Stormwater Committee Meeting September 26, 2022 Human Resources Training Room 1. Call to Order: The meeting was called to order at 5:59 PM. 2. Meeting Minutes There was a motion to approve the 7/25/22 meeting minutes. The motion was seconded and carried. 4. Citizen Comments None, but on behalf of his neighbor, Kevin reported an issue with a cave-in around a drain at 2134 Ferguson Loop, in a play area. The neighbor reported it through the Call Center. Barbara will follow up and report back. -1- 5. PW Operations Report, Barbara Brumbaugh o Barbara presented the Operations Report. The number of work orders completed is a little lower due to a couple issues. For example, two of the roadside ditch crew leaders were out for a couple weeks and they had to combine crews. Lead ditch crews have been on Glencoe for most of their time. The RC mowers came back so some BMP work has been done with them. o Vegetation control has fallen behind a bit, due mostly to staffing and also the tractor being in the garage for a few weeks. Ross is hoping to catch that up soon. Vegetation and tree trimming SLA performance is reflective of the work order situation. Dead animal pickups and debris numbers are still mostly a paperwork issue (very short SLA turnaround vs the time it takes the operator to process all the work orders, for the most part) o Mike P. asked if inmates are used and where the debris is taken. It is taken to a CDD (construction demolition and debris) landfill. There are two that the City uses. o The first photo shown was an example of clearing out the lead ditch that runs from Glencoe towards Lake Drummond o The next photo was the same ditch, a bit downstream and shows some of the kinds of things Ops encounters that landowners do within ditches. These are some of the things Ops has to work through with property owners in order to do the work to keep the systems functioning properly. o The next slide showed an example of a BMP with concrete lined ditch. This is also an example of customer service requests the City receives and these have to be balanced with other priorities and more detrimental drainage impediments. o The next slide showed an example of a BMP clearing to try and prevent overgrowth that could eventually impede functionality. o The next slide showed an example of a “Cave-In” repair to show some of the kinds of things Ops encounters. This is likely a structure that was left out by the original builder, or perhaps a layout mistake that was literally buried and left unresolved. The Ops crew built a box structure to join the two pipes/cross the gap, with a 30x30 drain to go on top. o The last slide showed an example of bank stabilization when clearing a ditch. 6. Engineering Update, Barbara Brumbaugh o Staff responses on the Resilience Plan comments will be shared with the Committee this week. o DCR will announce the award for CFPF Round 3 grants by this coming Friday (9/30/22). The City submitted 2 projects and 1 study for consideration. o Funding is available for CFPF Round 4 grants. The program will open for applications later this year. Loans will be included in this next round. -2-  o There will be a new funding program available early next year which will include grants and loans. It is titled the Virginia Resiliency Revolving Loan Fund. 7. MS4 Program, Barbara Brumbaugh o Barbara said that her team has been busy working on the City’s MS4 Annual Report, due to DEQ on October 1st. Once the report is approved by DEQ it will be shared with the Committee. o Kevin asked about public vs. private BMPs. There was a brief discussion that if a BMP takes “public” drainage (i.e. from a public road or right-of-way), it is considered public, even if situated on private property. The City generally has some maintenance responsibilities for these which are typically outlined in the plat. 8. Committee Bylaws Discussion, Barbara Brumbaugh o Roger said that they are waiting for an updated version from Cory Wolfe. o There was a discussion about the potential to hold hybrid meetings. Barbara has asked the Clerk’s Office if this is a possibility. She will report back to the Committee. Vic mentioned some things happening at City Council and the General Assembly. 9. Old Business/New Business o Vic mentioned that Chesapeake TV interviewed Crystal. She asked who the City Engineer is. Sam Sawan is the Deputy Director and City Engineer. o Barbara asked if there is interest in a field trip. Some potential sites are: Chesapeake Avenue and Pughsville. Committee members wanted to see a review of the project(s) first, but there is interest, possibly for November. The meeting was adjourned at 7:15 pm.
