Stormwater Committee Meeting August 28, 2023 Public Works Administration Conference Room 1. Call to Order: The meeting was called to order at 6:11 PM. 2. Roll Call: Roll was called by Barbara Brumbaugh. Committee Members in Attendance: Traycie West-Pinkoski Markiella Moore (Committee Vice Chair) Michael Poyner Vic Nicholls arrived 6:20PM Michael Battle Barbara Brumbaugh (PW Environmental Program Manager) Absent Committee Members Roger Baxter (Committee Chair)-excused Mario Aponte - excused Kevin Walker - excused Crystal Bloom (Engineering Manager) Cory Wolfe (Assistance City Attorney) Others in Attendance: Jannelle Logan – (PW Stormwater Engineer IV) Citizens in Attendance: None 3. Meeting Minutes Minutes from the July 2023 meeting were approved once a quorum was present. 4. PW Operations Report – Barbara Brumbaugh o Barbara presented the Operations Report that covered July 2023. o Markiella made a suggestion to include the number of open Work Orders (WOs) as of the 1st of the month, sort of a “beginning balance”. o Mike P. wants to know what date corresponds to the “Open WOs” column. o Barbara will request that Ops make these changes. -1- o Mike B. asked if there is a map showing where the flooding is. Janelle said it is being tracked and she will check to see if there is a map. 5. Engineering Update – Janelle Logan o Jannelle reported that projects are being prioritized for the next budget. There are about 100 unfunded projects, 20 got ranked up and that list of 20 is now being narrowed down. o PW will submit the budget this fall, the City Manager has to approve the budget in January and in April the budget goes to City Council. o Markiella asked how many open projects there are right now. Janelle said there are about 30 active projects of $500K or less. Projects that are $500K or greater are managed by Sean Marsden. The exact number wasn’t known at the meeting. o Markiella asked about the status of the Watershed Studies for Southern Chesapeake and how they’re coming along. Janelle replied that the City’s consultant, GKY has started data processing and identification of locations for potential surveys. They are looking at the SC 5 watershed for potential locations and they will prioritize those. o Markiella asked if the (CFPF) grant will fund the entire project. Janelle said the City has to match the state funding. o Markiella asked about interest from the City Council and Ag community and asked that updates on the watershed studies for SC 1-5 be provided at next month’s meeting. o Janelle mentioned that the City will be doing rainfall assessments. Western Branch and South Norfolk recently got 3 inches of rain. On 8/29 staff will assess these areas and look for standing water. This information is used to check modeling results to determine if models are accurately depicting standing water or flooding in the areas where it is actually occurring. 6. MS4 Update – Barbara Brumbaugh o Barbara reminded the Committee that a representative of the Elizabeth River Project will be coming to speak about the Homeowner Engagement Partnership Contract with the City next month. o The City is actively working on the MS4 Annual Report due to DEQ by October 1st. o Mike P. asked about wastewater becoming drinking water. This isn’t really being done in this area at this time, but it is happening in other parts of the country, especially those with severe water shortages. o Mike B. asked about the pH of drinking water. Barbara said it is a neutral range, somewhere around 6-7 and the water treatments plants are able to make adjustments. -2- 7. Old Business/New Business o Markiella asked if the Emergency Management comments on the Resilience Plan could be shared with the Committee. o Markiella asked if the Committee could get an update on potential City CFPF grant applications for the next round of funding. o Barbara reminded the City Clerk’s Office and City Attorney’s Office about Stormwater Committee vacancies.
