Stormwater Committee Meeting July 24, 2023 Public Works Administration Conference Room 1. Call to Order: The meeting was called to order at 6:02 PM. 2. Roll Call: Roll was called by Barbara Brumbaugh. Committee Members in Attendance: Roger Baxter (Committee Chair) Traycie West-Pinkoski Markiella Moore (Committee Vice Chair) Vic Nicholls Michael Battle Barbara Brumbaugh (PW Environmental Program Manager) Absent Committee Members Michael Poyner Mario Aponte - excused Kevin Walker Crystal Bloom (Engineering Manager) Cory Wolfe (Assistance City Attorney) Others in Attendance: Jannelle Logan – (PW Stormwater Engineer IV) Citizens in Attendance: None 3. Meeting Minutes Minutes from the June 2023 meeting were approved. 4. PW Operations Report – Barbara Brumbaugh o Barbara presented the Operations Report that covered June 2023. -1- 5. Engineering and Resilience Plan Update – Janelle Logan o Jannelle reported that all comments on the City’s Resilience Plan (RP) have been incorporated. Barbara will distribute the final RP to the Committee. o Markiella asked what the changes are. Jannelle noted that there weren’t any major changes, but more detail was added. The preliminary RP had already been approved by the Dept of Conservation and Recreation (DCR) so major changes would trigger another review. o Markiella asked if any other City department(s) had offered comments. Only Emergency Management had comments. o Jannelle reported on the Community Flood Preparedness Fund (CFPF) grant program. o The revised draft CFPF Grant Manual has been released for public comment. Comments are due by August 6th. o The 4th round of the CFPF has $80 million, and there will be a focus on larger community scale initiatives. “Community Scale” is defined in the program. o Mike B. asked where the draft grant manual can be found. Barbara will send out links to the draft manual and the listening session that will be held by DCR. o Applications for CFPF Round 4 will be due in the fall. o Jannelle also discussed the Resilient Virginia Revolving Loan Fund (RVRF). This loan program is focused on smaller scale and property scale projects. The manual for this program is also under revision and the link to the draft manual will be sent out by Barbara. 6. MS4 Update – Barbara Brumbaugh o Barbara presented photos and discussed a recent BMP restoration that was completed at the Taylor Pointe Apartments stormwater management pond. The work was completed by a City contractor and managed by the Contractual Services Division. o The City initially received complaints about the long, linear pond filling in and conducted inspections. A survey was conducted and it was determined that the pond needed to be dredged. Access to the north side of the pond is along the apartment complex parking lot so conditions were ideal to complete the project. Barbara showed before, during, and after photos. o Barbara also discussed the Hampton Roads Regional Water Quality Monitoring Program that the City has participated in since 2016. The program is a collaborative effort involving the Cities of Chesapeake, Virginia Beach, Norfolk, Portsmouth, Hampton, and Newport News; the Hampton Roads Planning District Commission; Hampton Roads Sanitation District; and the United States Geological Survey (USGS). The intent is to generate stormwater data specific to the Coastal Plain of Virginia which has been lacking. The program is also an MS4 Permit requirement. -2- o Barbara gave a brief tour of the USGS web page which includes a geonarrative, stormwater educational information, and all the data that has been generated to date which is all publicly available. o Barbara will send the links to the USGS sites. 7. Old Business/New Business o Vic noted that the Stormwater Committee needs 3 vacancies filled. She says we need to push City Council to appoint people and noted that committee appointments are made during the 3 rd week of the month meetings. o Vic noted that some members will be dropping off next year as they will be ineligible for reappointment. o Barbara will remind the City Clerk’s Office and City Attorney’s Office about these vacancies. o Roger is hoping that the City Clerk can prioritize this committee’s vacancies. o Markiella asked about the new HRPDC stormwater design standards which have been discussed at previous meetings. Jannelle said they are waiting on HRPDC and VDOT to incorporate NOAA Atlas 15. She doesn’t expect anything to be finalized for another 2 years. o Mike B. asked about the status of the revised bylaws. They were adopted by the Committee at the June 2023 meeting and signed by the Committee Chair at the July 2023 meeting. Barbara will distribute the final bylaws. The meeting was adjourned at 7:21 pm.
