March 27, 2023

1. Call to Order: The meeting was called to order at 6:06 PM.
2. Roll Call: Roll was called by Barbara Brumbaugh. In Roger Baxter’s
absence, Markiella Moore, the Committee Vice Chair, acted as Committee Chair.

3. Meeting Minutes
Minutes from the February 2023 meeting were not approved as there was not a
quorum.

4. PW Operations Report – Ross Brockwell
o Ross noted that roadside ditch completed work order numbers were low
due to staff shortages. A Crew Leader left the City and 3 crews have been
combined into 2 crews.
o The pipe washing numbers were low, but the incoming calls were also low.
o There is more tonnage coming out of the roadside ditches.
o Several before and after photos were shown of various projects:
o A ditch clearing project at 940 Unicorn Trail
o A ditch/culvert clearing at 241 Sign Pine Rd
o A culvert clearing at 1207 Alder Ct
o Traycie asked when the Crew Leader position will be filled. Ross said it will
be very soon.
5. Engineering Update, Janelle Logan
o Janelle gave a CFPF Round 4 grant update.
o One of the City’s on-call consultants, GKY, is working on the Southern
Chesapeake Watershed Study. Sections 1-4 are being updated. Section 5
is under development.
o Modeling for the Watershed Study should be done by the end of 2024.
o The Northwest River Snag & Drag project is underway. The project will clear
3.8 miles of clearing along the Northwest River. The project will remove
fallen trees, logs, etc. 1 foot below the water surface.
o Janelle gave an update on the City’s beaver control program. Many of the
beavers are concentrated on the Northwest River and St Brides Ditch.
o During the last fiscal year 42 beavers were trapped and 33 dams were
opened and removed.
o Traycie mentioned that you can’t relocate beavers.
6. MS4 Update – Barbara Brumbaugh
o Barbara shared a letter from the Mariner’s Quay Condominium Owners
Association with the Committee. The Condo Association was very pleased
with a ditch clearing project that PW-Operations recently completed.
o Interviews have been conducted for the vacant Engineering Technician III
position in the Environmental Quality Services division.
o Barbara mentioned that the Stormwater Utility bills will be sent out soon.
The City’s website has some information about the bills.

7. Bylaws Update – Corey Wolf
o The revised bylaws cannot be voted on because there was not 6 members
present or a quorum.
8. Old Business/New Business
o No old business
o 3 new members will be appointed to the Stormwater Committee by Council.
o Markiella made several suggestions for the information presented on the
City’s web page. She pointed out that the support for the fee increase by
the Stormwater Committee included a request for education and
information.
o The web page was put on the screen and the comments and concerns were
discussed. Barbara will forward these comments to the Public Information
staff.
o Vic said that she has suggested to people posting stormwater-related
comments on Next Door that they attend the Stormwater Committee
meeting to learn more about the City’s programs.
o She noted that people have complained about ditch work and that ditches
haven’t been cleaned.
The meeting was adjourned at 7 pm.
