Stormwater Committee Meeting February 26, 2024 Chesapeake City Hall, Human Resources Training Room 1. Call to Order: The meeting was called to order at 6:01 PM. 2. Roll Call: Roll was called by Barbara Brumbaugh. Committee Members in Attendance: Markiella Moore (Committee Vice Chair) Traycie West-Pinkoski Michael Poyner Vic Nicholls Kevin Walker Michael Battle Theresa Harris Davis Watson (Alternate) Barbara Brumbaugh (PW Environmental Program Manager) Absent Committee Members Roger Baxter (Committee Chair) (Excused) Mario Aponte Dominique Moody (Alternate) Crystal Bloom (Engineering Manager) Other City Staff in Attendance: Indra B. (I.B.) Paudel (Engineering) Citizens in Attendance: No Citizens in Attendance 3. Meeting Minutes There was a quorum, and the January meeting minutes were unanimously approved. 4. Citizen Comments o N/A 5. Operations/Engineering Update – Barbara Brumbaugh / Indra B. Paudel -1-  o Barbara Brumbaugh gave the Operations report. o Indra Paudel gave the Engineering update. o Mike P. asked about a chart / timeframe and personnel. o I.B. commented that the vacancy rate was lower than in previous years. o Kevin asked about the Expressway stretch – whole thing? o Kevin asked about areas taped off along Expressway? – Edinburgh o I.B. gave project updates. o Markiella asked if revenue numbers are actual. o Markiella asked if John St. is complete. o Kevin asked, Where is Royce Rd.? o Mike P. asked, What are they doing? – Regrading, pipe improvements, upgrade / reset culverts. o Mike P. asked, What will we do with the dead tree / wood removed?- Will be dumped, not in good condition. o Markiella discussed the site visit she participated in. She said they need to discuss routine maintenance. She said it was very interesting to learn how the stormwater flows and how it all gets to the S. Branch of the Elizabeth River (ER). SW (Stormwater) is used as a path for tidal flooding. 6. MS4 Update – Barbara Brumbaugh o Barbara showed the committee the link for new permit and MS4 documents. Theresa asked about Bay TMDL section? Mike Battle asked, Is Resilience Plan part of the MS4 program? o MS4 – Overview of web page, annual reports, program plan 7. Old Business/New Business o Theresa commented on Atlantic Shores – development upstream, and where she could find flow direction? – Barbara sent out Planimetric o Kevin – (question) from family on Peaceful Rd., West of Battlefield regarding when City approves that type of development I.B. - Developer pays pro-rata to fund master drainage improvements within watershed. Barbara – Explained how review process works. o Markiella – next meeting – rate increase, where did rate increase go? -Most of increase was supposed to go to OPS and Maint. -She would like to know where the money is going? -Did it go to increased services, etc.? Increased maintenance? -Barbara brought up the Operating budget on the screen. o Elections – Two (2) positions; Chair and Vice Chair Markiella voted as Chair, Michael Poyner voted as Vice Chair -2- The meeting was adjourned at 7:05 pm.
