report: John A. Kish presented the financial reports for the month of July, reviewing the account balances and debits/credits of all the Land Bank’s accounts. 2. Executive Director Report: John M. Harbin reported on: i. Board of Directors vacancy ii. FY24 Audit iii. RFP for payroll and banking services iv. Strategic planning 3. Property Reports: John M. Harbin reported on: i. The status of the zoning reclassification application for 2112 Liberty Street, Chesapeake, VA 23324 and disposition of the property for redevelopment. ii. The completed acquisition of 1317 Poindexter Street, Chesapeake, VA 23324. iii. The status of acquisition of properties in the 300 and 400 block of N Battlefield Boulevard, Chesapeake, VA 23320. 4. South Norfolk Residential Rehabilitation Grant Program: a. John M. Harbin presented an existing South Norfolk Residential Rehabilitation Grant Program application at 1203 Decatur Street, Chesapeake, VA 23324. Upon motion by: Alfredo “Joe” C. Josue, seconded by Daniel W. Whitaker, the Board of Directors unanimously APPROVED WITH MODIFICATION the South Norfolk Residential Rehabilitation Grant Program application at 1203 Decatur Street, Chesapeake, VA 23324. b. John M. Harbin presented a new South Norfolk Residential Rehabilitation Grant Program application at 1423 Rodgers Street, Chesapeake, VA 23324. Upon motion by: Alfredo “Joe” C. Josue, seconded by Dawn Matheson, the Board of Directors unanimously APPROVED the South Norfolk Residential Rehabilitation Grant Program application at 1423 Rodgers Street, Chesapeake, VA 23324. c. John M. Harbin presented a new South Norfolk Residential Rehabilitation Grant Program application at 1528 Chesapeake Avenue, Chesapeake, VA 23324.  Upon motion by: Daniel W. Whitaker, seconded by Alfredo “Joe” C. Josue, the Board of Directors unanimously APPROVED the South Norfolk Residential Rehabilitation Grant Program application at 1528 Chesapeake Avenue, Chesapeake, VA 23324. d. John M. Harbin presented a new South Norfolk Residential Rehabilitation Grant Program application at 1100 Jackson Avenue, Chesapeake, VA 23324. Upon motion by: Alfredo “Joe” C. Josue, seconded by John A. Kish, the Board of Directors unanimously APPROVED the South Norfolk Residential Rehabilitation Grant Program application at 1100 Jackson Avenue, Chesapeake, VA 23324. e. John M. Harbin presented a new South Norfolk Residential Rehabilitation Grant Program application at 1301 Ohio Street, Chesapeake, VA 23324. Upon motion by: Daniel W. Whitaker, seconded by Alfredo “Joe” C. Josue, the Board of Directors unanimously APPROVED the South Norfolk Residential Rehabilitation Grant Program application at 1301 Ohio Street, Chesapeake, VA 23324. f. John M. Harbin presented a new South Norfolk Residential Rehabilitation Grant Program application at 1330 Hull Street, Chesapeake, VA 23324. Upon motion by: Alfredo “Joe” C. Josue, seconded by Daniel W. Whitaker, the Board of Directors unanimously DEFERRED the South Norfolk Residential Rehabilitation Grant Program application at 1330 Hull Street, Chesapeake, VA 23324. 5. City Staff Updates: Nathanial McCormick reported on the progress to update the South Norfolk Design Guidelines and vacancies on the Historic and Architectural Review Board. 6.
